The Director of Harm Reduction Services provides oversight and leadership to grant funded substance abuse services, maintaining a strong departmental culture that is client centered, outcome-oriented, data-driven, and dedicated to continuous quality improvement.  Responsible for administrative, supervisory and clinical management of the Ryan White, AIDS Institute, and PHS funded substance abuse and prevention services in the Department. The Director oversees coordination of seamless substance abuse treatment and wellness services, support, and prevention services.  The Director ensures all regulations and contractual obligations are met, services are properly documented and quality assurance and improvement are appropriate. The Director also oversees women’s services and programming, harm reduction programming applicable to department services, and the Expanded Syringe Access Program, among others.

 

Essential Job Functions


The following duties are mandatory requirements of the job:

  • Maintain primary responsibility over the clinical and quality management of the grant funded substance abuse and prevention services.  Ensure that all providers and services are in compliance with grant-funder rules, regulations and contractual obligations, program policies and procedures and agency policies and procedures
  • Develop treatment modalities consistent with grant-funded scopes of services to ensure evidence-based, culturally competent, trauma-informed substance use disorder treatment of highest possible quality. Oversee admission and discharge process, treatment planning and case conferences for all clients being treated
  • Related to clinic services, work collaboratively with other staff to ensure an integrated service plan is in place and is supported by all staff to address the continuum of substance abuse treatment and medical care; work with Managing Director to coordinate referrals, diagnostic findings, treatment interventions, and service plan development and revie
  • Supervise counseling staff (harm reduction counselors, CASACs, support staff, and interns) to ensure high quality provision of Harm Reduction services to the client population
  • Effectively manage psychiatric crises, labor management issues, and program audits
  • Implement and maintain Triad Management systems and tools

 

Other Responsibilities

The following duties are to be performed as assigned by the supervisor:

  • Determine program needs, priorities, and directions based on sound planning and analysis of community need
  • Implement quality assurance activities, including chart reviews and the development and improvement of resources and policies and procedures
  • Assist with hiring and on-boarding of new staff into Substance Abuse Department
  • Collaborate with Director of OASAS Clinic and Substance Abuse Services to ensure cross-coverage of programming, understand grant requirements and deliverable, and facilitate smooth hand off of clients transitioning between programs when applicable
  • Other duties as assigned


Education and Certification


  • Advanced clinical degree with professional license required (e.g., LCSW, LMHC, Licensed Psychologist), CASAC a plus.

 

Special Skills and Knowledge


In addition to the above-listed job responsibilities and educational requirements, the ideal candidate for this position possesses most or all of the following:

  • A minimum of three (3) years’ post-licensure experience in the chemical dependence field, one of which must be in a supervisory capacity. Experience coordinating and/or directing RWPA funded programs a plus.
  • Expertise in clinical supervision, administration, program development, and program regulations is required
  • Demonstrated knowledge and skills related to treating those who chemical dependency and especially with co-occurring disorders
  • Demonstrated competence to handle issues such as domestic violence, trauma, and interactions among populations with co-occurring disorders
  • Demonstrated knowledge of HIV/AIDS.
  • Excellent communication and interpersonal skills, and ability to work effectively as part of an interdisciplinary treatment team.
  • Advanced skills in Office Suite, especially Outlook, Word and Excel
