Summary Statement of Primary Duties and Responsibilities

The Partnership for College Completion (PCC) is a non-profit organization founded in 2016 to catalyze and champion policies, systems, and practices that ensure all students in and around Chicago and across the state of Illinois – particularly low-income and first generation college students – graduate from college and achieve their career aspirations. PCC has set an ambitious goal to eliminate institutional achievement gaps in college degree completion for low-income and first generation students in the region by 2025, establishing northeastern Illinois as a national leader in equity in attainment. Despite improvements in the high school graduation rates and college matriculation rates for students, degree completion rates have remained flat and achievement gaps between groups have persisted or widened. With its vision for system-level reform and institutional change, the PCC deploys a three-part strategy in pursuit of its goals:

- Supporting colleges directly in their change efforts (technical support)

- Advocating for effective local, state, and national legislation & policy (public policy) 

- Increasing public dialogue on college outcomes (public awareness)


Key Responsibilities:

  1. Collect and analyze data and available research to identify state and national trends and evidence-based best practices and policies aimed at improving college affordability and graduation rates for low-income and first generation college students, and students of color.
  2. Collaborate with and project manage external partners conducting research on our behalf.
  3. Synthesize data and provide additional content for reports, fact sheets, issue briefs, legislative testimony, presentations and other materials that can serve as a resource for policymakers, college and university leaders, fellow nonprofit and advocacy organizations, and other partners.
  4. Coordinate grant funded research projects.
  5. Track and monitor relevant higher education legislation and legislative action (primarily state, some federal).
  6. Prepare internal and external facing legislative updates and reports.
  7. Provide research and analysis to support the Partnership’s policy priorities.
  8. Help plan and coordinate policy meetings and events.
  9. Assist with legislative action alerts for distribution via email, social media, and on the PCC website.


The Partnership seeks a Policy Analyst who will be an integral part of the team working to research, develop, analyze, and implement our public policy agenda in order to deliver on our ambitious goals. The Policy Analyst will be a critical part of a small team and growing organization who will wear many hats. This individual will be thorough, analytical, creative, capable of effectively managing multiple competing priorities for internal and external stakeholders, and both highly autonomous and productive in a team setting.


  1. Maintain relationships with a broad array of stakeholders including community-based organizations, higher education leaders, elected officials, business leaders, and subject matter experts locally and nationally.
  2. Work in alignment with other PCC projects and initiatives to strengthen overall PCC mission.
  3. Represent the Partnership at various events and meetings and with various stakeholder groups, including in Springfield as needed.
  4. Support the development and execution of other strategic initiatives of the Partnership as needed.


Knowledge, Skills, and Abilities:

1. Research, writing and editing skills, with the ability to tailor writing for a variety of audiences

2. Ability to manipulate data sets to produce charts, graphs, and relevant publications for internal and external audiences

3. Strong verbal communication skills and the ability to clearly discuss policies with external audiences

4. Ability to synthesize complex research findings into clear, compelling and accessible terms

5. Ability to work independently and collaboratively with colleagues internally and across partner organizations

6. Excellent problem solving and time management skills; must be experienced at meeting deadlines

7. Ability to engage with diverse communities and constituencies at multiple levels

8. Possess a track record of success as demonstrated by superior academic and professional achievement

9. Lived or learned knowledge of the challenges confronting first generation, low-income college students; understanding of systemic barriers to completion faced by students in pursuit of college degrees

10. Willingness to learn and adapt amid new and shifting priorities with a ‘can-do,’ solutions-oriented approach to problem solving

11. Development-oriented mindset; reflective, self-aware, open and responsive to feedback and driven to learn from setbacks

Required:

  • Passion for PCC’s mission
  • Belief in PCC core values:

- All students can succeed when given the right opportunities, tools, and supports

- Equity in higher education is an urgent civil rights challenge

- Solutions and resources exist to close the equity gap in higher education

- Racial and socioeconomic achievement gaps in college degree attainment are unacceptable and should be eliminated


  • Bachelor’s degree in public policy, education, social sciences, business, economics, or related field
  • Three or more years of related professional experience
  • Experience contributing to complex projects requiring significant cross-functional collaboration
  • Ability to lead meetings and presentations with a diverse set of stakeholders
  • Knowledge of education policy, higher education policy, higher education reform, and college access and success efforts (nationally/locally)
  • Understanding of barriers faced by students, particularly low-income and first generation students, and students of color in pursuit of college degrees
