The Massachusetts Public Health Association (MPHA) is seeking a Deputy Director energized by our values and committed to our efforts to reform public policy in order to advance racial justice and health equity in Massachusetts.  

Mission & Organizational Summary: MPHA, a statewide nonprofit organization, is a champion for public health in the Commonwealth. MPHA uses a combination of coalition organizing, community capacity building, advocacy, lobbying, and communications to change laws, policies, and systems and supports grassroots leaders to build greater power to influence the policymaking process. 

Promoting racial justice is a core component of MPHA’s work and identity. As MPHA pursues policy changes to promote health equity, we strive to confront the history of structural racism that has been embedded in public policy. MPHA’s Health Equity Policy Framework is an evolving document designed to guide us in addressing all forms of health inequities in our external work and internal practices. The framework places special emphasis on racial inequities because we believe that this injustice needs explicit attention.

Position Summary

MPHA seeks an experienced and accomplished Deputy Director for Policy and Campaign Strategy who will have strategic and operational responsibilities and play a key leadership role in advancing MPHA’s mission through development and implementation of our policy and campaign agenda. This position will report to the Executive Director and work collaboratively and in partnership with the Executive Director, staff, the MPHA Policy Council, Board, and allies statewide to set strategic goals and priorities for the organization and develop the campaigns to meet those goals. This role offers a unique opportunity to lead a team of committed, dynamic, and skilled staff serving as change agents and to work proactively to disrupt inequities across multiple systems. The Deputy Director will ensure that policy, communications, and development strategies are aligned and integrated. 

The selected candidate will have a fire in the belly for justice and liberation and be a bold advocate for fundamental systems change. They will value teamwork and strong connections with staff and allies.

Specific Responsibilities

Public Policy Strategy and Planning: Utilizing a collaborative approach, this position will coordinate and lead MPHA’s advocacy agenda, including campaign development, field strategy, coalition building, partnership development, and policymaker champion cultivation.

  • Continuously mold MPHA’s agenda and public positioning and strategically lead campaign strategy development to ensure relevance, credibility, influence, and impact.
  • Lead the Policy & Campaign team in developing trusting/trustworthy relationships with organizations and individuals accountable to communities most impacted by systems of oppression, including structural racism.
  •  Lead the development and management of effective working relationships with key public officials (elected and appointed) and coordinate with staff to convene stakeholders, meet with legislators, organize hearings, host rallies and press events, etc. to advance legislative priorities and statewide campaigns.
  • Lead the Policy & Field team in conducting policy research and analysis and writing testimony, letters, and other materials to support public policy advocacy.
  • Lead design and development of evaluation/outcomes framework to measure engagement, power-building, and advocacy in alignment with our mission.
  • Ensure effective functioning of MPHA Policy Council and support lead staff in cultivating membership, tools, and information to effectively guide MPHA’s policy priorities and other policy positions.
  • Consistently look towards the future to identify emerging policy issues where MPHA should play a meaningful role.

Team Leadership & Supervision: Provide leadership, supervision, and support to the MPHA Policy & Field Team, currently comprised of three full time staff and one part time position that is being hired. 

  • Through collaborative leadership, develop team and individual workplans to advance MPHA’s policy priorities and provide ongoing, regular supervision and support to team staff.
  • Mentor and develop staff using supportive and collaborative management techniques to build upon staff strengths and provide opportunities for professional development and growth.
  • Oversee recruitment and supervision of interns.
  • Recruit and hire Policy and Field staff as needed.

Organizational Management and Operations: In order to assure the alignment and integration of policy, communications, and development strategies, the Deputy Director will:

  • In partnership with the Executive Director, identify potential grants to support existing or future priority areas and support the cultivation and management of relationships with current and prospective funders.
  • Lead the development and drafting of grant applications and reports and work with the Executive Director to align budgets with Policy & Field work plans.
  • Participate in developing the annual budget and tracking against budget categories as feasible.
  • In partnership with the Executive Director and Communication staff, develop communication framework and practices that support MPHA’s goals. Work collaboratively to shape public messaging. Serve as media spokesperson as appropriate.
  • Assist with planning and organizing of MPHA signature events, a fall Annual Meeting/Conference and a Spring Awards Breakfast, as needed.
  • Provide input and guidance to Executive Director in developing and implementing a process for performance reviews that reflects the organization’s commitment to equity.
  • Collaborate with Executive Director to assure that MPHA Board has sufficient information about the organization’s work to assure engagement and ability to provide strategic oversight.

Working Conditions

This position will be based in MPHA’s office in Boston. The position requires the ability to travel and attend meetings, presentations, and events outside the office, which may require occasional use of a motor vehicle for transportation to other locations not accessible by public transportation. Work may require weekends and/or extended workday.

Qualities and Experience Required:

Ten or more years of experience in public policy advocacy, political campaigns, and/or government relations. Sophisticated knowledge of the Massachusetts political process preferred. Five or more years of management experience, including significant supervisory experience. Excellent interpersonal and communication skills with a demonstrated ability to engage a broad range of stakeholders and allies. Demonstrated ability to take initiative and exercise sound judgment in a complex, fast-moving environment, handling controversial issues with both dedication to MPHA’s goals and with diplomacy. Creative problem-solver and engaged learner – interested in exploring new ideas, practices, and tactics to the create the change we seek.

Policy & Campaign Experience (in addition to qualifications above)

  • Demonstrated experience and leadership in developing and implementing strategy to advance racial, social, and economic justice.
  • Demonstrated experience in advocating for community-guided and anti-racist & health promoting policies.
  • Demonstrated experience developing policy campaigns collaboratively, including target identification, power mapping, and identifying creative tactics to influence policymakers and build campaign momentum and influence.

Collaboration & Teamwork

  • Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds.
  • Experience working with and communicating with a broad range of stakeholders.
  • Demonstrated skills/mindset of communication across all levels of an organization to assure consistent information-sharing.
  • Experience in facilitating diverse groups in exploring common goals and differences.
  • Demonstrated skill at leveraging collaborative relationships to identify shared goals and strategies.

Communication Skills

  • Exceptional English written and verbal communications skills – with the ability to communicate complex information to different audiences with different methods (including 1:1, small and large groups, online meetings, emails, action alerts, social media) and inspire the reader/listener.
  • Ability to flex communication style for different audiences and environments.
  • Experience and comfort with public speaking.

Project and Time Management

  • Strong time management and multi-tasking capabilities and ability to work in a fast-paced environment while meeting deadlines.
  • Demonstrated ability to respond to challenges with judgement and responsive planning.
  • Ability to utilize spreadsheets and to assess data for policy decision-making.

Salary

$80,000 - $95,000Dependent upon experience
