Summary

Responsible for the direction of a statewide Census outreach program, coordinating with regional partners, to ensure that every Californian is counted, especially Californians with low or no access to broadband internet at home. Census Program Manager will oversee development of targeted communications to be translated into 12 languages and disseminated through SMS text messaging, social media, printed collateral materials, and other means. They will also be responsible for accurate data entry into the CA Census Complete Count Statewide Outreach and Rapid Deployment (SwORD) Portal, with assistance from data analysts.

Major Responsibilities and Duties

Reporting to the Director of Operations, the Census Program Manager is responsible for:

  1. Directing a successful outreach campaign for the 2020 US Census with a goal to increase participation of hard-to-count populations, especially families with low-to-no broadband access
  2. Coordinating a supportive team of staff members and contractors, including: data analysts, communications, design, and translation services.
  3. Planning and implementing training for statewide partners in best practices for counting hard-to-count populations and utilizing communications materials and messaging designed by the team.
  4. Collecting, tracking and delivering outreach data into SwORD with help from data analyst, support staff for United Ways of California, and three regional partner ACBOs.
  5. Training and coordination of regional partners in proper data collection for input into SwORD.
  6. Finalizing and implementing a strategic plan based on our grant proposal to carryout outreach to hard-to-count populations, as well as a non-response follow-up plan to reach non-responsive groups.
  7. Integrating the census outreach strategy with other existing United Way programs and messaging.
  8. Representing UWCA in relevant statewide coalitions and workgroups.
  9. Supporting UWCA communications efforts by providing relevant content for the policy and advocacy sections of UWCA’s website, social media, newsletters and press materials.

Organizational Duties

  1. Work collaboratively to integrate census outreach with other ongoing programs.
  2. Collaborative coordination of a small team of staff, some of which will be supporting other programs as well.
  3. Oversight of specified grant deliverables.
  4. Assisting in the preparation of specified grant reports on efforts in a timely mannerSummary

Job Qualifications

1.    BA/BS degree required and Masters or other advanced degree in relevant field preferred.

2.    Five years of work experience executing and managing communications, data, outreach coordination, canvassing, program delivery, or other relevant fields.

3.    Familiarity with digital communication platforms including SMS text messaging systems and/or interactive automated communications is a plus.

4.    Experience working with low-income communities.

5.    Periodic travel required throughout state, including visits to local United Ways and partner sites, as well as meetings around the state with collaborative partners. Reimbursement for travel costs provided.

6.    Strong interpersonal communication skills and emotional intelligence, and ability to work collaboratively with many stakeholders.

7.    Excellent oral and written communication skills, including drafting policy/issue briefs, reports and public speaking. Multilingual in any language(s) is a plus.

8.    Excellent judgment and problem-solving ability.

9.    Ability to think and work independently, and do so diligently in a virtual office environment, with significant use of phone, email, Slack and other tools, to accomplish high volume workload.

10. Proficiency with computer applications, such as word processing, spreadsheet and presentation programs and comfortable working with internet applications, including social media.

11. Strong project management skills and ability to multi-task under deadlines and work under pressure. Resilient. Ability to efficiently manage time and effectively manage workload.

12. Strong ethical backbone, willingness to make extra effort to do the right thing.

13. Reliable transportation with minimum insurance/liability coverage.

Time

Full-time, 40 hours a week.

Location

Virtual office; Sacramento, Los Angeles, or Bay Area preferred.
