The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. PROGRAM OVERVIEW (PRIMARY CARE INFORMATION PROJECT)
The Primary Care Information Project (PCIP), a bureau within the NYC Department of Health and Mental Hygiene (DOHMH), is devoted to improving population health by supporting and promoting primary care for all New Yorkers. PCIP also operates the New York City Regional Electronic Adoption Center for Health (NYC REACH) that assists providers with practice transformation in New York City through practice facilitation, quality improvement initiatives and other support services, in areas such as Meaningful Use, revenue cycle management, and data security. PCIP is seeking a Clinical Epidemiologist (CE) that is experienced in evaluating a variety of data sources for designing programming and surveillance of non-communicable diseases (e.g., diabetes, hypertension, behavioral health conditions presented in primary care settings) and cardiovascular risks. The CE will be responsible for providing data-driven strategic guidance for existing programs, informing new public health programs to address identified needs as well as leveraging EHR and other data sources in innovative ways to drive quality improvement in the primary care setting.
This role will be involved in designing interventions and clinical quality metrics to help providers in clinical ambulatory settings improve patient outcomes, address health equity, and shape the future of population health through primary care. You will work in one of the most innovative health departments nationally, with many opportunities to utilize your critical thinking skills and ability to process information quickly in this highly public facing and impactful role. This position reports to the Director of Evaluation, Research, and Analysis.
· Review and design studies with a focus on cardiovascular risks, diabetes prevention, diabetes and hypertension control, health equity, and other topics relevant to primary care
· Assess the feasibility and guide the development of chronic disease surveillance queries and quality measures implemented across different datasets (claims, EHR, publically available data sets)
· Establish benchmarks for clinical quality dashboards based on national standards
· Collaborate on grant proposal development and writing with other PCIP staff; guide proposed study methods and evaluation plan to ensure soundness of approach and adherence to high degree of scientific rigor
· Lead the planning and implementation of clinical epidemiological studies
· Oversee scientific review of abstracts, manuscripts, and practice-facing training materials generated by PCIP staff
· Support the generation of new ideas to leverage EHR systems and practice workflows to drive data collection and quality improvement focused on chronic disease management
· Provide guidance and/or represent PCIP in various divisional and Agency cross-cutting workgroups related to surveillance and use of novel data sources
· Lead the literature review/research, development, and writing of peer-reviewed journal articles, City Health Information publications, Epi Data Briefs, and other surveillance reports
· Review and comment on policies with clinical and technical details
• Doctoral degree in medicine, epidemiology, public health, or a related field
• Graduate level work experience in data analytic techniques, mathematics, statistics, measures of association, or related data analysis fields
• Over 3 years of demonstrated experience leading the analysis and interpretation of large clinical data sets (e.g., electronic health records, claims, medical chart reviews, interviews, surveys)
- Demonstrated experience in publishing in peer-reviewed journals
- Demonstrated experience in applying and managing research grants (e.g., NIH, CDC, CMS/CMMI)
- Proficiency with SAS or similar analytics software; demonstrated interest in learning additional statistical analysis software
• Proficiency with Excel, Word, and PowerPoint, including expertise in formatting and design of reports, charts, graphs, and tables
• Over five years of demonstrated experiences in reading, interpreting, translating, and synthesizing epidemiologic and quantitative data, as well as other scientific literature
• Experience developing and maintaining documentation of datasets for use by other investigators
• Excellent writing ability
• Excellent interpersonal and organizational skills
• Interest in and knowledge of health care related issues and policy
• Interest in and knowledge of health information systems and informatics
There is potential for this position to transition to DOHMH and therefore candidates must meet DOHMH eligibility requirement including NYC residency.
