PURPOSE OF THE ROLE

IYF is seeking a Chief of Party (COP) who will provide strategic guidance, leadership, and oversight for an anticipated five-year, multi-country project funded by USAID. The project aims to strengthen the capacity of youth-led and youth-serving partners to conduct, synthesize and disseminate quality implementation research on youth development programming to improve and sustain positive outcomes for youth, while advancing local, national, and global development agendas. This position requires strong global program management and coordination skills, technical knowledge, and extensive experience cultivating and establishing partnerships with key stakeholders, including implementing partners and funders.

Hiring for this position will be contingent upon funding from USAID. 

CORE JOB RESPONSIBILITIES

·      Strategic:

o  Provide overall strategic leadership and management of the program, applying a systems change approach, and oversee staff and partners responsible for program design; delivery; and monitoring, evaluation, research, and learning, to ensure the project is implemented in accordance with program goals and objectives.

o  In coordination with USAID and program partners, develop the program's overarching vision ensuring an integrated approach among different components and actors that focuses on achieving program results. 

o  Lead and oversee strategy for the program’s systems change approach and the development and implementation of capacity strengthening plans for implementation research.

·      Decision-Making: Make key decisions for effective and efficient delivery of program results, in coordination with IYF Baltimore offices. Work in collaboration and consultation with IYF’s Country Directors/Teams to inform programmatic decision-making.

·      Budgetary: Oversee the program budget; make resource allocation decisions that impact the project and relevant IYF offices.

·      Functional:

o  Oversee the development of program work-plans and ensure annual implementation planning is consistent with program goals and objectives.

o  Lead finance, operational, technical, and programmatic staff to ensure fiscal integrity, quality implementation, and timely delivery of program outputs using effective adaptive management techniques. This will include identifying program risks and making appropriate adjustments based on program needs.

·      Reporting: Ensure the development and timely submission of written reports, including funder reports, and oral presentations on the project. Prepare periodic update reports on project successes, challenges facing the program, and progress toward meeting deliverables.

·      Learning: Oversee continuous program learning and ensure integration of monitoring and evaluation data into management decision-making and policy advocacy. This will include synthesizing and disseminating program results and information to local, regional, and global partners and overseeing the development of thought leadership publications.

·      Representation (External/Internal)

o  Provide leadership in designing and implementing the program’s communication strategy and ensures compliance with donor branding and marking plans.

o  Serve as the primary point of contact with USAID, maintaining strong relationships with staff and being responsive to their priorities and needs. Build and maintain relationships with relevant program partners such as youth-led and youth-serving organizations, research and higher education institutions, national and local government, and the private sector.

o  Represent IYF and overall project interests at national and regional meetings, workshops, and conferences, and promote the program at the global level.

·      Supervisory

o  Supervise staff across multiple countries as assigned, which will include providing regular professional support and coaching to direct reports.

·      Perform other duties as requested.

REQUIRED SKILLS/EXPERIENCE

·      A graduate degree in a relevant field such as public policy, political science, international development, education, or other social sciences.

·      Eight years of experience in managing development programs focused on capacity strengthening, research, youth development, education, and/or workforce development, with at least five years of international experience in limited resource settings.

·      Leadership experience designing, implementing, and managing complex multi-country youth development, systems change, and/or implementation research related programs funded by USAID or other funders strongly preferred.

·      Experience developing and delivering effective institutional capacity strengthening services, with youth-led and youth-serving organizations strongly preferred.

·      Experience cultivating relationships and collaborating with a variety of stakeholders, including young people and high-level government officials, on a local, regional, and global level.

·      Demonstrated ability with facilitative and partnership approaches, to include youth, research institutions, youth-led and youth-serving organizations, government, and other relevant actors; including experience in designing or facilitating interactive platforms to convene partners and disseminate information.

·      Strong leadership skills, including demonstrated ability to manage and motivate teams in a global setting and adaptive management experience with the ability to find viable solutions to complicated problems in a flexible, time-sensitive, and creative manner.

·      Spoken and written fluency in English required. Fluency in other languages, e.g. Spanish, Portuguese, French, is strongly preferred.

·      Excellent computer skills using MS Office products including Word, Excel, Outlook and PowerPoint.

·      Ability to travel up to 40% of the time.
