Assistant Vice President, Accounting and Financial Reporting

Administration and Finance

Professional Non-Unit Position, Danvers Campus


Responsible for all financial planning, reporting and operations of the institution. Ensures the multi-financial plan is aligned with the strategic plan, so that resources are in place for the effective completion of these activities. Prepares fiscal models for assessment of potential new programs, services, and entrepreneurial activities. Provides input and assistance with budgets for grant proposals. Responsible for the College's operating budget, capital budget, position budgeting, comptroller's office, implementation of financial systems, and procurement. Responsible for ensuring the College budget and processes are reflective and coordinate with funding, metrics and policies/procedures of external agencies such as State Comptroller, DHE, and Federal and State grant offices. Maintain effective collaboration and foster strong working relationships with all areas of the College to ensure financial and budget operations run effectively and efficiently and that constituents receive the best possible customer service in support of the College's mission.

Reports directly to the Vice President of Administration and Finance. Directly supervises the College Comptroller and Staff Associate for Finance and Grants


DUTIES & RESPONSIBILITIES:

  1. Oversees the institutional budgeting processes that integrates with the College's strategic and tactical plans, including multi-year financial projections.
  2. Develops, implements and evaluates policies, procedures, management systems and internal controls for financial and finance performance accountability to assure maximum efficiency and effectiveness.
  3. Provides direction, supervision, evaluation and expertise to assure effective coordination of activities and operations among departments related to budget and finance.
  4. Responsible for supervising the College Comptroller and overseeing the Fiscal Affairs Office functions, assuring accomplishment goals, professional development of staff, and effective coordination of activities and operations related to business and finance processes, as well as coordination with related functional offices such as Student Financial Services, Information Technology, Facilities and others.
  5. Responsible for supervising the Budget and Grants Manager by providing input and guidance to develop budget and grant reporting.
  6. Monitor metrics for measuring the financial success of programs and services, to assess the fiscal viability of new and existing academic programs, and provides financial analyses to support new programs or grant proposals. Provides oversight of financial analysis process for academic program review.
  7. Develops or maintains pro-forma budgets reflecting various cohort models and annual operational budgets
  8. Knowledge of current laws, regulations, policies, procedures and programs that affect financial, facilities development and administrative services.
  9. Work with the College President, Vice Presidents, Division Deans, Directors, and staff to strengthen integration of annual multi-year strategic and capital plans with financial budgets and coordination of plans with financial resources.
  10. Assists with enterprise systems/Ellucian Banner to design and implement the technology for budget and planning, including those that are web-based.
  11. Serves on Banner Implementation Team, Trustee Finance Committee, Enrollment Management Team, Compliance Committee and other committees and/or teams as assigned or deemed necessary to remain informed on institutional strategies and priorities.


Requirements:

  • Bachelors in Accounting required, CPA or MBA, preferred
  • Eight to ten years of managerial experience with significant responsibilities for both financial and administration operations, preference in an academic setting or government agency.
  • Strong financial skills including solid knowledge of generally accepted accounting principles.
  • Proven ability to develop, plan and manage both operating and capital budgets, and to support a data-driven decision model for programs and services, public/private partnerships, facilities development and renovation, public building projects, and grants administration.
  • Substantial knowledge of operating and capital budget process and internal financial and accounting systems preferred.
  • Demonstrated success in mentoring, managing, training and developing staff.
  • Significant experience working and multiple levels of staff and with external constituencies such as College Trustees or other external executive level personnel (non-profit, banks, Federal or state agencies).
  • Experience developing and enforcing internal controls and ensuring adherence to best practices on procurement, accounts payable, revenue reconciliation and grants management.
  • Understanding information system; Proficiency in Advance Excel and experience in ERP systems, preferably Ellucian Banner. 
  • Engages in continuous professional development opportunities by obtaining continuing education credits annually
  • Successful experience working with culturally diverse populations.
  • Candidates will be required to pass a CORI/SORI background check as a condition of employment.


Additional Information:

SALARY: Anticipated salary is $100,000- $110,000 per year plus fringe benefits. Salary will be commensurate with education and experience.
