Job Title: Communications Officer

The Bay Area Regional Health Inequities Initiative (BARHII) is seeking a Communications Officer. The Communication Officer will support the Executive Director and work collaboratively with BARHII’s Impact Managers and staff to guide the ongoing implementation and execution of the organization’s communication strategies, public relations, and social media initiatives. Communications activities will focus on support for our policy campaigns and regular organizational activities.

The ideal candidate is highly motivated, detail oriented and has a passion for social inequity and social justice in the community. The candidate will have a proven fluency in traditional and digital media. This position will serve as a liaison between the community and the BARHII/Rise Together staff to coordinate and schedule a range of ongoing video, social, and Communications projects.

BARHII is the coalition of the 11 public health departments in the Bay Area, founded to address the living conditions and power imbalances that have created decade-long differences in life expectancy by race, income, and neighborhood. Founded by highly regarded social justice minded public health directors– Arnold Perkins, Art Chen, Wendel Brunner, and Bob Prentice—BARHII uses an explicit racial justice lens to advance health equity. Each year, we convene several hundred Bay Area Public Health staff from large and small and rural and urban health departments.  Through a combination of training, best practices creation, and policy efforts; BARHII staff and members create best practices that drive innovations in the field and advance policy change to improve the living conditions that impact health.

Support for Public Health Departments:  Over the last 15 years, BARHII has become a leader in developing health equity resources and trainings, and over 1000 Bay Area government staff have been trained by BARHII in the last three years. The framework guides BARHII’s member health departments’ strategic planning processes and has been adopted by the California Department of Public Health’s Office of Health Equity as their guiding framework. The framework is also used in public health textbooks and departments outside of the state to define the importance of upstream interventions to reduce differences in life expectancy. Implementation guidebooks, including the BARHII Toolkit (which assesses public health department readiness for health equity) and the Social Determinants of Health Indicator Guide, support health departments to create systems change.   Additional publications outline healthy development and land use, housing affordability and health, climate resilience and health, and community engagement and power building.

About Rise Together

In August Rise Together joined the BARHII team adding a community arm to our health department membership. Over 200 Rise Together partners - businesses, government agencies, community/faith-based organizations, and non-profits - are pledged to harness their collective power. The Rise Together Roadmap to Cut Poverty highlights the need for programs and policies that effectively raise incomes, increase education and training opportunities, and ensure that basic needs are met for the Bay Area's most vulnerable populations. Rise Together creates the opportunity for the Bay Area region to shift the public narrative about poverty and leverage the power of the counties to speak with one voice, take collective action, and redefine what is possible for Bay Area residents.

About the Position

This versatile candidate will have a strong Media Relations skill set that can be applied to all areas of communications projects. The candidate will provide support in writing, editing, and dissemination of original materials to be used across a variety of print and digital communications for both internal and external audiences. The Communications Specialist will support BARHII in amplifying issues of inequity and the solutions that support the Bay Area’s low income, people of color, and other health equity populations. 


Community and Media Relations

  • Serve as a liaison between members of the community and BARHII staff to coordinate and schedule a range of ongoing video, social, and Public Relations projects.
  • Conduct outreach, fostering and maintaining relationships with local, regional, and national media outlets in collaboration with the Executive Director and Impact Managers. 
  •  Identify strategic communication opportunities with internal and external partners.
  •  Work with BARHII Impact on event communications to leverage outreach
  • Represent BARHII at special events hosted by partner organizations and others. Partner, as needed, with BARHII’s Executive Director and staff to support internal communications goals and execution
  • Advanced the BARHII’s development by creating a range of content on community programming in the Bay Area
  • Establishing and maintaining relationships with reporters and media outlets to provide information and education on BARHII’s platforms, policies, mission, and goals.
  • Represent BARHII at special events to promote the BARHII brand, the organization’s platforms and policies
  •  Develop and pitch Op-Eds and traditional print/digital media content related to social injustice, social inequity, and projects of BARHII and our partners to reporters, editors, bloggers, and social media influencers

Organizational Communications

  • Guiding the editing and production of BARHII’s newsletter and ensures they reflect high editorial, design, and production standards.
  •  Providing writing and editing support for reports, speeches, presentations, and other materials related to program and fund development.
  • Create communication strategies to aid in funder development
  •  Provide writing and editing support to the Executive Director and staff for reports, speeches, presentations, and other materials related to program and fund development

Original Writing

  • Combine marketing and digital media management skills to create and enhance company social media presences, including interacting with current audiences, building new audiences, promoting brand-focused interactive and engaging content, and expanding opportunities for revenue generation
  • Development and implementation of communications strategies to drive interest and understanding of BARHII’s core issues and interests, raise the image and identity of BARHII, and lift the work of its partners and funders
  • Guiding the strategic development and implementation of web-based content through the BARHII website
  • Create and support Opinion pieces that develop conversations that contribute and encourage media conversations that support the goals, missions, and values of BARHII.
  • Develop and create communication opportunities to successfully relate BARHII’S goals and successes to aid in funder development

Other duties as assigned


  • Excellent writing and editing skills. Excellent oral communication skills. Experience in print production, event planning
  • Proven experience with marketing and media management as well as communications projects such as newsletter, Op-Eds, websites, and social media technology
  • Experience coordinating media and communication events
  • Bachelor’s Degree is preferred but experience can be substituted for a degree.


  • Commitment to and connection with the Bay Area communities who experience health equity challenges is highly desired, but not required. Spirit of cultural sensitivity, humility, and inclusiveness is required.
  • Strong attention to detail and ability to provide copy/editing support to Executive Director and Impact managers on reports, written communications and other projects
  • Strong written and oral communication skills. Ability to create and present content for release to press, print media and digital media platforms
  • Ability to facilitate and/or support event coordination and management in coordination with Executive Director and Impact Managers


This position reports directly to BARHII’s Executive Director, and works collaboratively with BARHII members and staff, elected officials, vendors, and other advocacy partners to advance health equity. 


Must be able attend media and communication events and transport materials as necessary


·      The position is a full-time position that works 40 hours per week

·      This position based in a high-rise office building in Oakland, CA. The position requires work inside 95% of the time in an office environment. Due to Covid-19, this position is indefinitely working remote

·      This position requires up to 6 hours a day of computer screen time

·      The position requires infrequent work on the evenings or weekends

·      The position requires frequent travel to other Bay Area locations, as well as occasional travel outside the Bay Area.
