Senior Manager, Health Plans

Responsibilities:

  • Manage the operations of the Employer Services Unit; analyze and manage production volume, timeliness of data input, Employer Portal workflow, staffing, and other variables to ensure optimal service to employers, members and staff
  • Develop qualitative and quantitative reports to track performance, employer compliance, identify trends and opportunities for improvement, and implement quality initiatives to meet department goals
  • Ensure staff is trained and developed to meet the goals and needs of the department; establish a collaborative team environment, prepare performance evaluations, monitor and evaluate achievement of performance standards, create improvement plans, coach, mentor and counsel as appropriate
  • Make staff selections and employment decisions in accordance with established departmental procedures and Human Resources guidelines
  • Develop and support ongoing communication and coordination between the management teams in Eligibility, Finance, Pension, and Outreach
  • Develop and support ongoing communications with Internal/external counsel, internal/external actuaries and the Union Contracts Department to ensure deadlines are met and the accuracy of data, rates and contracts is maintained
  • Assist in developing strategic plans to improve operations, systemize manual processes, enhance systemic processes, evaluate and modify Employer Services policies and procedures to incorporate the Employer Portal in order maintain compliance and promote efficient department operations
  • Identify training requirements, request or establish programs to ensure staff is informed of Employer Portal changes, contractual changes and changes in process flow
  • Conduct regular meetings with the department Manager, Supervisor, Coordinators and Analysts to discuss ongoing/new reporting issues and policy updates; ensure units performance expectations, productivity and quality are achieved
  • Partner with IT, Eligibility and Finance to prepare specifications and testing scenarios to ensure overall functionality of systems
  • Perform priority and escalated updates to Vitech V3 system employer records and member work history as required
  • Resolve escalated employer issues and concerns in a timely manner
  • Perform additional duties and projects as assigned by management

Qualifications

  • Bachelor’s Degree in Accounting, Business, Finance or Healthcare or equivalent years or work experience required
  • Minimum six (6) years job related experience in Health Plan management; to include three (3) years management level experience with high level of accountability required
  • Knowledge of Fund benefits, structure and systems a plus (Vitech V3 (Eligibility and Finance), 1199SEIU National Benefit and Pension Funds, Greater New York benefit and Pension Funds, Training Funds and Home Care Funds)
  • Strong leadership skills required; able to make independent decisions concerning management, planning, scheduling and assignment of work
  • Proficiency in Microsoft Word, Access, and Excel; working knowledge of Visio preferred
  • Excellent interpersonal and communication skills – oral, written, and listening
  • Demonstrated organizational skills with excellent analytical skills with ability to multi-task and meet critical operational deadlines
  • Strong leaderships skills and ability to work with all levels of staff and Fund management; able to establish and maintain effective working relationships with all employees, management staff, Union representatives and employers.
  • Must be able to maintain the confidentiality required of the organization and the department
