Description

The CAFB is seeking an experienced and data-driven evaluator to serve as Evaluation Manager to help the food bank maximize the use of information systems and data to inform and drive programmatic and strategic decision-making. The Evaluation Manager will play an important role in supporting CAFB's staff to meet strategic objectives by leading organizational efforts to measure, analyze and report on departmental and programmatic efficiency, outputs, and impact. 


The Evaluation Manager will manage and support the Evaluation Coordinator. The Evaluation Manager will be responsible for developing and executing an evaluation strategy and roadmap for the organization that will effectively leverage the skills and capacity of the Evaluation Team. The Evaluation Manager will lead and manage projects with departments across the Food Bank to develop and execute tailored evaluation frameworks that will seek to understand programmatic ROI and overall impact on food insecurity. The Capital Area Food Bank has incredibly diverse data needs and to be successful the Evaluation Manager must be able to manage multiple projects that vary in content, scope, and level of technical and data proficiency from project team members. The Evaluation Manager will need to be a champion of strong data practices, responsible for designing and supporting standard operation procedures that encourage strong data collection and reporting practices.


To support our program evaluation work, the Evaluation Manager will also oversee the development and administration of Key Survey, our primary survey and non-inventory data collection platform. As a system administrator they will be responsible for overseeing/supporting the work of the Evaluation Coordinator to lead the development, coding, administering, and reporting of survey projects across the organization. Additionally, the Evaluation Manager will become deeply familiar with each of the Food Bank’s main databases, including NetSuite, Tableau, ArcGIS, Salesforce, MySQL, and others. 


The Analytics Department’s overarching goal is to ensure that data is placed at the center of every food bank team’s decision-making processes. The Evaluation Manager will be critical role in supporting this role and will help ensure the Capital Area Food Bank remains an industry leader in the use of data and technology. This is a newer role within the Analytics Department and has the potential to have a large and measurable impact on the greater DC metropolitan area. This position requires an ambitious, mission-driven self-starter who can think critically, work well with others and creatively problem solve.


Essential Functions:   

  • Develop and manage evaluation projects across the organization through the full evaluation lifecycle, including the development of logic models, logical frameworks, indicators, means of measurement, and data collection, analysis and reporting methodologies.       
  • Manage and oversee departmental and program evaluation efforts to measure efficiency, impact and provide understanding of return on investment. Projects to include engagements with all food bank teams including warehouse operations, food distribution, food procurement, advocacy, nutrition education, several pilot programs seeking to test alternative food distribution models, volunteers, and others.
  • Contribute to the development and maintenance of organizational and departmental reports, tools, and dashboards in Excel, Tableau and Key Survey to help staff monitor and manage their Key Performance Indicators (KPIs) and to address any challenges that arise while analyzing data.
  • Manage and support the Evaluation Coordinator supporting evaluation work across the food bank. Carry out supervisory responsibilities in accordance with the organization’s policies.
  • Train internal staff on a variety of data collection and reporting mechanisms.
  • Develop easily digestible evaluation reports for internal staff and external stakeholders to communicate evaluation findings.
  • Educate staff at all levels of the organization on the necessity of evaluation and encourage the adoption of evaluation best practices across a wide variety of programs, pilots, and departments.
  • Learn and become proficient in all organizational databases and how they are utilized.
  • Support the data analysis and reporting needs for the organization by extracting data from databases and offering insights to staff through analysis and reports that are visually appealing and that effectively communicate complex concepts to nontechnical staff.
  • Grow and standardize the data collection and research capacity of the organization through the management of survey efforts across the food bank’s network of 400+ partners, and support of client facing research efforts.
  • Make recommendations that will drive process improvements related to data collection, processing, analysis and reporting.
  • Support staff in making programmatic or pilot changes based on evaluation findings.
  • Support the work of our Key Survey System Administrator, overseeing all survey/data collection efforts across the organization ensuring adherence to all best practice research.
  • Support the Senior Director of Insights and Analytics to serve as the in-house expert on evaluation, data analysis and reporting and provide support to staff on data related projects.


Position Requirements      

  • Master’s degree or suitable experience with program evaluation, research, survey design, or another related field
  • 5+ years’ experience developing evaluation frameworks and managing evaluation projects.
  • 3+ years’ experience designing, coding and administering surveys.
  • Prefer 3+ years of experience working with large data sets, analytic reporting and creating data visualizations.
  • Advanced+ proficiency with Excel, and Microsoft Office Suite. This role requires a high level of proficiency and confidence analyzing and presenting data within Excel.
  • Attention to detail with the ability to keep data organized and to thoroughly document data and reporting systems.
  • Preferred candidates will have experience with Tableau.

  • Experience analyzing data and building maps in GIS platforms is a plus.

  • Attention to detail; thoroughness in accomplishing a task through concern for all the areas involved, no matter how small.
  • Comfort with supporting change management and communication as technical requirements are translated into new processes that change the daily workflow for staff and/or the system use cases.
  • Understanding of program evaluation, monitoring, and impact assessment preferred.
  • Familiarity with the fields of food banking, hunger alleviation, or food security preferred.


Physical Requirements

  • Physical activities involve sitting for
  • 80% of the workday. Occasionally lifts office supplies up to 20 pounds.
  • Ability to travel to sites, as needed, throughout the metropolitan area. 


Work Environment

Normal office environment, with frequent tight deadlines. Some work may take place in our warehouse distribution center, or at our partner agencies.

Normal working hours are 9am to 5pm Monday - Friday

Hybrid schedule available

Compensation:

Compensation is $88,000 to $95,000/annually.
