About the Fund for Early Learning (FUEL)

The Fund for Early Learning (FUEL) is the largest philanthropic fund in the United States focusing exclusively on children age three and younger. FUEL’s mission is to identify scalable programs that strengthen the language and social-emotional abilities of children ages zero to three living in poverty in New York City. 

To achieve its goal, FUEL is drawing on the leading edge of thinking across a variety of fields, including neuroscience, behavioral economics, and human centered design. With over $50 million in funding to be invested between 2017 and 2022, FUEL is focused on creating government and community partnerships that lead to positive parenting across the city; on using grants and prize competitions to create new programs that work directly with parents and caregivers; and on investing in high-quality programs with proven intervention models. 

FUEL is a collaboration between Robin Hood, the Bezos Family Foundation, the Overdeck Family Foundation, the Touradji Family Foundation, the Heising Simons Foundation, and the Einhorn Family Charitable Trust.

 

Position Overview

Through collaboration with the funding coalition, the Senior Program Officer (SPO) of FUEL will lead the development and execution of the above strategy. The SPO will report to Robin Hood's Managing Director of Early Childhood, working as a thought partner on strategy questions while leading the operationalization of FUEL. The SPO will manage the portfolio of investments that are a part of FUEL and the core early childhood portfolio; lead oversight and development of a robust and strong pipeline of new investment opportunities; and make new investment recommendations to FUELs lead funding group and Robin Hoods Early Childhood Board Committee. The SPO will also be influential in sharing nationally the promising programs and learnings distilled from grantees to inform the field of practice.

 

Responsibilities

  • FUEL strategy development and execution
  • Leading day-to-day execution of the co-creation process with lead funding group
  • Managing the collaboration of FUEL with Robin Hoods other portfolios
  • Driving iteration and continuous improvement efforts to refine and strengthen FUELs strategy
  • Defining long-term measurement and evaluation approach to rigorously quantify FUELs impacts
  • Overseeing a community innovation challenge, including reviewing application materials submitted to the Challenge
  • Reviewing input from external vendors, stakeholders and secondary research on best practices and pitfalls when executing a Challenge. Synthesize findings/learnings from input gathered and practices followed when executing the Challenge into formats that will be memorialized in a playbook
  • Overseeing outreach activities for the FUEL Community Innovation Challenge, conferences and events, community meetings, and more
  • Overseeing the development and testing of the right work plan, laying out the optimal activities to facilitate Robin Hoods decision-making over the course of the assignment
  • Interfacing with a variety of nonprofit organizations that contemplate applying to the Challenge
  • Managing relationships with FUEL third parties and their grantees and evaluating their performance. Current collaborators include but are not limited to the Mayors Office of the City of New York; New York University; Montefiore Medical System; and the University of Oregon
  • Collaborating with Robin Hoods development staff to provide fundraising support and increase the amount of capital available for FUEL
  • Sourcing new grants and bringing forward relevant grant recommendations for Robin Hoods board of directors
  • Serving as the face of FUEL and as Robin Hoods liaison on the ground
  • Managing and developing Robin Hood staff also working on FUEL
  • Aid in managing the core early childhood portfolio


Competencies

  • Strategic and creative problem solving. The ability to find thoughtful, high-impact solutions to problems.
  • Project management. Ability to understand the array of factors affecting a decision in a complex environment, and to translate those thoughts into action quickly.
  • Analytical and critical thinking. Exceptionally skilled at investigating and assessing qualitative or quantitative data, drawing useful and nuanced findings and being adept at asking questions to refine conclusions.
  • Communications skills. Ability to speak and write clearly, effectively, succinctly and spontaneously, especially under time pressures. Ability to synthesize information and tell a story about what qualitative and quantitative data means for grantees and for New Yorkers living in poverty.
  • Flexibility/Adaptability. Capacity to multi-task, switch directions and assume new or additional assignments quickly and graciously with shifting priorities and conditions.
  • Comfortable with change and ambiguity. Ability to adjust to changing circumstances, and to identify assumptions, make forecasts and make decisions, if required, with limited information.
  • Empathy and good judgment. High degree of awareness of the immense challenges and setbacks in poverty-fighting and social services work.
  • Emotional intelligence and humility. The ability to acknowledge achievements of others, to share credit and to welcome feedback.
  • Facilitate decision-making across diverse sets of key stakeholders.

 

Qualifications

  • PhD, MPH and/or MPA/MPP focus on early childhood development or a related field, and/or strategy development, policy development and/or administration in the public, non-profit and government sectors.
  • Demonstrated success with senior stakeholder management and project management.
  • Ability to structure and analyze qualitative and quantitative data and draw insightful conclusions. Ability to synthesize and present compelling data from multiple, diverse sources.
  • Experience with generating and analyzing financial statements, with non-profit exposure a plus.
  • Exceptional abilities in critical thinking, succinct writing and oral presentation.
  • Probing curiosity. Interest and aptitude for projects involving social ventures.
  • For MPH, and MPA/MPA candidates: Two or more years of work experience in policy, non-profits, government or other public service fields preferred.
