The National Disability Rights Network (NDRN) in Washington, D.C., is seeking an experienced non-profit fiscal management and human resource (HR) specialist to provide high quality training, technical assistance and resource development to the financial and human resource managers of the nationwide network of Protection and Advocacy (P&A) agencies and Client Assistance Programs (CAP). Areas of emphasis include: budgeting, financial reporting, procurement, internal controls, Generally Accepted Accounting Principles (GAAP), federal grant management, audits, fiscal and HR policy development, enterprise risk management, employee benefit plans, hiring, managing a diverse workforce and leadership development.

Who We Are: NDRN is the nonprofit membership organization for the congressionally mandated, disability rights agencies known as the Protection and Advocacy (P&A) Systems and Client Assistance Programs (CAP). P&A agencies have the authority to provide legal representation and other advocacy services, under federal laws, to all people with disabilities. NDRN provides training, technical assistance, and legal support to the P&A agencies. NDRN is also involved in legislative advocacy to create a society in which people with disabilities are afforded equal opportunity and are able to fully participate by exercising choice and self-determination. Responsibilities Include:

 Provide direct technical assistance to P&A Fiscal Managers, HR managers and other senior managers to meet the needs of individual staff, as well as the agencies as a whole, in terms of fiscal and HR management issues.

 Coordinate, develop and deliver on-site and web-based training on a full range of fiscal management and human resources topics designed to meet the identified needs of P&As.

 Monitor emerging issues, trends, practices and policies which will affect the ability of P&As and NDRN to implement assigned program activities and identify promising practices to share with the network.

 Plan and execute an annual fiscal management and HR conference, as well as other training sessions at the P&A/CAP annual conference.

 Broker expertise among the P&As and with outside experts to promote sharing of resources and quality of services across the network.

 Develop new, and update existing, resource material on relevant issues including nonprofit fiscal management and human resources regulations, policies and practices designed to support the work of P&As.


 At least seven years of experience in non-profit, federal grants management, HR and/or fiscal management of a non-profit organization.

 Demonstrated knowledge of non-profit accounting and federal grant management including familiarity with Uniform Guidance, 2 CFR 200.

 Demonstrated commitment to the contributions of citizens with disabilities and to efforts to make possible the realization of that potential.

 Knowledge of the Protection and Advocacy (P&A) System and non-profit program experience a plus.

 Demonstrated interpersonal skills, including, but not limited to, sensitivity to other people and the ability to work with others on a cooperative basis.

 Excellent demonstrated ability to communicate effectively in both written and verbal English. Willingness to travel, work evenings and weekends when necessary.
