The USAID/Vietnam Support Service Contract will provide support to USAID staff and partners to implement more efficient, effective and transparent programs by improving: (1) USAID and implementing partners’ capacity to achieve expected results; (2) USAID’s understanding and tracking of project performance; and (3) coordination, collaboration and learning. The Chief of Party (COP) will be responsible for program management, supervision of staff, strategic vision, fiscal integrity, and quality and timing of deliverables. 


This position is contingent on funding.


  • Provides leadership, and management to the program and establishes its strategic direction. Serves as the primary point of contact with USAID/Vietnam. In collaboration with USAID and major subcontractors. In collaboration with USAID, sets a clear strategic vision and plan for the program.
  • As requested by USAID/Vietnam, identifies international and/or local technical experts to conduct evaluations; facilitate collaborating, learning, and adapting (CLA) across the Mission’s portfolio; and provide capacity building and project performance support to the Mission and its partners in accordance with the work plan.
  • Provides office leadership and compliance oversight. Oversees in-country finances, budgeting and procurement, ensuring that all finance and procurement is compliant with USAID and IIE policies and procedures.
  • Coordinates the development of program deliverables working in close collaboration with field and home office staff. 

Education and Work Experience:

  • Masters' degree preferred.
  • Requires at least ten years of progressively responsible experience managing donor-funded M&E/capacity building programs of a similar size and complexity. USAID contract management experience strongly preferred.


Knowledge, Skills and Abilities:

  • Requires in-depth understanding of CLA, MEL, and capacity development, including expertise in facilitating an organizational culture of learning.
  • Demonstrated ability to quickly identify, mobilize, and manage technical experts to help clients analyze problems and devise and adopt solutions; experience providing direct support to USAID Missions desired.
  • Proven experience leading and supervising diverse, multi-disciplinary teams; USAID COP experience strongly preferred.
  • Demonstrated leadership, strategic thinking and planning, management, and presentation skills.
  • Flexibility to adapt to evolving client requests.
  • Proven ability to develop and cultivate trusting relationships with key stakeholders including USAID and/or other donors, international and local service providers, and local beneficiary organizations.
  • Experience working in Vietnam or similar environments desired.
  • Familiarity with USAID Monitoring, Evaluation, and Learning (MEL) and Collaborating, Learning, and Adapting (CLA) desired.
  • Knowledge of USAID human and institutional capacity building a plus.
  • Knowledge of Vietnamese language a plus
  • Fluency in English is required.
