Managing Director, Racial Equity Grantmaking

Health Resources in Action, Inc. (HRiA), a nonprofit public health and medical research funding organization based in Boston, MA, has a mission to help people live healthier lives and build healthier communities through prevention, health promotion, policy, and research. HRiA works with a diverse group of clients across the country to address some of the most critical public health issues using innovative and evidence-based approaches to improve population health. Our clients include the U. S. Department of Health and Human Services, the Centers for Disease Control and Prevention, health departments, hospitals, philanthropy, and businesses.

Since its founding in 1957, HRiA has been at the forefront of health, leading the way to promote healthier and more vibrant communities. Our work recognizes the impact of social, economic, and racial factors on health outcomes. Health equity is a core principle that guides the organization’s work. HRiA is also a member of the National Network of Public Health Institutes with over 40 affiliates located across the country. 

HRiA’s services are organized into three clusters: (1) Grantmaking, which includes investments in community health and biomedical research (2) Research and Evaluation, and (3) Capacity Building Assistance. As part of our grantmaking initiatives, HRiA works with federal and state agencies, hospitals, health systems, bank trusts, and family foundations to develop and implement customized grant programs. Additionally, the organization provides evaluation services designed to optimize the impact of philanthropic investments. HRiA has worked with its grantmaking clients to award more than $20 million to municipalities and community-based organizations, many of which collectively seek to address health equity and improve population health outcomes. HRiA’s grantmaking services include strategic consultation, grant program development, grants administration and disbursement, and evaluation of grant investment to assess impact.

Opportunity

HRiA seeks to hire a Managing Director of Racial Equity Grantmaking. This is a senior-level position within HRiA’s grantmaking cluster, reporting to the Vice President of Grantmaking, and working in close collaboration with other members of the Grantmaking Leadership Team including Managing Directors and The Medical Foundation’s Chief Science Officer.

The Managing Director of Racial Equity Grantmaking will oversee a landmark initiative of the Grantmaking cluster, the Massachusetts Community Health and Healthy Aging Funds. The Funds seek to invest significant resources in Massachusetts communities to improve population health outcomes through innovative and sustainable approaches that bring together a variety of people and partners. The Funds are explicitly focused on addressing institutional racism and the root causes of racial and health inequities. Comprised of three separate funding streams, the Funds have so far committed over $15 million to 32 community organizations and municipalities across the Commonwealth, as disbursed across the areas of:

·      Policy, Systems, and Environmental Change Approaches

·      Community Health Improvement Planning (CHIP) Processes

·      Healthy Aging

Key partners include the Massachusetts Department of Public Health (MDPH), the Executive Office of Elder Affairs, the Executive Office of Health and Human Services, Advisory Committee members, and awardees. 

The Managing Director will have responsibilities that are detailed further below and include the overall leadership and management of the Funds, client and partner engagement, financial and budget management, establishing external partnerships including with hospital funders and philanthropic entities, and launching a sophomore grantmaking cycle across the Commonwealth. 

Within the overall Grantmaking cluster, the Managing Director will serve as a chief strategist and develop a plan for ensuring and operationalizing racial equity across all projects and practices. The Managing Director will supervise staff members of the Grantmaking team, providing individualized supports to colleagues on their professional development, as well as managerial oversight for projects that staff work on. 

Preference is given for candidates who are based and reside in Massachusetts. This is a full-time, exempt position. The salary range for this position in the mid-$110,00’s and is commensurate with experience. Duties and Responsibilities

The Managing Director position consists of four main functions:

Leadership and Management

·      Work with Vice President of Grantmaking and other Grantmaking Leadership Team members to integrate and align the work of the MA Community Health and Healthy Aging Funds into the vision and strategy of the overall Grantmaking cluster and HRiA’s organizational mission. 

·      Develop and manage an overall workplan for the Funds that integrates all aspects of the initiative and supports team members in executing various aspects of work.

·      Coordinate closely with team leads for, and align activities in the areas of, communications, engagement, evaluation, capacity building, and grantmaking. 

·      Supervise and mentor staff to ensure their professional development and growth and hire where necessary. 

·      Participate in Senior Leadership and Expanded Leadership Teams, and organizational committees.

·      Lead and manage department including budgets, planning, project implementation, evaluation, and other related administrative responsibilities.

·      Lead, manage, and/or contribute to projects, as needed and/or appropriate.

Program and Project Work

·      Cultivate and maintain working relationships with a range of partners, including the Massachusetts Department of Public Health, Executive Office of Elder Affairs, the Community Health Advisory Committee, the Healthy Aging Advisory Committee, and awardees. 

·      Serve as a primary contact for the Massachusetts Department of Public Health, HRiA’s client for the Funds.

·      Provide financial and budget oversight for the Funds, including working with HRiA’s Administration and Finance department to manage the influx of financial resources from hospital institutions and long-term care facilities and nursing homes, as well as the grants funds that are awarded to community-based organizations and municipalities throughout the Commonwealth.   

·      Work with Capacity Building Lead to support overall approaches for awardees, including providing training and technical assistance. 

·      Work with Communications Lead to execute plan including engagement with MDPH, awardees, and other key stakeholders for the Funds.

·      Work with Evaluation Lead to oversee development of evaluation framework and related reporting infrastructure to monitor awardees’ progress and highlight impact of Funds. 

·      Assess and analyze data collected from awardees to develop memos, reports, presentations, and other forms of communication, highlighting impact of the Funds and awardees for partners and key stakeholders.

·      Facilitate the Community Health and Healthy Aging Advisory Committees. 

·      Identify and recruit new Review Committee members.

·      Cultivate partnerships with communities and regions that have not historically been aware of or connected with the Funds to promote future grantmaking cycles and identify opportunities for collaboration. 

·      Launch a second and subsequent grantmaking cycles. 

Business Development

·      Develop a plan for ensuring shared approaches for operationalizing racial equity across all projects within the Grantmaking cluster. 

·      Identify new business opportunities to enhance resources available for the Funds. 

·      Create opportunities to highlight impact of the Funds with existing hospital institution funders.

·      Identify opportunities to partner with philanthropic community to elevate awareness of the funds, and to collaborative with other funding entities dedicated to addressing root causes of racial and health inequities. 

·      Write proposals and lead proposal development processes for relevant opportunities and contribute to other writing teams where appropriate.

·      Determine and negotiate scopes of work and execute contracts with external consultants.

·      Support senior and junior staff members’ new business development efforts.

·      Write or contribute to the development of concept papers, scopes of work, contracts, and other mechanisms for securing new business.

·      Work with the internal marketing team to advance new business development strategies.

·      Work with senior staff to develop, manage, and track grant program budgets.

Thought Leadership

·      Continue the implementation of the existing model, while chartering a new path for the second phase of the Funds’ grantmaking, capacity building, communication, and evaluation work. 

·      Identify and serve as an active member of relevant grantmaking networks focused on racial and health equity. 

·      Identify opportunities to showcase the impact of the Funds with thought leaders across Massachusetts and the nation. 

·      Submit and/or contribute to publications (e.g., journal manuscripts, practice beliefs, etc.) and/or conference abstracts, presentations, and workshops.

·      Document and share knowledge and best practices to replicate success.

·      Develop and provide content for website, newsletters, and/or other methods of marketing HRiA’s work and impact.

Candidate Qualifications

This role requires a strong commitment to addressing racial and health equity. It also requires the ability to work and collaborate with a broad range of staff and stakeholders. The opportunity to apply lived experiences while tackling systemic change to addressing institutional racism and root causes of racial and health inequities will be prioritized among candidates and in the selection process.  

The successful candidate will have the following qualifications:

Expertise

·    An advanced degree in public heath, health care, or a relevant, related field with a solid understanding of the fields of philanthropy, community health, social justice, and racial and health equity.

·      At least 10 years of relevant work experience in positions of senior leadership in community health, other health-related fields, and/or grantmaking/philanthropy.

·      Experience in program management, strategic planning, facilitation, training/capacity building, and program design/planning.

·    Excellent verbal and written skills, including strong presentation skills and the ability to translate complex technical language.

·    Experience in developing, managing, and evaluating grant programs and grantmaking practices.

·      Knowledge of emerging trends, challenges, and best practices in health equity, philanthropy, and public health.

·    Demonstrated experience developing practice briefs, conference abstracts, and other types of presentations.

·      Experience working with and managing diverse clients and meeting or exceeding their expectations in quality and performance.

·    Solid management experience including developing, leading, and supervising complex projects and high performing teams.

·    Successful experience in donor cultivation, funder/client relations, grants administration, marketing, and proposal writing.

·      Strong analytical and planning skills. 

·    Skills to develop and manage budgets and timelines.

·    Fluency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook).
