JOB TITLE: Design Engineer

TYPE OF CONTRACT: Consultant

UNIT/DIVISION: WFP Engineering

DUTY STATION (City, Country): WFP Headquarters, Rome, Italy with extensive field travel

DURATION: 6 months with possibility of extension

 

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 

This position will be with WFP Engineering at Rome Headquarters and requires the engagement of a competent civil engineer or architect, who will work with and report to more senior engineering staff. The position will be based in Rome, Italy, with extensive travel to field locations (at least 50% of this contract is anticipated to be field-based). The main tasks required of the position will include engineering design and review; engineering project management; construction procurement processes; contract management for construction activities, public Procurement Contracting in a UN Environment and technical support to WFP’s programmes.

The Engineer/Architect shall be able to demonstrate a strong competence with progressively responsible roles in the following engineering technologies: building design, including competence in the design of concrete and steel structures, planning and programming engineering design and construction activities.

The Engineer/Architect should have experience as a Project Manager or Design Manager with focus on the management and delivery of building and infrastructure design packages.

 

ACCOUNTABILITIES/RESPONSIBILITIES:

 

Under the general supervision of the Chief Engineer, WFP Engineering, Rome HQ, the Engineer/Architect will manage and direct areas related to engineering activities, projects and programmes in support to WFP’s Country Operations (COs).

In addition, Following the directive ‘RM2015/004’ that regulates all engineering services and construction activities in WFP operations.

 

Engineering duties

 

Undertake preliminary and detailed designs (preparing, writing and assembling drawings, schematics, masterplans, design calculations and reports, technical specifications) in compliance with international standards and codes.

Complete designer risk assessments for all proposed designs and carry out designer constructability reviews and reports.

Draft standard, specific and detailed Specifications as required.

Engage and manage external design consultants as and when required.

Develop project budgets or preliminary and detailed costs estimations to implement civil, structural, electrical, mechanical or special systems within the projects (including feasibility studies, or project schedules, or bids). Work-time estimates could be also required.

Assist in the preparation and of construction contract documentations;

Lead design reviews (reading, interpreting and critique/comment on technical drawings, schematics, and computer-generated reports) and giving advice and recommendations.

Review of as built drawings of the existing WFP infrastructure and provide comments and recommendations.

Support engineering teams both in HQ and the field including undertaking extensive missions to the field in support of projects including emergencies;

Attend meetings and prepare and review reports, minutes and correspondence;

Liaise with stakeholders, both internal and external to the organization;

Undertake administrative tasks as required, and provide project management services for the projects where and when requested;

Assist with the interpretation of the contract documents. Explain and or reconcile any ambiguities and or discrepancies in the contract documents and apply the various provisions of the contract documents;

Operate computer-assisted engineering and design software and equipment to perform engineering tasks.

 

DELIVERABLES AT THE END OF THE CONTRACT:

 

Provide engineering support in humanitarian and standard operations and programmes with assessment during project evaluations, design and construction phases, preparation of tender documents as needed.

 

 


Profil:

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University Degree in Civil Engineering or Architecture and preferably with a post-graduate or Master degree specialization in relevant engineering disciplines.

Experience:

5 Years of relevant civil engineering experience at increasing levels of responsibilities.

Knowledge & Skills:

Hold or be eligible to hold Professional, Chartered or equivalent professional engineering/ architecture accreditation from an internationally recognized professional supervisory body.

Good communication and leadership skills.

Knowledge and/or experience in engineering design

Detailed knowledge of construction contract formats and contract management obligations.

Good knowledge of public procurement procedures; international contract formats and construction management procedures.

Experience of working within the Humanitarian Community and in field condition is required.

Languages:

Professional fluency (proficiency/level C) of English;

Knowledge of additional UN languages (French, Chinese or Portuguese) are an additional advantage.
