Position Overview  

The Program Manager (PM) provides leadership, programmatic oversight and manages a high performing team. S/he regularly evaluates program performance and facilitates best practices and efficiencies among the team. The PM serves as the primary liaison to external partners in their region and will report to the VP of Programs. The PM may have regional or national role and responsibilities and serve as functional lead on special projects. The PM ensures a working environment that fosters excellence, transparency and mutual respect, leveraging technical expertise, the highest professional standards and problem solving skills. They will support a caseload of 30-40 career pathway clients. The PM will work with VP of Programs to map out key local and regional deliverables and goals and will be lead on special projects. The position will also support development of concept papers and proposals.


Essential Duties & Responsibilities 

1. Program Management

  • Operational oversight of assigned region (budget, expenses, performance, etc.)
  • Lead effort to propose, secure and retain employer partnerships
  • Attend local and regional external facing meetings, including but not limited to, donor meetings, employer networking, education and workforce and government meetings
  • Work with leadership team to uphold strategic partnerships and advocacy objectives
  • Support proposal development and program / financial reporting on grants/outcomes
  • Responsible for grant deliverables and outcomes in their perspective regions


2. Regional Oversight Responsibility – North Eastern:

  • Utilize data to guide and improve programming, including:

a) Create regular time with colleagues to reflect on data trends and discuss program improvement

b) Stay up-to-date on best practices in workforce development (i.e. new program models, strategies, etc.)

c) Collect and use data from multiple sources (i.e. job seekers, employers, staff, partners, etc.) to make program recommendations


3. National and Remote responsibility:

  • Oversee and manage 2+ Industry “Communities of Practice” groups and be responsible for the groups’ deliverables and effectiveness
  • Oversee and manage 2+ Industry pathways and conduct quality control assessments of resumes/cover letters, employment opportunities and jobseeker satisfaction
  • Define, develop, and execute process improvement initiatives, creating and implementing best practices and addressing key operational challenges, customer pain points, and sources of friction
  • Build and share organizational learning employing data.
  • Program lead on new strategic and or analytical projects or proposals


4. Job Coaching (Career Pathways)

  • Maintain caseload of 30- 40 individuals in key industries/career paths to continue to test proof of concept and best practices and jobseeker feedback


5. Human Resource Management

  • Ensure that all staff have the necessary training, tools, resources, and information to deliver services 
  • Ensure a positive work environment for jobseekers, staff and volunteers
  • Work collaboratively with HQ HR on all personnel-related issues 


6. Fundraising and Partnerships

  • Liaise with the Employer Partnerships team and Director of Strategic Partnerships to cultivate, develop and maintain robust regional relationships with external stakeholders and represent UpGlo in relationships with donors 
  • Facilitate partnerships with other organizations for joint programming 


7. Financial and Budget Management

  • Oversee PAF requests for scholarships and other office expenses
  • Oversee financial reports and grant compliance


8. Accountability

  • Model excellence and transparency through collaboration, strategic decision-making
  • Ensure accountability through effective analysis, monitoring and impact assessment; 
  • Contribute to the development of systems to better measure and demonstrate the impact of  UpGlo’s work


Knowledge and Skills Required

  • Bachelor’s degree in a related field required. Master’s degree a plus
  • Two (2) plus years of work experience in a team and proven program management experience
  • Strong quantitative and data analysis skills required. 
  • Knowledge of database systems, such as Salesforce, preferred
  • Knowledge of workforce training, human resources, or career development programs 
  • Able to work cross-culturally in a diverse environment
  • Excellent written and oral communication skills, and strong presentation skills 
  • Sound judgment and ability to develop a deep knowledge of the immigrant integration field
  • Detail orientated and strong project management skills with an ability to multi-task 


Work Environment/Physical Requirements

  • Requires the ability to travel locally, regionally and nationally
  • Must be available to work evening events and to occasionally work weekend sessions
  • Must have reliable transportation depending on region
