As Opportunities for a Better Tomorrow (OBT) celebrates its 35th Anniversary as one of NYC’s leading workforce training organizations, we are looking for a dynamic Director of Community and Government Affairs to join our growing team. The Director of Community & Government Affairs will develop and lead OBT’s advocacy and partnerships strategy, raise the organization’s visibility at the city, state, and federal levels, and cultivate cross-sector collaboration.


We are looking for an enthusiastic and motivated professional who has demonstrated experience developing key relationships and partnerships with multiple stakeholders, from government to grassroots organizations, is a systems thinker, possesses a high degree of political acumen, and is excited to help shape and grow our organizational impact and position within Workforce Development.

Specific Duties:

  • Develop advocacy strategies to advance the organization’s interests at the City, State, and Federal levels
  • Monitor and analyze legislation, including City, State, and Federal budgets
  • Coordinate activities with external partners to advance issues, elevate awareness, or advocate for actions which are important to the organization’s mission
  • In collaboration with the Sr. Director of Development, assist with fundraising and development initiatives
  • In collaboration with the Director of Communications and Marketing, draft and deliver OBT testimony on workforce and education policy as required
  • Lead the mobilization of staff and program participants in support of relevant issues
  • Inform and participate in the organization’s social media strategy
  • Proactively address and plan for local shifts in economic and workforce development, identifying implications for OBT program offerings
  • Collaborate and refine OBT marketing and informational material in collaboration with the Director of Communications and Marketing
  • Inform organizational and local outreach strategies specific to certain neighborhoods or populations
  • Provide support for the organization’s public relations strategy and implementation
  • Lead the development and execution of the organization’s strategic outreach and engagement plan to work with elected representatives, governmental officials, and agencies at the City, State, and Federal levels to preserve and expand public support
  • In collaboration with the Sr. Director of Development, craft and execute the organization’s strategy for annual legislative budget request process
  • Cultivate and manage relationships with elected representatives and their staff
  • Draft and submit OBT discretionary expense and capital funding requests to the New York City Council, and NY State Senate and Assembly. Maintain all correspondence and reporting to appropriate agencies regarding discretionary awards. 
  • Travel to Albany, NY and Washington, DC as required
  • Work some nights and weekends as required
  • Perform all other appropriate duties assigned by supervisor

Qualifications: 

  • Bachelor’s Degree required
  • Demonstrated understanding of the City and State legislative budget processes
  • 3-5 years of experience working in government, non-profit advocacy, or related setting
  • Ability to analyze legislative and other government documents, produce summaries, and identify implications for the organization
  • Excellent communication (verbal & written) and computer skills
  • Highly organized and strong attention to detail
  • Familiarity with the workforce sector, in particular the intersection between economic and workforce development
  • Bilingual English/Spanish desirable
  • Ability to work independently
  • Knowledge of NYC workforce development or youth development systems a plus
