Director of Monitoring, Evaluation and Learning (MEL)

Pure Earth is a leading international not-for-profit organization dedicated to solving pollution problems that affect public health (www.pureearth.org). The organization focuses on reducing exposures to toxic chemical pollutants resulting from industrial, commercial, or informal/artisanal activities. Pure Earth identifies and cleans up severely polluted places, advises governments and development agencies on related issues, and conducts groundbreaking research on pollution and its devastating impacts on public health and economic development. In addition to our field work, Pure Earth recently spearheaded two landmark reports that have advanced the global dialogue around pollution: a joint report with UNICEF on children’s exposures to lead titled The Toxic Truth: Children’s Exposure to Lead Pollution Undermines a Generation of Future Potential; and the Lancet Commission on Pollution and Health – one of the most cited works from the world-renowned medical journal, The Lancet. Pure Earth recently completed a 10-year strategic plan to assess how the organization can have maximum impact in the next decade. Key recommendations include focusing on lead and mercury pollution in a select number of countries and building the capacity of those country offices. To that end, Pure Earth is launching a five-year, $40 million campaign, Project R.E.A.L.M.E., which will impact more than 100 million children in 12 countries, and will double the annual operating budget. The Human Resources Director will play an integral role to ensure a smooth and sustainable expansion of both the headquarters and country offices.

Pure Earth is seeking its first Director of Monitoring, Evaluation and Learning (MEL) to build, execute and lead a robust monitoring and evaluation function with the objective of measuring and understanding the effectiveness of Pure Earth’s programs, demonstrating the impact of promising approaches, and informing strategic program decision-making. The MEL Director will contribute to a culture of shared learning that increases Pure Earth’s impact and advances its mission by supporting ongoing improvement and adaptation of programming. The scope of this role includes both technical and coordination responsibilities contributing directly to the achievement of Pure Earth’s measurement, effectiveness and impact goals. It also includes supporting program directors and country office leadership to better understand program results and in using data to inform decision-making. Pure Earth undertakes its programs directly or in partnership with other organizations and is committed to building capacity in these partner organizations as needed. 

The MEL Director acts as a thought partner with program leaders on all measurement and evaluation components of their day-to-day work. Additionally, s/he conducts research and analysis, facilitates and leads formal and informal learning processes, and provides MEL expert advice to program and organization-wide decision makers on program design, measurement, evaluation and learning.

This position is critical for quality programming and generation of evidence-based approaches. The Director provides technical input and review for M&E components of project proposals. The successful candidate will have demonstrated technical expertise and well-developed interpersonal skills.

This position has a substantial level of autonomy in execution of responsibilities. Key relationships include: VP Global Programs, Technical Excellence Director, Country Directors, country M&E Officers.

Primary Responsibilities

  • Lead development and implementation of an organizational MEL strategy that delivers technically sound and consistent approaches to:
  • Indicator development across programs and countries
  • On-going routine monitoring of program activities
  • Evaluations of program performance, effectiveness and impact
  • Data collection, including digital data collection where feasible
  • Data storage and its secure accessibility.
  • Develop and/or participate in development of guidance, policies, processes and tools that will institutionalize and support high-quality monitoring, evaluation, analysis and reporting of performance, results, and impact.
  • Design, coordinate and/or deliver cohesive training and capacity building activities for country offices and partner organizations to implement the MEL strategy.
  • Provide hands-on technical assistance to country offices by contributing to or reviewing project proposals, as well as leading or supporting project assessments, mid-term, final or impact evaluations.
  • Ensure that appropriate M&E mechanisms are incorporated into proposals and work plans.
  • Support and mentor country program staff to use MEL systems to improve program quality. Establish and maintain mechanisms for capturing, analyzing, reporting, sharing and applying M&E findings, information, lessons learned, and best practices among country office staff.
  • Develop and implement effective monitoring tools and approaches to demonstrate the effectiveness of program interventions.
  • Ensure adherence to measurement and evaluation protocols and practices.
  • Capture appropriate cost and financial information to track money indicators, including benchmarking information to analyze program effectiveness and cost effective inputs.
  • Support project reviews and evaluation activities, including coordinating mid-term and final evaluations, and supporting donor and external reviews.
  • Leverage monitoring and evaluation activities and findings to inform current and future program decision-making.
  • Contribute to a culture of learning, inquiry, experimentation, understanding of and tolerance for risk, and a commitment to learning from failures.
  • Attend to specific MEL-related technical assistance requests from in-country staff.
  • Lead efforts to embed practices that normalize measurement and learning into organizational routines at the Board, HQ and country office levels.
  • Give presentations to the Board about measurement, evaluation and learning work.
  • Represent the technical content of MEL systems externally to donors and other organizations, and support country office in their conversations with key donors.
  • Contribute to the incorporation of lessons learned into organizational planning, monitoring, evaluation and reporting.
  • Provide on-going support to maintain M&E systems and practices.
  • Work with program, communications and development staff to understand their communications needs and think creatively about products to meet them.
  • Provide other MEL technical support as required.

Education

Advanced degree in relevant field such as economics, statistics, environmental or public health, international development, public policy, or other social sciences.

 Professional Qualifications

  • Experienced professional with a minimum of 4 years working at a senior level of MEL design and implementation. Experience required in contemporary qualitative, quantitative, and mixed method evaluations involving major international donor programs.
  • Thorough familiarity with principles and current approaches to MEL using both quantitative and qualitative methods.
  • Demonstrated significant experience in monitoring and evaluation for large and complex programs, providing specific, sound, and rigorous M&E technical assistance.
  • Knowledge of and skills in MEL technology architecture and software products is required; experience with data visualization a plus.
  • Extensive experience in developing baseline research, logic models, data collection and analysis, mid-term evaluation, and outcome evaluation, and in coaching program staff in the cost-effective use of these M&E tools.
  • Understanding of donor expectations and trends for MEL.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
  • Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
  • Experience designing MEL systems that aggregate the results of multiple projects and/or grants into useful analytics for decision-makers.
  • Demonstrated experience and expertise in developing and operationalizing a comprehensive monitoring and evaluation strategy.
  • Demonstrated expertise and experience in developing and operationalizing routine monitoring system designed to track both output and outcome indicators.
  • Experience in strategic planning, process improvement, data management, and performance monitoring.
  • Excellent oral and written communication skills in English.
  • Willingness and ability to travel approximately 25% of time.

  • Self-motivated and able to work without close supervision.
  • Capable of planning and thinking strategically, setting realistic goals and objectives, balancing multiple priorities, and managing project details.
  • Strong analytical skills and an understanding of measurement, assessment and evaluation tools to promote evidence-based learning.

Salary commensurate with experience.

 WORK ENVIRONMENT

This is a full-time position. Work is performed at a desk in an office environment, with the exception of travel. Pure Earth’s office is located at 475 Riverside Drive, Suite 860, New York City.
