ORGANIZATIONAL CONTEXT:

 

As an outcome of the Cost Excellence (CE) review carried out jointly by the Innovation and Change Division (INC) and the Administrative Services Branch (RMMA) in 2016, projects to transform (1) Travel and (2) Asset and Light Vehicle (LV) Fleet management have been approved.

Regarding the asset management transformation/digitalization, some key streamlining initiatives have been initiated to reduce the amount of unused/obsolete assets, simplify processes of asset recording, count and reconciliation in GEMS (global equipment management system – WFP SAP PL/M module) and improve quality of asset data.

Significant work is required on optimising systems and processes to support asset and light vehicle fleet management, workstream which comprehends a subset of several undertakings:

Roll-out of the GEMS Mobile solution.

Development of the GEMS Mobile 2.0 solution to integrate new functionalities.

Integration of GEMS with the rest of WINGS II modules (WINGS is WFP’s ERP system).

Integration and/or interfacing corporate systems used within WFP to automate dataflow.

Fleet Management System (FMS) used by all Country Offices, WFP Global Vehicle Leasing Programme (GVLP) and RMMA.

Great Plains used by WFP’s Fast Information Technology and Telecommunications Emergency and Support Team (FITTEST).

WMS used by UNHRD.

Integration with IN/FO (one of the main WFP corporate KPI internal dashboard)

 

The incumbent will focus on activities from #2 to #5 and will also be responsible for ensuring business processes are documented, updated and duly published in the corporate e-Guide (Business Process Knowledge Repository) with their RACIs, workflows and relevant system user guides. 

This position is based in Rome and reports to the Processes and Systems Optimization stream manager and ultimately to the Chief of Administration Branch. 

 

 

KEY ACCOUNTABILITIES:

 

Specifically, the consultant will have the following responsibilities:

Understand the existing solutions and organize/lead workshops with Business Process Experts on how to improve them and ensure further automated and integrated dataflow.

Gather, document and analyse business requirements.

Generate all necessary business analysis diagrams (use cases diagrams, business processes diagrams, users-systems interactions diagrams, dataflow charts, high-level database diagrams, etc.).

Prepare design proposal for processes and corresponding dataflow not yet supported by the existing solution.

Ensure completeness and formal correctness of business process maps including RACIs and related workflows. Liaise with the Business Process Expert to validate business processes, RACIs, and workflows.

Formulate business requirements for dashboard reporting functionalities. 

Develop and maintain effective relationships with WFP business owners and users and ensure timely resolution of business process issues and validation of developed business process business content.

Liaise with the Delivery Manager of the Technology / IT division (TEC) to ensure business requirements are well understood.

Review functional specifications.

Together with TEC Delivery Manager, validate technical solutions and their ability to address business requirements.

Document and follow up on any open points identified during business process mapping.

Prepare user guides.

Document key changes introduced to current processes and the related impacts on operations to enable another team member to translate them into training/communication materials.

Ensure processes, flows and user guides are constantly updated in the event of changes and improvements to the solution or business processes.

Proactively organize meetings with Processes and Systems Optimization stream manager to update on the progress versus planning, discuss open points, etc.

Any other duties as required. 

 

 

SPECIFIC POST REQUIREMENTS:

 

Essential:

Working knowledge of Enterprise Resource Planning (ERP) systems

High-level analytical skills

Experience with gathering and documenting business requirements

Demonstrated ability to manage and conduct Business Process mapping

Excellent oral and written communication skills.

Very strong organizational and planning skills - ability to organise work, respect deadlines and report on progress and results in a proactive manner

Contribute to the creation of an information-sharing environment

Proven ability to work effectively both independently and in a team-based environment

Demonstrated willingness to be flexible and adaptable to changing priorities

 

Desirable:

Knowledge of WFP’s ERP system, WINGS II

Previous experience in a WFP operation

Knowledge of Global Assets Management System (GEMS) and GEMS Mobile

 

 

DELIVERABLES AT THE END OF THE CONTRACT:

 

Business requirements for:

GEMS mobile 2.0

Integration of GEMS with the rest of WINGS II modules (WINGS is WFP’s ERP system).

Integration and/or interfacing corporate systems used within WFP to automate dataflow.

Business process mapping open points are clearly documented and followed up.

Business process map is validated (including RACIs and workflows) and in line with business requirements.

KPI to be included in report/dashboard are validated by all stakeholders.

Business requirements for Light Vehicle and Asset Management operational and analytical reports are gathered structured and analysed to define a common set of basic reporting requirements that are valid throughout the organisation.

Business process packages are published in the corporate e-Guide (including business process descriptions, flows, RACIs and system user guides).

Solutions packages produced by TEC are validated against business processes and requirements and define appropriate testing strategies.

Profil:

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE

 

Education:

University master’s degree in computer sciences, Engineering, Economics, Statistics, Finance, or Facility Management, or other related disciplines on the relevant area.

 

Experience:

Three to five years of relevant work experience.

 

Knowledge & Skills:

Extensive knowledge of business process mapping methodologies, notation (BPMN) and tools (e.g. Provision)

Extensive proficiency in MS Office (Word, Excel, PowerPoint, Outlook)

Proficiency in user-guide creation tools (i.e. InfoPak) is an asset


Languages:

Spoken and written English is essential. Second language would be an asset.
