Hours:                      Full-Time

Salary:                     $80,000- $85,000

Position Summary:

Reporting to the Associate Executive Director for Adult Programs and the Associate Executive Director for Early Childhood and Youth Programs, the Director of Continuous Quality Improvement will oversee efforts to track and monitor program quality metrics, and devise strategies to enhance the quality of Union Settlement's vital services and ensure compliance with applicable legal and regulatory requirements. In particular, the Director will work closely with Union Settlement's senior leaders and data management personnel to: (1) review current program quality measurements and tracking systems; (2) design and implement strategies to improve those systems; (3) undertake efforts to achieve best-in-class quality programs; and (4) develop and sustain a culture of compliance and continuous improvement across Union Settlement.

Responsibilities:

Working with Union Settlement’s senior leaders and individual program data management personnel, the Director of Continuous Quality Improvement will:

·        Review Union Settlement's current program quality measurements and data tracking systems;

·        Refine, and if necessary develop, improved program quality standards and metrics;

·        Design and implement strategies and systems to improve program quality monitoring, data tracking and reporting, including ensuring that those systems maintain compliance federal, state and local laws, regulations and contract requirements;

·        Operationalize an agency-wide quality improvement, analytics, research, and stewardship strategy to promote data-driven decision-making using techniques and procedures informed by best practices;

·        Develop a comprehensive Quality Compliance and Continuous Improvement program to assure safe, high quality services are delivered through effective and efficient processes and systems.

·        Oversee and implement evaluation programs and initiatives aimed at improving service delivery and measuring program efficacy; eliciting feedback and disseminating information;

·        Develop mechanisms for obtaining periodic feedback from program participants regarding program quality, operations and performance, and for utilizing that feedback to make improvements where necessary;

·        Define, plan and manage periodic audits and continuous improvement program cycles with supporting resource management and timely completion.

·        Facilitate focused efforts to identify deficiencies in program quality and compliance, including those found during internal and external audits and program observations, and develop and help implement action plans to address those deficiencies;

·        Conducts regular reviews of program operations and services, and internal/external databases to appraise levels at which programs are in compliance with established external and internal standards.

·        Create and manage effective Correction Action Plans in response to audit discoveries and compliance violations.

·        Develop dashboards for presenting program quality data measurements to senior executives and the Board of Directors;

·        Develop training and communications for staff to build capacity for using data for supervision, programmatic decision making, and strategic planning; and

·        Participate on committees, perform special projects, and undertake other duties as requested based on organizational needs.

·        Additional duties as assigned by the Associate Executive Director for Adult Programs and Associate Executive Director for Early Childhood and Youth Programs.

Qualifications:

·        Bachelor's degree in Human Services, Business, or Organizational Development or equivalent.

·        Master's degree preferred; a combination of education and experience considered.

·        Minimum of five (5) years of progressive compliance/quality improvement experience.

·        Knowledge of federal, state and local laws, rules and regulations governing the provision of services. Demonstrated experience leading significant outcomes-based, change processes effectively and efficiently, both in the short-term and long-term.

·        Ability to handle matters of confidentiality with utmost tact and diplomacy; ethical decision making. Record of leadership and demonstrated success in collaborative development, documentation, planning, and implementation.

·        Experience and knowledge with change management principles, methodologies and tools.

·        Excellent computer skills and proficiency with Excel, Word and PowerPoint, evaluation and data systems, and training platforms.

·        High energy, excellent communication and presentation skills, both oral and written.

·        Analytical ability to gather and summarize data from reports, and make recommendations.

·        Strong project management and supervisory experience required; displays the ability to manage strategic operations and partner collaboratively.
