POSITION TITLE: Program Manager, Recovery Residence Association

LOCATION: San Diego, CA

DEPARTMENT: Programs

REPORTS TO: Senior Manager

SUPERVISES: Program Assistants, Program Coordinators

FLSA STATUS: Non-Exempt

POSITION SUMMARY

The Manager is responsible for the implementation and administration of all aspects of the Recovery Residence Association Program (RRA), including the Website (www.rrasd.org), Education and Training, oversight of the RRA Work Team, Peer Review and Accountability Team (PRAT), and Outcomes Measurement Group (OMG). The mission of the RRA is to collaborate with the community, family members, and treatment providers to support and promote high quality recovery residences for individuals with substance use disorder and co-occurring disorders. The vision of the RRA is to build an accessible network of trusted recovery residences in the San Diego County region that foster the dignity and empowerment of the individuals they serve. As a member of the Community Health Improvement Partners (CHIP) Team, the Manager will participate in the development and implementation of tactical plans and actively support the core values, vision, and mission of CHIP. This is a temporary position through December 31, 2021 with the opportunity to extend based on securing additional program funding.

DUTIES AND RESPONSIBILITIES

Administration (50%)

Responsible for leading the coordination and implementation of day-to-day activities and special projects including the RRA Directory, Education and Training, the Peer Review and Accountability Team, and the OMG and Advocacy efforts.

Facilitate and support project meetings.

Serve as lead staff to oversee all committees and work teams, and to facilitate communication between all committee members, subcontractors, operator members, and other project partners.

Manage timelines and program outcomes as defined by the RRA Project Scope of Work and Implementation Plan.

Implement and advance Recovery Residences Association strategies and activities with the support of the Senior Manager.

Manage general programmatic communications including: social media, program website, meeting reminders, and general partner inquiries.

Manage RRA Program budget and assist with invoice submittal.

Assist with project and program reporting and evaluation.

Work with Senior Manager and Evaluation team to collect relevant data for program outcomes and needs.

Facilitate trainings, workshops, and events for member operators, tenants, and key partners.

Providing programmatic technical assistance to RRA members, prospective members and other key partners.

Lead site visit training sessions and conducting routine site visits.

Manage selected projects and project-related administrative duties including but not limited to: budget monitoring, deliverable timelines, and grant reports.


Supervision (30%)

Provide leadership and direction to other RRA Program staff.

Coordinate intern recruitment and management process.


Partnership Development (30%)

Support community and partner relations and provide technical assistance to project partners.

Grow partnerships by conducting outreach to community organizations.

Conduct presentations to promote RRA program, identify and cultivate strategic partnerships (traditional and non-traditional partners) to increase membership in the Association, and participate in conference presentations to promote the RRA’s impact.

Set and implement program and community relations agendas.

Develop and manage partner relations with local agencies and key stakeholders as it pertains to Recovery Residences Association activities.

Support CHIP leadership with grant development.


EDUCATION/EXPERIENCE REQUIRED

BA/BS degree in related field required; Advanced degree is preferred; combination of education and work experience will be considered. Two to three years of experience working in the housing field, particularly with recovery residences is preferred, but other relevant work experience will be considered. Must have experience convening groups, collaborating on activities, developing programs, developing and implementing training, and working towards shared goals and objectives.

Experience in the following areas is strongly preferred: Very strong meeting facilitation skills, partnerships in housing, substance use disorder, and behavioral health partners in San Diego County; experience working with shared living homes in San Diego County; an understanding of and appreciation for trauma-informed care and behavioral health-care resources.


OTHER QUALIFICATIONS

Must be able to handle multiple tasks simultaneously and be flexible to adapt quickly to changes in the environment. Must be skilled at building strong working relationships within the CHIP member organizations, community partners and government agencies, and possess a professional and personal commitment to diversity, equity and inclusion. Should be able to engage others in participative decision-making by building consensus and commitment, and also be skilled in offering compassionate yet neutral listening. Experience as an effective project manager is required, with strong skills in working with and training employees. Excellent written, oral, interpersonal, and presentation skills are required.

Starting salary: $50,000. Competitive compensation and benefits available.

This position is funded through December 31, 2021, with the possibility of continuation based on renewal of funding.
