Contracts Administrative Associate - Position Summary

The Administrative Associate is a detail-oriented, proactive, problem solving, professional with strong analytical skills, technical writing skills, and the ability to provide high quality organizational support. Under the supervision of the Director of Contracts and Compliance, this position will carry out high level professional administrative tasks to support Contracts, Quality, Compliance and Special Projects.



RESPONSIBILITIES:

Grant/Technical Writing

• Work with Director of Contracts and Compliance to draft public funding applications in response to various Request for Proposals (RFP/RFQ) and assemble proposal packages.

• Write and assist with preparation of various grant reports to funders, including gathering necessary data from program, finance, and evaluation staff, draft written reports and submit all reports in timely manner.

• Draft various policies and procedures based on contract language and relevant regulations.

Grants Administration

• Maintain contracts records, including grant tracking and reporting.

• Attend external stakeholder and contracts related meetings as needed.

• Prepare agency for all external contract/grant monitoring site visits by preparing staff, pre-auditing files, and preparing various agency documents.

Sub Contract Management/Monitoring

• Conduct monitoring review of all sub-contractors to ensure compliance under scope of work, outcomes, eligibility, reporting, etc.

• Maintain sub-contractor agreements by revising MOU’s and coordinating execution.

• Monitor and manage the performance and execution of all subcontractors.

Quality Assurance

• Lead the agency-wide internal program file audit process including conducting quarterly paper and electronic audits.

• Develop and maintain records of compliance related activities.

• Maintain system to manage storage documents in accordance with agency policy.

• Assist in maintaining participant records in accordance with policy including supporting all chart review, program and funder audits.

Other Projects and Duties

• Agency wide day-to-day clerical tasks averaging 15% of time

• Maintain current agency accreditation through Council on Accreditation.

• Develop and streamline process for auditability of housing documents.

• Other duties as needed and assigned.


QUALIFICATIONS:

• Bachelor’s Degree required

• Commitment to mission of First Place for Youth

• Strong Analytical Skills- Must be able to understand and interpret analytical data

• GRANTS AND CONTRACTS EXPERIENCE - Experience assisting in the development and preparation of contracts preferred. Monitoring contracts within the human service sector desired. Grant writing experience is a plus.

• ATTENTION TO DETAIL – Ability to work with high level of detail, work has high level of professional polish down to smallest details, documents and products are well thought out and clear, database is organized and up to date. Highly organized with superior attention to detail and project management skills

• COMPUTER and TECHNOLOGY SKILLS -- Proficiency with Office 2000 applications including MS Word, Excel, PowerPoint and Outlook. Strong technical capacity to handle set up and to train others in use of current technology.

• STRONG COMMUNICATION AND WRITING SKILLS -- Strong written, verbal, interpersonal, and presentation skills including the demonstrated ability to research assimilate and analyze information, compose documents, and present data in a clear and concise manner to appropriate personnel. Ability to maintain a professional demeanor in all situations.

• CREATIVITY AND FLEXIBILITY -- Ability to think strategically and implement and communicate innovative ideas successfully. Ability to think outside the box and to revise course as needed. Strong capacity to develop solutions to tactical challenges in order to advance defined strategic direction. Ability to take initiative, be proactive and independent. Ability to multitask in a fast paced, deadline-driven environment
