The Coalition for the Homeless is the nation’s oldest advocacy and direct service organization helping homeless men, women and children. We believe that affordable housing, sufficient food and the chance to work for a living wage are fundamental rights in a civilized society. Since our inception in 1981, the Coalition has worked through litigation, public education and direct services to ensure that these goals are realized.

POSITION SUMMARY: The Disability Rights Specialist serves as the senior member of the Coalition for the Homeless shelter monitoring team and has two primary areas of responsibility: (1) assisting shelter applicants and residents with disabilities in asserting their rights under Federal, State, and local law; and (2) supervising the day-to-day shelter monitoring activities of the Coalition, which is the independent monitor of New York City’s municipal shelters. At the direction of the Director of Government Relations and Legal Affairs, and in collaboration with the Advocacy staff and shelter residents, the Disability Rights Specialist establishes priorities and goals for outreach and engagement, advocacy, organizing, and securing and monitoring the accommodations provided to shelter residents with disabilities.

The Disability Rights Specialist supervises a small team of shelter monitors, ensuring the team makes regular visits to shelters throughout New York City, timely responds to shelter residents’ complaints about shelter conditions and services, and promptly reports issues to the City’s Department of Homeless Services (DHS). The Disability Rights Specialist, often with other members of the shelter monitoring team, conducts scheduled daytime joint inspections of shelters with DHS, as well as unscheduled independent inspections, which may occur during nighttime and weekend hours. The Disability Rights Specialist advocates for shelter residents and documents violations and other problems, with an emphasis on supporting the rights of those with disabilities. The Disability Rights Specialist also provides outreach, information, and referrals to shelter residents, and helps organize, support, and mobilize shelter residents and formerly-homeless New Yorkers for Coalition advocacy campaigns and events. The Disability Rights Specialist must adopt a professional tone consistent with the mission and goals of the Coalition for the Homeless in providing these services.

QUALIFICATIONS: BA required. Advanced degree in a public interest field strongly preferred. At least five years of relevant advocacy, case management, and/or organizing experience required, and preference given to applicants with paralegal experience. At least one year of experience supervising staff performing field work required. At least three years of experience advocating with and on behalf of homeless and/or low-income people with disabilities to secure reasonable accommodations and structural or procedural alterations to ensure access to amenities or services is preferred. Excellent oral advocacy, writing, computer, analytical skills, and a desire to work as part of a team also required. Lived experience with a disability and Spanish language skills desirable.

REPORTS TO: Director of Government Relations and Legal Affairs

SALARY: $60,000 to $70,000 commensurate with experience and education (excellent benefits package offered)
