Public International Law & Policy Group Overview

The Public International Law & Policy Group, a Nobel Peace Prize nominee, is a non-profit organization that operates as a global, pro bono law firm providing free legal assistance to governments, sub-state entities and civil society groups engaged in negotiating and implementing peace agreements, drafting post-conflict constitutions, and establishing and operating transitional justice mechanisms. To facilitate the utilization of this legal assistance, PILPG also provides policy formulation advice and training on matters related to conflict resolution. 

PILPG has advised over 30 governments, sub-state entities, and civil society organizations involved in the negotiation and implementation of peace agreements, post-conflict constitutions, and transitional justice mechanisms, including in Bosnia-Herzegovina, Burma, Egypt, Darfur, Georgia, Kenya, Kosovo, Iraq, Libya, Montenegro, Nepal, South Sudan, Sri Lanka, Syria, Tanzania, Uganda, and Yemen. PILPG has also provided legal assistance to every international criminal tribunal.

Program Overview

Funded by the Office of the US Special Envoy for Sudan and South Sudan in the Africa Bureau at the Department of State, the Sudan Peace Process and Transition Support Program builds upon 14 years of experience working with Sudanese stakeholders in support of peace and justice in Sudan.

The current program provides support to political dialogue and the development and implementation of inclusive peace and transitional mechanisms in Sudan through consultations, capacity-building workshops, specially-tailored reference materials, and legal drafting support to key institutional and civil society stakeholders throughout Sudan. This program also continues to support ongoing Sudanese peace talks. The Legal and Technical Advisor will play an integral role in liaising with stakeholders in support of peace agreement implementation and political negotiations in Sudan.

Role of the Legal and Technical Advisor

PILPG is seeking a legal professional with a minimum of five years’ experience in peace processes and program management. The Legal and Technical Advisor shall be based in Khartoum, Sudan with regular travel within Sudan. 


The full-time Legal and Technical Advisor will coordinate closely with PILPG’s global management and legal team to provide continuous on-site support to program beneficiaries taking into consideration the existing challenges posed by COVID-19 travel restrictions. This includes providing logistical and technical support to beneficiaries in Khartoum and Sudan more broadly, including consulting with beneficiaries on technical assistance requests and identifying appropriate areas of technical support; developing a workplan on key issues for workshops; delivering specially requested reference resources to beneficiaries; coordinating participant travel to attend program activities; providing substantive direction to PILPG legal and research teams on the drafting of memoranda and supporting materials; and coordinating with PILPG experts and other project staff where necessary to co-facilitate working sessions. 


As part of overall project management, the Legal and Technical Advisor will also oversee the development and maintenance of relationships with stakeholders and clients in Sudan. This includes sustaining strong partnerships with the Sudanese opposition, Civilian Led Transitional Government, civil society leaders, nongovernmental organizations, international non-governmental organizations, and other development organizations operating in Sudan. The Legal and Technical Advisor will work with PILPG’s Executive Vice President to maintain PILPG’s law firm partnerships, and with other senior management to identify opportunities to further PILPG’s project engagement in Sudan and support proposal development as needed. Where appropriate, he or she will coordinate with other PILPG field offices on overlapping technical issues and provide written and oral briefings on behalf of the project on relevant legal and technical issues.


On a regular basis, the Legal and Technical Advisor will assist the management team with drafting quarterly reports that detail project activities, measure and evaluate project results, and make recommendations in relation to future project activities. He or she will assist with drafting materials on the project for PILPG’s website, internal circulations, and monthly law firm updates at the request of senior staff. The Legal and Technical Advisor will also oversee the financial management of project funds in Khartoum, and facilitate the visits of non-field staff, consultants, and funder representatives as appropriate.

Qualifications

Candidates should be qualified legal professionals with at least five years’ experience, or a hold a Master’s degree in law and equivalent experience. Fluency in written and spoken English and Arabic, and knowledge of the Sudanese context is required. An outstanding candidate will have completed prior overseas fieldwork and will have experience working with donor governments and with civil society leaders.


Candidates should have the capacity to conduct research, edit, and draft work product and program materials; possess strong analytical and organizational skills; and have the ability to effectively manage multiple activities in a fast-paced, challenging overseas environment. Excellent candidates will also have prior experience in financial management and in editing the written works of others to ensure professional quality and suitability. They will be responsive self-starters with the ability to solve problems independently and work closely with multiple team members located across the globe.

Salary

6,000 - 8,000 USD / month commensurate with experience
