BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Resourced Management Finance and Treasury division(RMF) continues to consolidate its role as a proactive, engaged and global partner, able to truly support and advise both the management and other functions. The Contribution Accounting & Donor Financial Reporting Branch (RMFC)’s stream of work is heavily impacted by the organization’s transition into the integrated road map(IRM). RMFC is responsible for ensuring accountability to donors on the utilization of contributions and to support financial management through the accounting for contributions, project analysis and reporting. The objectives of the Unit is to (i) Ensure timely and accurate reporting to donors, (ii) Improve financial management in accounting for contributions, income and expenditures and; (iii) Support the financial management of projects.
One of the key deliverables of the branch is the preparation of donor reports in accordance with the donor agreements. This requires in-depth insight on donor agreements, collaboration with the CO, RB and other HQ divisions. An additional resource is required to augment the existing capacity within the unit.
Under the direct supervision of the Finance Officer, the consultant will be responsible for the following tasks;
Take the lead on all activities that pertain to donor-reporting for UN and related INGO/NGO entities, including World Bank.
Review and provide inputs on new contribution agreement for UN or other International Organization related contribution from the financial donor reporting perspective.
Prepare financial donor reports for a number of donors such as ; CERF, UNTHSF, OCHA, CHF and MDTF
Processing of refunds/write-offs/write-downs/reprogramming against UN grants.
Closely work and coordinate all activities with the concerned COs/RBs/HQs units during the Resource Migration under IRM.
Conduct efficient and timely financial analysis on IRM projects with Resource Transfer
Conduct efficient, timely and more complex financial analysis on Resource Transfer.
Conduct financial analysis based on other unit's request to better utilize resources and avoid/ minimize project unspent balances
Periodic reporting for Administrative Agent using UNDG’s pass-through modality and act as the main focal point in liaising with various stakeholders, collection and consolidation of financial information required for reporting.
Draft the guideline/standard operating procedures on relevant areas.
Other duties as required by the supervisor and /or Chief of the Unit.
DELIVERABLES AT THE END OF THE CONTRACT:
Ensure accuracy and timely delivery in all tasks performed; Produces organized, accurate and well documented records confirming required format with well analysed data.
QUALIFICATIONS & EXPERIENCE REQUIRED:
University degree in Accounting or Finance
Minimum 3 year of postgraduate working experience;
Experience working in the finance or resource management or analytical function in a humanitarian institution;
Experience in preparation of donor financial reports.
Knowledge & Skills:
Ability to review a variety of data, identify data discrepancies, accuracy and attention to detail in preparation of reports, advanced Excel and data processing skills, accounting and/or finance related working experience.
