We provide comprehensive services in immigration law matters, community transition and integration, access to health and wellness, language access and proficiency, and job readiness training for immigrants and refugees. Program Overview:

Nationalities Service Center is part of the U.S. Resettlement Program and an affiliate of the U.S. Committee for Refugees and Immigrants (USCRI). NSC welcomes newly arriving refugees and aids them in securing permanent housing, accessing community resources, ensuring children are enrolled in school, and supporting adults with finding employment. NSC helps refugees beyond their initial resettlement period to adjust to their new lives in Philadelphia and the region. Refugees are provided with services to address barriers to successful community immersion. NSC provides comprehensive case management and supportive services to refugees, asylees, immigrants, victims of human trafficking and unaccompanied children.

About the Position:

The Manager of Welcome and Community Supports is responsible for several key areas within the organization: Refugee Resettlement, Housing Supports, Community Engagement and Adjustment of Status programming. Within Refugee Resettlement, the Manager is responsible for three key areas: oversight of all resettlement operations, leading of program compliance and leadership of agency efforts to ensure refugees arrive to a welcoming community with the appropriate connections, supports and resources. The Manager will provide oversight of housing services to clients through the agency and will lead efforts to ensure all newly arrived refugees adjust their status after one year.

The Manager of Welcome and Community Supports has internal contacts with the entire administrative staff and external contact with clients, visitors, representatives of other social services agencies, and the community. This position has access to sensitive NSC and client information and is expected to handle such information with integrity and professionalism. This position is expected to represent NSC in a professional manner.

The Manager of Welcome and Community Supports will report directly to the Senior Director of Program Operations and Strategic Growth and participates in department activities, as necessary. The Manager is responsible for supervising a team of ten individuals and leading the team effectively.

Primary Responsibilities:

1. In partnership with team and Senior Director, establish strong and lasting connections with key stakeholders, volunteers, groups, and providers to ensure refugees are welcomed in the community.

2. Conduct community outreach and engagement activities needed to establish strong support for refugee resettlement in the region.

3. Lead the coordination of all resettlement activities including pre-arrival, arrival, core service delivery and post-resettlement connections.

4. Lead the development and stewarding of program budgets including monitoring direct and client expenses.

5. Assist in the development of grant applicants to supplement program activities.

6. Conduct ongoing quality assurance of resettlement program services to ensure high-quality services.

7. Conduct ongoing monitoring of resettlement program activities to ensure audit and contract compliance.

8. Support advancement of Housing Supports within the agency including supervising Housing staff, maintaining strong knowledge of available housing supports and supporting the development of innovative housing mechanisms.

9. Support enhanced partnerships with landlords, complementary housing programs and other key housing stakeholders.

10. Support the ongoing operations of NSC’s Adjustment of Status program for newly arrived refugees including close coordination with NSC’s legal team, pro bono partners and other key stakeholders.

Qualifications:

NSC’s staff is comprised of individuals with diverse professional and lived experiences, fluency in multiple languages, and a deep knowledge of and commitment to the immigrant communities we serve.

Applicant should possess the following: strong communication and interpersonal skills as demonstrated by compassionate, courteous, cordial, cooperative, and professional interaction with diverse groups of co-workers, external business partners, and the community. Knowledge of basic client management procedures for determining eligibility, assessing needs, identifying resources, making referrals, following up, and documenting client interactions and proactively supporting client’s pursuit of goals. Ability to effectively interview and engage a client in appropriate programming; effectively conduct one on one advocacy and/or educational presentations; work in a team structure – demonstrating ability to collaborate and contribute to the team’s work. 5+ years of experience working within the refugee and immigrant communities. Experience within Reception and Placement programs strongly preferred. BA/BS degree from an accredited college or university in a related field of study. Master’s preferred. Overseas credentials or other commensurate experience considered. Valid drivers’ license with access to reliable transportation or eligible for shared auto program.
