Job Description

The Housing Counselor is responsible for developing and implementing homebuyer education, counseling, and advisory services for individuals and groups; for working directly with homebuyers, tenants, landlords, REALTORS, lenders, and service providers to offer pre- and post-purchase counseling, foreclosure counseling, homebuyer education, information and referrals on landlord-tenant issues, and a wide variety of other housing issues.

Duties

·        Develops and implements homebuyer and homeowner services, landlord tenant counseling, and housing information and referral services, including preparation of workshop materials and curriculum.

·        Counsels prospective homebuyers on opportunities and responsibilities of homeownership.

·        Counsels clients on the availability of home purchase and rehabilitation financing, and makes initial determination of program eligibility and housing affordability.

·        Assists clients with the mortgage application process. And processes client applications for Home Store financing programs, including preparation of HNDP loan documents and follow-up contact with clients, lenders and REALTORS.

·        Conducts outreach activities to inform the public, real estate professionals and other service providers about the program, including attendance at networking functions.

·        Tracks and distributes information on current housing market conditions, housing trends, financing tools, government programs and policies.

·        Develops and maintains a network of referral agencies.

·        Developing information on client and housing market activity for evaluation of program services.

·        Maintains accurate client records in online database and paper files; provides accurate statistical information required for grants, grant applications and monthly staff report; maintains client confidentiality.

·        Schedules clients for workshops and individual appointments. Schedules Deafnet and foreign language interpreters as needed.

·        Prepares correspondence (fax, e-mail, letters).

·        Adheres to the National Industry Standards for Homeownership Counseling.

·        Participates in professional development opportunities; maintains professional certification, to assure that clients receive a high level of relevant assistance.

·        Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the techniques of housing counseling; Federal, State and local housing programs; activities and services of local and regional human service agencies; understanding of residential lending practices and the mechanisms of real property transfer. Skilled in maintaining statistical information, preparing technical reports, and in the use of a personal computer and Microsoft Office applications. Ability to convey complex information in meetings with individuals and small groups; to clients, other human services agencies and the general public. Ability to communicate effectively, orally and in writing. Ability to assess client need, and to understand and interpret laws, policies and regulations. Ability to plan and organize work; to establish working relationships with clients, civic and community organizations, other human service agencies and co-workers.

EDUCATION & EXPERIENCE:

Any combination of work and experience equivalent to a bachelor’s degree from an accredited college or university, with major work in housing counseling, residential real estate, mortgage lending, real estate law or related field and some experience in housing services or social work.

SPECIAL REQUIREMENT: Must be HUD certified or able to become HUD certified within 3 months.

PHYSICAL CONDITIONS & NATURE OF WORK CONTACTS:

Work is typically in an office or classroom setting and requires frequent contact with clients, outside agencies, private housing providers and the general public. Housing Advisor regularly operates a computer and must be able to legally operate a motor vehicle.

Job Type: Full-time

Pay: $43,000.00 per year

COVID-19 considerations:

We are only allowing clients with scheduled appointments to come into the office. The office area is cleaned and sanitized. We have hand sanitizer, wipes, gloves and masks. Each counselor office has a clear plexiglass divider in place.
