Position

CORE Districts is a nonprofit organization dedicated to raising student achievement through collaboration among eight California school districts. Additionally, CORE operates a data collaborative service to close to one third of California’s students. Our work focuses on strengthening the collective efficacy in school systems and improving outcomes for students, especially those students that have been traditionally underserved. CORE is at an exciting phase of development, and we are seeking a Program Specialist for Improvement Measurement and Knowledge Management to support our CORE-sponsored improvement communities and to enable district “self-service” improvement work. CORE is currently operating an improvement community focussed on closing math achievement gaps, and will be launching a second community addressing 9th grade on trackness. For these communities, CORE acts as a hub organization, creating the general structure, facilitation professional learning, and providing tools and strategies to support improvement work.


Reporting to the Chief Strategy Officer, the Program Specialist for Improvement Measurement and Knowledge Management (hereafter, Program Specialist) will work collaboratively with the CORE Improvement Team, district improvement team leads and local (school) improvement team leads on two key, related areas:


  • Improvement measurement: While CORE has a system for looking at and analyzing annual data, measurement for improvement requires frequent data that is specific to areas of focus for local improvement teams. Improvement measurement includes process measures, formative assessment and the like.
  • Knowledge management: Supporting a large network of improvement teams involves managing an array of knowledge from tools and resources, to the capturing of learning, improvement measures and progress by improvement teams. CORE is launching an Improvement Management System in SY 2018-19 (by configuring Salesforce with a third party expert - Acumen Solutions) to meet these needs.


We are seeking a proactive learner who is passionate about CORE’s mission, has practical measurement experience in education,and who will thrive in our dynamic startup environment. The Program Specialist must effectively manage numerous responsibilities at a given time and be available for travel. The Program Specialist will leverage people, processes, and technology to develop tools and resources, and enable the team to identify challenges and then find solutions that result in quality program deliverables to our partner districts.

Responsibilities

The Program Specialist will be responsible for the following:


Practical measurement for improvement - tools, resources and training

  • Collaborate with the CORE Improvement Team to develop and/or curate practical measures and practical measurement tools for local improvement teams to utilize in their efforts. Examples include mini-surveys, exit slips, observational tools, and the like.
  • Organize the measurement system for each of CORE’s improvement communities.
  • Develop resources (e.g., training guides) to help CORE team members and practitioners utilize CORE’s measurement system.+
  • Provide technical assistance to district improvement leads and local improvement leads on the implementation and interpretation of measures for improvement.

Knowledge Management System

  • Collaborate with CORE’s partners at Acumen Solutions and the Chief Strategy Officer to implement CORE’s Improvement Management System, including guiding the initial configuration and launch of the system.
  • Collaborate with Acumen Solutions to develop “self-help” materials for the system.
  • Provide training to CORE staff, district leads, and local improvement leads.
  • Provide “level 1” and “level 2” support to users, as well as train and collaborate with other CORE staff to provide “level 1” and “level 2” support.
  • Collaborate with CORE Improvement Team members - particularly the Director of Improvement - to curate improvement resources and tools for the system.
  • Collaborate with CORE Improvement Team members - particularly the Chief Academic Officer - to curate content knowledge for the system.

Other projects or duties as assigned.


Key Skills and Dispositions

  • Ability to create new, and curate/improve existing measurement tools and processes for improvement. Specific experience in measurement in an improvement science context in education a plus.
  • Knowledge of measurement in the context of education.
  • Effective decision-making skills, including knowing when to act and when to check in with others.
  • Ability to think strategically at the detail level, while keeping the big picture in mind.
  • Willingness to initiate tasks at all levels of the organization when necessary.
  • Attention to detail, ability to set, meet, and enforce deadlines, and ability to delegate appropriately.
  • Excellent oral and written communication skills and high level of comfort communicating one-on-one or in groups of both internal and external constituents.
  • Able to work collaboratively and harmoniously in a team setting, while also being able to work independently and self-manage toward goals.
  • Ability to work in a fast-paced environment and willing to cope with and embrace uncertainty and change.
  • Proficiency in using a range of technology and the ability to learn new technologies and software quickly.
  • Experience coaching and training others.
  • Willingness to travel.


Qualifications

  • Bachelor’s Degree required; master’s degree in public policy, business or comparable with training in statistics a plus. 
  • Experience using and configuring web-based tools such as knowledge management systems or content management systems.
  • Experience with Salesforce a plus (but not a requirement).
  • Intermediate to advanced proficiency using Excel.
