Job Summary: Central American Resource Center (CARECEN) is in search of a hard-working, creative and strategic organizational leader to spearhead its organizing, policy and advocacy programs.  This position will lead CARECEN’s Organizing team, which works on a number of local, state, national and transnational campaigns and activities that are designed to amplify the voice of Central American immigrant families and refugees.

CARECEN’s Mission: The Central American Resource Center (CARECEN)’s mission is to empower immigrants by defending human and civil rights, working for social and economic justice and promoting cultural diversity. 

Organizational Background: The Central American Resource Center Los Angeles (CARECEN LA) is the largest Central American immigrant rights organization in the U.S. CARECEN, its members and clients are at the forefront of immigrant and refugee rights at the local, national and transnational levels. Besides participating in various community-led campaigns to fight for education equity and worker and migrant rights, CARECEN also offers a variety of services and programs. CARECEN has two areas of work – 1) Immigration Legal Services and 2) Organizing, Policy and Advocacy programs. The Immigration Legal Services Department provides services including work permits, Family Based petitions, Naturalization, VAWA, U-Visa, T Visa, DACA, SIJS, and Removal Defense representation for Unaccompanied Children, Detained, and Non-Detained adults and refugee families. The department reaches and serves approximately 20,000 individuals a year. The Organizing, Policy and Advocacy Department conducts its programs within the Parent and Youth and Day Labor Centers. This area of work includes leadership training and development, support services and direct action in local, statewide, national and transnational campaigns. The team works on key issues affecting the community we serve such as immigrant and workers’ rights and education equity. 

Job Responsibilities/Essential Functions: The Director of Organizing, Policy and Advocacy will be in charge of supervising and moving forward the implementation of CARECEN’s organizing work plan to ensure maximum impact within our community. 

Strategy, Leadership and Policy: 

• Provides organizational leadership and operational vision to CARECEN consistent with the organization’s strategy and evolving community needs

• Provides strategic input about the design of internal programmatic infrastructure and the expansion of existing or new programs or campaigns 

• Provides leadership in development of inter-team communication and cohesiveness, sustaining culture and supporting staff during organizational growth

• Develops and maintains relationships with a wide range of stakeholders, including CBOs, government officers, elected officials, and funders, among others

• Represents CARECEN at meetings regarding development and operations to maintain and grow relationships, attract resources and enhance CARECEN’s reputation

• Helps guide organization’s policy advocacy efforts; analyze and propose changes to relevant local, state and federal legislation affecting immigrants and refugees; review and draft proposed legislation affecting immigrants at local, state and federal level; present and defend legislative proposals sponsored by organization in various settings

Primary Responsibilities:

• Works with Executive Director, leadership team and staff to develop and implement CARECEN’s organizing, policy and advocacy vision, priorities and work plan 

• Supervises organizing team and provides day-to-day support

• Provides strategic direction to organizing team and supervises team day to day activities

• Keeps team updated on important decisions that will affect organizing efforts

• Acts as a representative and spokesperson for CARECEN 

• Supports fundraising efforts and activities 

• Develops and maintains an effective team through the hiring and training

• Identifies training needs, provides direction and professional development opportunities, as well as planning, assigning and directing work

• Addresses complaints and resolves issues, including evaluation and discipline up to termination

• Develops and maintains a program for sound employee relations with all organizing team employees

• Other duties as assigned by supervisor

Our ideal candidate will have the following required skill/qualifications: 

• Strong organizational skills and ability to track multiple projects simultaneously

• 4-8 years policy, advocacy and/or organizing experience 

• Fundraising background/experience

• Policy and campaign management experience 

• Knowledge of issues on local, state, national, and international level that affect the Central American and Latino immigrant communities  

• Ability to travel locally, domestically and internationally

• Technologically savvy. Familiarity with managing databases and experience using social media as an organizing tool 

• Excellent written and oral communication skills (internal and external). Experience with public speaking a plus

• Experience leading a team and setting high standards of work quality 

• Significant experience working with coalitions or stakeholders 

• Bilingual, English & Spanish 

• Excellent leadership skills and commitment to immigrant communities and social justice and demonstrated commitment to CARECEN’s mission and goals 

• Strategic thinker; can put theory into practice; results oriented 

• Proven ability to work collaboratively with others in a shared leadership role 

• Effective group facilitation skills 

• Strong interpersonal skills, sound judgment, self-motivated and ability to motivate others

• Applicants should be ready for a demanding but collegial atmosphere

• Applicants should also be self-starters and have excellent time management skills

Classification and Work Schedule: This is a full-time, exempt position. Office is located at CARECEN’s central Los Angeles headquarters. Office hours of operation are 9:00am to 5:00pm, Monday – Friday, with flexibility required based on the needs of the organization. Exempt employees do not receive overtime compensation, compensatory time off, or additional compensation beyond the salary assigned to the position.
