Monitoring, Evaluation, Accountability and Learning Specialist for Latin America and the Caribbean

The Institute for War and Peace Reporting (IWPR) is an independent not-for-profit organization that works with media and civil society to promote positive change in conflict zones, closed societies and countries in transition around the world. 


We are seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist to lead the development and implementation of a MEAL strategy in IWPR’s Office for Latin America and the Caribbean (LAC).  


The role, which can be located in Mexico City or undertaken remotely, will enable IWPR’s LAC Office to continuously improve its planning, program delivery, and development of staff, partners and program beneficiaries. The MEAL Specialist will report to the Regional Director for LAC and is subject to final funding approval by the donor.


The LAC MEAL Specialist will be responsible for monitoring, evaluation, accountability and learning and reporting throughout IWPR’s projects in Latin America and the Caribbean. The MEAL Specialist will support all project staff to collect data throughout the project to monitor the quality of outputs and to evaluate outcomes, while integrating new MEL techniques and approaches to best capture, analyse and share results in a simple and effective manner for timely decision making and learning for staff, partners and key stakeholders. 

The MEAL Specialist will be responsible for the implementation of the MSC (Most Significant Change) methodologies and developing impact reports for key project stakeholders (beneficiaries, partners, IWPR, DRL etc.) supporting cross-program learning and demonstrating changes achieved and lessons learned. He/She/They will develop programme & project specific indicators that capture both successful implementation and impact, help develop theories of change for the project and support in the documentation of methodologies, highlighting what works and where improvements are needed to ensure continued learning and encourage innovation and experimentation of new ideas based on evidence. 


The specialist will also work in coordination with MEAL staff across the institution to develop a set of standard and common indicators to encourage institutional learning and sharing across regions and departments. 


The MEAL specialist will lead trainings for project staff, partner organizations and beneficiaries on MEAL methodologies and will support the integration of new ways of measuring qualitative and quantitative impact. He/She/They will facilitate project planning sessions with staff and other stakeholders to develop logic models, portfolio or project specific theory(ies) of change, and program ideas for the development of funding proposals, and will be responsible for the development of indicators for those programs. 


Duties and Responsibilities

  • Work with IWPR’s Global MEL Specialist to strengthen the LAC office’s organizational MEAL framework (approach, principles and tools). 
  • Coordinate with LAC Project Managers and the Regional Director to ensure that MEAL is integrated across all areas of work. 
  • Coordinate with LAC Project Managers and the Regional Director to ensure that teams and consultants are delivering the M&E related services, ensuring that workloads are manageable and products are of high-quality. 
  • Actively champion a vision for MEAL and a learning culture within the LAC office. 
  • Lead capacity building and training in MEAL best practices, tools and techniques, providing technical support and contextually relevant capacity building to LAC staff and partners. 
  • Lead the design of MEAL plans and provide accountability for delivery of agreed activities and outputs. 
  • Coordinate with IWPR’s Global MEL team to ensure that the LAC office is capturing impacts and change within institutional strategic areas including measurement, tracking and documentation of organizational impact. 
  • Support communications efforts, including collecting information and writing impact reports for website and social media, to ensure that IWPR’s work in Latin America and the Caribbean is promoted and well known. 
  • Work with global and regional teams to ensure that staff are continuously updating their knowledge and learning from each other. 
  • Recruit and oversee consultants and/or subawards related to delivery areas not covered by IWPR staff. 
  •  Develop innovative ideas that respond to the changing needs of our constituents. Support regional and global institutional development efforts. 
  • Provide support and cover in the absence of project members f to enable continued program delivery. 
  • Lead the development/updating of regional or project specific theory(ies) of change


Education

  • BA in International Development, Human Rights, International Relations, Project Management, other Social Sciences or other related fields required. MA or other post-graduate capacities in relevant fields is desired. 


Required Experience

  • Proven track record of successfully working on projects focused in Latin America and the Caribbean. 
  • Minimum of 4 years of professional experience in MEAL related activities within an NGO or comparable environment. This can include project development and implementation with a substantial focus on M&E. 
  • Experience of developing, supporting, and implementing a range of MEAL systems and tools with communities and implementing partners.  
  • Design and delivery of evaluations of complex development programs. 
  • Significant experience of collating, analysing and presenting evidence using quantitative and qualitative methods. 
  • Experience of theory of change development, freedom of the press or human rights programming desired. 


Skills and Abilities

  • Advanced English and high-level Spanish written and spoken skills are essential; Written and spoken Portuguese would be advantageous.
  • Excellent project and report writing skills. 
  • Adept decision maker and problem solver with a high level of attention to detail. 
  • Ability to effectively influence at all levels both within the LAC office, IWPR’s global staff and outside the organization. 
  • Excellent interpersonal and communication skills to facilitate effective discussions and maintain productive relationships with a broad and diverse group of colleagues, donors and partners. 
  • Knowledge of best practices for MEAL and a good critical grasp of the latest thinking in the sector, tools, codes, standards and practice. 
  • Advanced computer literacy in Word, Excel, PowerPoint and applications relevant to MEAL. 
  • Willingness and ability to travel internationally as required (and as possible due to COVID precautions and restrictions). 
  • Willingness to work with colleagues remotely across time zones.


Compensation

Commensurate with experience. Salary Range $2,500-$3,500 per month. 


Job Location

Mexico City or remote working (working within the core business hours of 09:00 to 17:00 CST.
