The Opportunity

The Director, Talent will successfully lead the vision setting, planning, and integration of CEO’s talent acquisition, total rewards, and HR compliance and operations functions. Reporting to the Senior Director, Employee Experience, and collaborating with other key stakeholders with Employee Experience and across the organization, the Director, Talent will build, refine, and strengthen current talent strategy, processes, policies, and workflows to support a growing dynamic organization and high performing team. 

Areas of oversight will include compensation, benefits, wellness, hiring and onboarding, and HR administration and compliance. They will drive CEO’s values proposition to candidates, our market competitiveness across the sector, and employee retention by ensuring our talent initiatives foster an engaged and thriving workforce upholding CEO's commitment to its mission and values.

The Director, Talent will bring to this role a track record of success around meeting performance goals and outcomes, a proven commitment to equity, diversity and inclusion, the ability to thrive in a high volume, fast-paced and team-oriented environment, and ability to align talent lifecycle components with organizational goals.

CEO's Staff Vaccination Policy

CEO has implemented an org-wide vaccination requirement that requires all new staff to be fully vaccinated or to have received one dose of the Pfizier or Moderna shot before their first day of work. We have made this decision for the safety of our participants and employees and to enhance our ability to continue to provide the vital services we offer to our participants. As part of the onboarding process, new hires will be asked to submit proof of vaccination status prior to their first day of employment. 

 

Who We Are

The Center for Employment Opportunities (CEO) provides employment services to people with recent criminal convictions. Across the United States, over 6,000 people participate in CEO each year, transitioning to employment that supports themselves, their families, and their communities.

What began as a demonstration project of the Vera Institute of Justice in the 1970s to address employment barriers facing the formerly incarcerated following release in New York City has grown into the leading reentry employment organization in the country, where over 25,000 formerly incarcerated individuals have secured full-time employment since 1996. In 2016, CEO embarked on a 5-year strategic plan to grow to serve 9,000 participants annually. 

 

Who You Are

  • You have 7+ years of progressively responsible professional and leadership experience in senior talent or human resource positions, including oversight of 2+ core functions noted above and managing to high performance
  • You have demonstrated leadership experience with strategy and execution
  • You have demonstrated success coaching and mentoring direct reports, peers, and senior leaders
  • You have a deep knowledge of regulatory requirements including ERISA, COBRA, ACA, FMLA and PFL; ability to apply knowledge to assess/align programs for compliance
  • You have compensation and benefits design and administration experience, including 403b and vendor management
  • You have experience with ADP HRIS and payroll functions
  • You have the ability to serve as a strong team leader, manager, coach, and relationship builder, as well as an agent of change that can tolerate conflict in a diverse organization
  • You are able to effectively structure and facilitate strategic decision-making processes; responsibly makes informed decisions to improve organizational health and impact 
  • You are able to effectively prepare for and guides teams through change and transition, both small and large
  • You are a practitioner of equitable and inclusive talent practices and policies and strategies; record of success in building diverse, engaged workplaces
  • You have the ability to simultaneously manage multiple large and complex projects and priorities
  • You have strong communication skills including the ability to deal with confidential, sensitive information and situations with empathy and tact, responding appropriately
  • You have adaptive strategic thinking and problem solving skills
  • You have exceptional relationship building and influencing skills, with the ability to develop trusting relationships at all levels and across all identities and develop plans that represent organizational needs
  • You have the ability to thrive within a fast paced, collaborative, and learning-oriented environment
  • You have a deep commitment to innovation and a strong sense of how to use technology, data, and systems to improve service and efficiency

 

What You’ll Be Responsible For

Key responsibilities of the (title) include but are not limited to:

Talent Strategy and Team Leadership

  • Develop, articulate, and oversee implementation and evaluation of a comprehensive talent strategy with defined benchmarks in alignment with CEO’s strategic objectives, initiatives, and budget guidelines
  • Lead Talent Acquisition, Compensation, Benefits, and HR Operations teams to implement and envision initiatives that support the strategy, integrate workflows and system, increase efficiency, and elevate team impact
  • Consider and apply industry and sector standards and practices to competitively position CEO, participating in benchmarking exercises to gather information
  • Select and deploy new HR technology and build processes and policies that enable a seamless and efficient experience throughout the employee lifecycle
  • Build and lead team to measure progress against hiring and key talent process analytics, ensuring timely and accurate reports and providing insight to key stakeholders to inform decision making 
  • Recruit, interview, hire, train, coach and support Talent team leads
  • Serve as a strategic advisor, functional expert, and coach to the EX team, senior leaders, and across the organization regarding key organizational matters
  • Serve as an active and proactive contributor and collaborator of the larger Employee Experience team, including leading team meetings, lending expertise, and supporting colleague projects

HR Operations / Compliance and Administration

  • Lead team to plan, lead, develop, coordinate, and implement policies, processes, training, initiatives, and surveys to support the organization’s human resource administration, compliance, and strategy needs
  • Ensure CEO’s onboarding and offboarding experiences provide employees with a cohesive, values-aligned, compliance-grounded, and customer-friendly introduction and exit to/from the organization
  • Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance
  • Lead team to provide reports, documentation and filings to ensure compliance with all benefits related regulations
  • Oversee Benefits team in administering CEO’s 403(b) plan, including enrollment activity, terminations, plan changes, loans, and communications to employees

Talent Acquisition Strategy and Administration

  • Collaborate with senior leadership to understand the organization's growth goals and strategy related to staffing, recruiting, and retention
  • Ensure CEO’s recruitment strategy attracts a robust and diverse pipeline of talented candidates for open positions and supports effective and equitable hiring, including proactive research, outreach, and landscape assessment to build diverse active and passive talent pipelines
  • Lead the TA team to continue to refine recruitment process for open positions; work with leadership to understand the competencies and experiences required for successful performance in the vacant positions
  • Lead team to evaluate and provide insights on recruitment standards and best practices to hiring managers and interview teams
  • Work with the Culture and Engagement Team to pull and analyze hiring and employment data, metrics and visualization analytics to inform goals
  • Ensure a positive, smooth and efficient recruiting process both internally and externally; create a top-notch candidate experience through transparency and speed

Total Rewards Strategy and Administration 

  • Lead teams to develop CEO’s total rewards strategy and initiatives
  • Lead team to design, evaluate, select in consultation with committees, and communicate employee benefits, including health insurance, voluntary, disability, retirement plans, etc., that drive benefits strategy forward
  • Build on CEO’s total rewards program and strengthen CEO’s total rewards package
  • Ensure CEO’s compensation, wellness, and benefits offerings are market-competitive, reflective of our values and meet our employee’s needs, create a robust value proposition that attracts and retains top talent, and are administered in a way that ensures employees maximize offerings
  • Ensure our compensation, benefits, and job titling benchmarking data and guidance is market-aligned and market-competitive
  • Partner with the Senior Director of Employee Experience and the Chief Operating Officer in engagements with the Compensation Team on matters related to competitive and equitable pay practices for employees and executives
  • Oversee the creation, deployment, and integration of total rewards policies and practices to staff and managers

 

Compensation and Benefits  

The salary range for this position is $96,000-130,000 annually CEO's compensation philosophy considers a variety of factors including experience, internal equity, and the labor market associated with the city in which the position is located. The labor markets associated with the cities in which CEO is based are variable, and the salary range included here reflects this. Our salary offer will fall within this range and will be reflective of the labor market of the city in which the position is based, as well the other factors named above. 

We recognize that salary is a part of the overall compensation package and are happy to provide a comprehensive benefits package, including medical and dental coverage, and professional development opportunities to our staff.
