Associate Director

Pennsylvania’s leading progressive public policy organization is looking for a senior level leader to assume the position of associate director.

Based in Harrisburg, Pennsylvania, the Keystone Research Center (KRC) and Pennsylvania Budget and Policy Center (PBPC) (www.krc-pbpc.org) offer a dynamic environment in which research, outreach, and organizing are put to work to improve the economic well-being of low- and middle-income Pennsylvanians.

The Keystone Research Center (KRC) is a nonpartisan 501(c)(3) nonprofit organization created in 1996 to conduct research and policy analysis to promote a more prosperous and equitable Pennsylvania. Since then it has become the leading source of independent economic analysis in Pennsylvania. KRC is a founding member of the Economic Analysis Research Network (EARN).

Launched formally in 2007, the Pennsylvania Budget and Policy Center works on a broad range of policies, including state and local taxation, health care, education, and other social and fiscal policies. The Center is a project of KRC and a member of the State Priorities Partnership coordinated by the Center on Budget and Policy Priorities. PBPC’s vision aims to broaden and deepen democracy in Pennsylvania to establish a system of taxation that is fair and progressive and that raises sufficient revenue to support quality and equitable education at all levels, a sound infrastructure, and a strong safety net to protect our most vulnerable citizens. PBPC does policy analysis, public advocacy, and organizing through its We The People, The 99%, and Why Courts Matter campaigns.

The two organizations are part of a unified structure led by an executive director and deputy executive director who also lead the KRC and PBPC brands respectively. The two organizations seek to hire an associate director to help oversee the entire operation.

This new staff member will have primary responsibility for project management—so that the major projects of the organization move forward effectively—and for ensuring that decision-making and communications among staff are efficient and clear. They will have major responsibilities in fundraising, including grant writing and reporting, and staff operations. They will also help the deputy executive director to coordinate the research, advocacy and agenda setting, and mobilization work of KRC and PBPC. In sum, a primary goal of this new staff member is to help the executive director and deputy executive director devote more attention to long-term planning and strategy and managing relationships with political leaders, and other organizational partners.

Responsibilities:

  • Fundraising: working with executive and deputy directors to
  • develop fundraising strategy.
  • write grant proposals and grant reports.
  • Managing KRC / PBPC Staff: working with executive and deputy directors to
  • clarify and track roles and responsibilities.
  • assign project managers and tracking projects.
  • develop three-month and yearly plans.
  • Coordinating policy analysis, agenda-setting, and mobilization work; working with executive and deputy directors to
  • be a thought partner in developing KRC / PBPC political strategy.
  • ensure that policy analysis supports and agenda-setting and mobilization.
  • track requests for policy analysis from legislators and advocacy partners and connecting them to research team.
  • provide guidance to and support for PBPC campaigns.

Requirements:

  • Experience in political advocacy and sound political judgment
  • Strong management skills
  • Strong writing skills
  • Excellent oral communications skills
  • The ability to work with groups and coalitions
  • The ability to set and meet deadlines
  • Knowledge of state public policy sufficient to do effective advocacy
  • Commitment to social and economic justice and a collaborative work style
  • Knowledge of the Pennsylvania political landscape or sufficient political experience to quickly find their way in that landscape

Qualifications:

  • Master’s degree preferable
  • Minimum of eight years of experience in government, politics or nonpartisan advocacy
  • Managerial experience

Compensation:

Competitive salary in the range from $75,000 to $90,000 based on experience. KRC offers generous benefits, including 100% employer-paid health care, retirement benefits, and generous leave and vacation policies.
