NARAL Pro-Choice Massachusetts (NPCM) seeks an energetic, strategic, and innovative person to serve as our full time (40 hours a week) Director of Government Affairs. The Director of Government Affairs is responsible for driving NPCM’s legislative agenda and regulatory work to expand reproductive freedom in the Commonwealth through engagement with the executive and legislative branches and developing strategy and executing NPCM’s agenda to achieve tangible, measurable results. The Director of Government Affairs will work closely with the Political and Field Director and the Executive Director to guide strategic political decisions for the organization. The Director of Government Affairs is a critically important role at NPCM who must be able to work collaboratively with allies in the space but, also, work with NPCM leadership and external stakeholders to develop and execute long-range plans to transform reproductive freedom in Massachusetts.

Our mission is to develop and sustain a grassroots constituency that uses the political process to guarantee every person the right to make personal decisions regarding the full range of reproductive choices, including preventing unintended pregnancy; bearing healthy children; and choosing safe, legal, accessible abortion.

Job Description

Reporting to the Executive Director of NPCM, the Director of Government Affairs will create and implement the organization’s legislative and regulatory agenda. Responsibilities include but are not limited to: 

  •  Serve as NPCM’s chief lobbyist, responsible for cultivating and maintaining relationships with leaders on Beacon Hill and in the executive branch to advance reproductive freedom in our state;
  • Lead the development of policy and advocacy initiatives to expand reproductive freedom in Massachusetts, including drafting legislation and regulations as well as analyzing proposed legislation to determine the possible impact on reproductive freedom; 
  • Create and implement strategies for passing legislation to advance reproductive freedom and defeating anti-choice initiatives with a focus on organizing NPCM members around legislative priorities, including 
  • Building and managing coalitions to advocate for or against legislation;
  • Overseeing the preparation of talking points, fact sheets, and testimony for all relevant legislation and regulations;  
  • Targeting constituent and in-district meetings with legislators for NPCM members;
  • Work with coalition partners to coordinate political and outreach strategies and messages; and
  • Create strategies for targeted organizing and membership building efforts in key legislative districts in conjunction with NARAL programmatic staff.
  • Represent NPCM at advocacy coalition meetings to advance NPCM policy priorities;
  • Supervise the Communications team in the development of communications strategies based on organizational government affairs work;
  • Collaborate with NPCM’s Field and Political Director to drive membership engagement with NPCM’s legislative and regulatory work as well as our public education and research efforts; and
  • Work collaboratively with the Chair of the NPCM Board of Directors Public Affairs Committee to drive board-level engagement and input on NPCM’s legislative and regulatory agenda.

The Director of Government Affairs is a full-time, 40-hour per week, exempt position. The salary range is $65,000 - $75,000, in addition to a generous benefit package including health and dental insurance and a retirement account with employer match.
