Project Mission: The American Bar Association (ABA) Immigration Justice Project (IJP) of San Diego seeks to promote due process and access to justice for indigent immigrants through the provision of no-cost, high-quality legal services for individuals appearing before the San Diego immigration court and in subsequent appeals as needed. The IJP implements EOIR’s Legal Orientation Program (LOP) at the Otay Mesa Detention Center and serves as appointed counsel for detained individuals who are found to be mentally incompetent in immigration court through the National Qualified Representative Program (NQRP). The IJP also seeks to connect unrepresented detainees and non-detained immigrants in removal proceedings with outside pro bono counsel who the Attorney Pro Bono Coordinator will mentor and train.


The IJP seeks to hire a full-time Attorney Pro Bono Coordinator to coordinate comprehensive and compassionate provision of representation to detained and non-detained indigent immigrants in removal proceedings in San Diego, California.


*Recruitment and coordination of outside pro bono attorneys who will provide:

  • Representation in removal and bond proceedings before the Immigration Court;
  • Representation in appellate proceedings before the Board of Immigration Appeals (BIA);
  • Representation in any case-related work relating to the services above before United States Citizenship and Immigration Services (USCIS);

*Providing and coordinating training sessions to outside pro bono attorneys;

*Mentoring outside pro bono attorneys on IJP case placements;

*Coordinating outside pro bono attorney access to interpreters and potential experts;

*Coordination of detained and non-detained clinics to identify potential pro bono cases, including:

  • Logistics coordination
  • Issue spotting related to relief eligibility including understanding of the effects of prior criminal contact and need for post-conviction relief where applicable; and
  • Creation of pro bono candidate “one-pager” case summaries containing basic facts, relief options, and relevant caselaw.

*Develop and cultivate relationships with Pro Bono Counsel at local and national law firms;

*Maintenance of a minor caseload to stay abreast of current local trends and changes in the law;

*Other related services including collaboration with family and release coordinator to provide holistic services necessary to prepare clients for release from custody; and

*Data reporting.



The Attorney Pro Bono Coordinator must share IJP’s mission of promoting due process and access to justice for all immigrants. The Attorney Pro Bono Coordinator must exhibit compassion, strong writing skills, excellent communication skills, strong familiarity with immigration law, particularly removal defense, as well as the ability to work under pressure and as part of a team. The Staff Attorney must be fluent in Spanish, have a law degree, and be in good standing with a State Bar (California preferred).


Practice experience of at least 1-3 years in immigration removal defense. Experience working with volunteer attorney’s and pro bono/public service counsel preferred.
