Organizational Overview:

The SEIU Healthcare 1199NW Multi-Employer Training Fund (Training Fund) is a non-profit, labor/management partnership between eight major healthcare employers and the largest healthcare union in Washington State.  The Training Fund was formed in 2008 and is a statewide program that addresses the workforce needs of participating employers and supports the career, knowledge, and skill aspirations of SEIU Healthcare 1199NW members.  The Training Fund is the sponsor of the state registered Health Care Apprenticeship Consortium (HCAC) and of the Virtual Healthcare Institute (VHI).

Position Overview: 

The role of the HCAC Partnership Developer & Community Liaison will be to support the successful expansion of Health Care Apprenticeship Consortium (HCAC)/Training Fund apprenticeship programs across Washington State. This position will be responsible for the promotion and expansion of the program for the entire State and will engage with employer partners and government and state agencies.  Although the position will require engagement with businesses across the state, the largest portion of the employers are within the Puget Sound region of Washington State.  The role performs a wide range of duties including some or all the following:

Essential Job Functions: 

Incumbent must have the skills, abilities and judgment to perform the following essential job duties and responsibilities, with or without reasonable accommodation:

• Identify and cultivate Washington State hiring partners for the purpose of securing apprentice placement from initial meeting to securing signing of apprenticeship agreement forms and ongoing support through the duration of the apprenticeship program.  

• Meet regularly, in a variety of setting, with employers to develop, steward and manage strong positive relationships with employers and community partners 

• Support the planning and delivery of registered apprenticeship and related activities

• Develop and implement long-term strategic plan to achieve the successful outcome and scaling of the program, identifying and maintaining key relationships to ensure success

• Facilitate consistent and high-quality delivery of Health Care Apprenticeship Consortium (HCAC) programs across state/region 

• Engage with strategic partners and key stakeholders to ensure effective program delivery that meets their needs

• Ensure that program activities comply with all relevant legislation and professional standards

• Deliver employer commitments and required hiring documentation to reach stated objectives

• Maintain outreach records via Salesforce 

• Work with and communicate at high, mid and entry levels of organizations to develop and gain program support from employers

• Create strategic partnerships with and through healthcare and behavioral health industry leaders and key stakeholders including, but not limited to, regional Accountable Communities of Health, Managed Care Organizations, professional associations, relevant advisory councils, and government/state agencies such as the Workforce Training Board, State Board of Community and Technical Colleges,  Department of Health, Health Care Authority and Division of Behavioral Health and Recovery, and regional Workforce/Worksource councils and contractors. 

• Perform high-level account management and relationship development with strategic employers

• Publicly deliver presentations to recruit participants and employers generating awareness, and ultimately, signed commitments for scaled apprenticeship placements

• Work with the Training Fund staff to ensure program delivery as prescribed

• Be able to speak to all Training Fund offerings and understand how the apprenticeship programs integrate with other Training Fund offerings

• Support program delivery, possibly including interviewing candidates

• Identify and cultivate creative partnerships that can serve in the delivery of the program

• Act as a strong public voice in the State as an advocate of the registered apprenticeship system and its value to non-traditional sectors

Location:

This position is based at the Training Fund Office in Renton, Washington.  The position will require a considerable amount of direct “in-person” involvement with employer and community partners at a variety of locations; other portions of this role will be split between doing remote work and the Training Fund office.  Note: current COVID restrictions will require a higher level of remote work.


Required Skills and Experience:

• 10 years of experience with 3 years in a business development lead role, or strong behavioral health leadership experience, with active network of employers;

• Experience in behavioral health sector and understanding of behavioral health environment and funding and business practices;

• Demonstrated success in business development and key account management with comfort presenting to senior level healthcare and business professionals about the apprenticeship program;

• Experience working with multiple stakeholders including government, education and private sector;

• Ability to work with and advance engagement with labor unions and staff and to collaborate effectively in labor/management settings.

• Experience with target performance metrics;

• Proficient using technology as a management reporting tool;

• Experience working with a high-performance, collaborative, constructive peer group;

• Experience working with a broad range of collaborative partners at multiple and varied skill levels and experiences;

• Excellent verbal and written communication skills with exceptional attention to detail;

• The ability to work with diverse constituencies, maintain diplomacy, and negotiate successfully;

• High proficiency in Microsoft Office Suite, databases and student information systems;

• Personal qualities of integrity, credibility, and a commitment to, and passion for, working in a mission driven organization;

• Commitment to personal growth and development on issues of racial equity and diversity, and to advancing diversity, equity and inclusion workforce access;

• Flexibility regarding hours; weekend and/or late hours will be required;

• Ability to travel as needed;

• Successful completion of background check is required;

• Valid Washington State Driver License and access to a reliable insured vehicle.


Desired Skills and Experience: 

• Experience or understanding of unions and ability to work in a labor/management environment.

• Experience working with and selling into c-suite leadership in health care settings, or other business and labor settings

• Experience working with diverse populations; understanding of accelerated learning platforms and/or education or apprenticeship programs 

• Experience or knowledge of registered apprenticeship as a system

• Experience working with Salesforce

Educational Requirements:  

• BA/BS degree required; advanced degree preferred.
