Position Title: Division Director – Neighbors First Individuals

Reports to: Chief Clinical Services Officer

Category: Exempt - Administrative

Location: Neighbors First Individuals Division Office

Hours: Monday – Friday 9:00 AM – 5:00PM flexible, addresses On-Call emergencies as needed, evenings and weekends as necessary

We provide outreach, hospitality, health care, case management, housing, job placement services, and advocacy.  Summary:

The Neighbors First Individuals Division Director leads the Neighbors First Individuals management and case management team in providing permanent supportive housing and intensive case management services to individuals experiencing homelessness or at risk of experiencing homelessness in DC using a Housing First Model. The Division Director will supervise the Neighbors First Individuals Management and Case Management Teams, provide training to staff, and ensure all program policies and procedures of the Human Care Agreement are adhered to. The Division Director helps ensure that homeless individuals maintain housing and rebuild their lives relying on their own strengths, using wraparound resources in a holistic, participant-driven process. The Division Director collaborates with partnering agencies to ensure stabilization and self-sufficiency of all program participants. The Division Director serves as the Program Manager and Clinical Supervisor of the Neighbors First Individuals team.

Responsibilities:

General Operations 35%

●      Ensure program operations are within regulations established by the Federal Government and the District of Columbia that govern the service delivery to persons experiencing homelessness (HSRA).

●      Ensures adherence to all Department of Human Services (DHS) Human Care Agreement (HCA )contract guidelines.

●      Communicates directly with DHS program monitor regarding clinical updates, unusual incident reports, etc.

●      Attends monthly DHS provider meetings, including monthly one to one meetings with program monitor through DHS.

●      Facilitates weekly staff meetings and monthly Clinical Group Supervisions along with Assistant Director and Program Coordinator

 Program Development 5%

●      Ensures continuous program development in keeping with new trends in the field.

 Management 50%

●      Provides direct supervision to Assistant Director and Program Coordinator, as well as to the case management team as needed. Provides indirect supervision to up to 14 staff.

●      Ensures administrative tasks are completed in accordance with contract requirements, i.e. submission of case notes, Service Plans, Biopsychsocial Assessments, etc in the QuickBase/Housing the Homeless (OCTO/HTH) database system

●      Manages the submission of monthly and quarterly measurement and evaluation of program.

●      Provides clinical oversight of program, including quality assurance/improvement; direct clinical supervision as needed, and clinical/programmatic training.

●      Participates in multidisciplinary meetings and regular supervision.

●      Participates on Board Committees with the approval of the President and Board.

●      Attends all required yearly trainings outlined in HCA.

 Contract and Grants Management, Reporting 10%

 ●      Oversees contract requirements for the Division, ensuring the team meets goals in accordance with the HCA through DHS,

●      Manages and develops program policy and procedures as it relates to program rules and staff protocol, including overseeing data collection, evaluation, and reporting within various systems, including the OCTO/HTH and HMIS database system.

●      Oversees grant funded projects and collaborates with the Development team to participant in grant writing activities.

 Community Relations

●      Acts as a liaison with community stakeholders

●      Collaborates with external agencies towards ending homelessness

●      Advocates for homeless individuals and families

●      Performs all other duties as assigned.

 Education and Qualifications:

 ●      Master’s degree in social work or Counseling with a Licensed Independent Clinical Social Worker License or a or Licensed Professional Counselor or a Bachelors of Nursing and 5 or more total years of human service experience

●      3 + years of experience providing counseling and case management

●      2+ years experience supervising staff

●      Ability to build relationships with community organizations and government agencies.

●      Experience working with homeless individuals and families

●      Understanding of adult rehabilitation values and principles.

●      Must possess the ability to build relationships with community organizations and government agencies.

●      Understanding of Housing First Model and Permanent Supportive Housing

●      Understanding and/or experience working with chronically homeless individuals and families

●      Strong written and verbal skills.

●      Ability to work in a culturally diverse environment.

●      Strong commitment to mission, including racial equity and social justice

●      Ability to work well under pressure and as a team player.

 Physical and Environmental Requirements

Office setting with visit to participants homes

Background checks:

The selected candidate will be required to pass a criminal history background check and/or fingerprinting including FBI, MPD, CFSA.

 Specific Requirements:

Must have his/her own transportation to carry out job duties and responsibilities. The vehicle must meet legal requirements (insured, registered, etc.) and the employee must have a valid driver's license.

·       Compensation: Competitive, based on experience and ranges from $75,000 - $90,000
