POSITION OVERVIEW

The Senior Policy Analyst is responsible for assisting in the development of FPWA’s fiscal policy research portfolio and advocacy campaigns.The position requires analysis and interpretation of budget and policy priorities at the national, state, and local levels, with a focus on impacts on the social and economic well-being of low-income New Yorkers, developing accessible policy documents, and examining pending legislative and policy options.

ESSENTIAL FUNCTIONS

  • Lead research and budget/data analysis on a range of fiscal policy issue areas at the national, state, and local levels, as they relate to FPWA’s overall anti-poverty policy priorities
  • Develop and implement fiscal policy campaigns, actions, and other advocacy strategies
  • Monitor, interpret, and conduct timely analysis of relevant proposed and enacted policies and legislation on the city, state, and federal levels
  • Produce high-quality written work promoting FPWA’s policy priorities and translating complex issues for various audiences (e.g., policy statements, reports, testimony, memos of support or opposition, op-eds, fact sheets, data briefs, etc.)
  • Perform associated administrative tasks, including but not limited to: setting up for meetings and events, supporting fundraising and communications activities, producing lobby reports, and general coalition/project management and coordination
  • Work in close collaboration with the fiscal policy analyst on various projects to advance overall fiscal policy goals
  • Serve on internal project teams to provide support with policy issues, analysis, and/or advocacy strategy across teams and departments
  • Develop and deliver training and technical assistance services to various stakeholders (eg., member agency staff and policymakers) as needed

Requirements

  • Graduate degree in Public Administration, Policy Analysis, Economics, or a related field
  • Minimum of four years of related experience in social or economic policy analysis and/or advocacy
  • Fluency in national, state, and city legislative and budget processes and systems
  • Strong quantitative analysis skills and the ability to work with large data sets using spreadsheets (Excel), and statistical analysis software (SPSS, Stata, R, etc.); proficiency with mapping or interactive data visualization software is a plus
  • Deep commitment to racial and social justice with an understanding of the needs of the communities that FPWA serves
  • Proven success in developing, implementing, and managing advocacy campaigns and coalitions
  • Exceptional written and oral communications skills, with experience breaking down complex concepts - dense legislative language, budget statements, or demographic data - for use by a lay audience and policymakers
  • Proven success in project management with a proactive, nimble, and analytical approach to facilitating and leading teamwork
  • Strategic, tactful, self-aware, and authentic leader; competent relationship manager and influencer of internal and external stakeholders
  • High degree of commitment to the work and the team; sound judgement, collaborative spirit, flexible, creative, hard-working, and unafraid of challenges
