Position Summary: Education under Attack Researcher will contribute research and writing to Education under Attack 2020. Education under Attack is the flagship report of the Global Coalition to Protect Education from Attack (GCPEA). The 2020 report will be the fifth in the series that examines attacks on education, including the threat of, or actual use of, force against students, teachers, professors, education personnel, or educational facilities and materials, as well as the military use of schools and universities. It will build on two studies published by UNESCO in 2007 and 2010 and two published by GCPEA in 2014 and 2018. The study serves as a resource for those advocating stronger protections for education and implementing projects to prevent and mitigate the impact of attacks on education. The 2020 edition of Education under Attack will profile approximately 30 countries that experience the highest rates of attacks on education.
The Researcher will be supervised by GCPEA’s Research Director and Monitoring and Reporting Working Group (MRWG). The main responsibilities of the position will include desk research on attacks on education and drafting of country profiles.
GCPEA was formed in 2010 by organizations working in the fields of education in emergencies and conflict-affected contexts, higher education, protection, and international human rights and humanitarian law who were concerned about ongoing attacks on educational institutions, their students, and staff in countries affected by conflict and insecurity. GCPEA is governed by a steering committee made up of the following international organizations: Council for At-Risk Academics (Cara), Human Rights Watch, Institute of International Education, Education Above All Foundation through its program Protect Education in Insecurity and Conflict (PEIC), Plan International, Save the Children, UNICEF, UNESCO, and UNHCR. GCPEA also includes many other organizations such as Geneva Call, the Norwegian Refugee Council, and UNRWA, to name a few. GCPEA is a project of the Tides Center, a nonprofit 501(c)(3) organization, which serves as fiscal sponsor.
The Researcher will be hired on a one-year temporary contract basis. The Researcher is an exempt position. Exempt employees are expected to work the appropriate and necessary time in order to complete key assignments and related tasks on schedule. The Researcher must have authorization to work in the US.
Essential Duties and Responsibilities
- Conduct research on attacks on education and draft country profiles
- Conduct desk research on attacks on education following the methodologies established for the Education under Attack publication. This includes reviewing UN and NGO reports, engaging in phone/Skype interview, and conducting media research.
- Enter information on attacks on education into country-specific excel databases, being careful not to duplicate information
- Analyze data collected and draft country profiles.
- Review and edit existing drafts of country profiles.
2. Support work to improve the collection and analysis of data on attacks on education.
- Identify new data sources and build relationships with those collecting information on attacks on education at the national and sub-national level.
- Contributing to on-going discussions on strengthening methodologies for analyzing attacks on education.
3. Support the Monitoring and Reporting Working Group
- Help convene regular meetings with working group members and monitor their progress as needed.
- Take notes during working group meetings and draft minutes.
- Contribute to the development of MRWG workplans and support the implementation of these plans in collaboration with working group members.
4. Other activities
- Contribute to preparing op-eds, articles, blogs and press releases.
- Prepare monthly progress reports and contribute to donor reports
- Participate in Steering Committee meetings
Education and/or Experience
- Masters degree in international development, education, gender studies, or a related field
- Research experience, including conducting literature reviews/desk studies; experience with qualitative or quantitative data analysis desirable
- Previous experience in research, education in emergencies, international education, child protection, and/or human rights
- Experience working in a conflict-affected context preferred
Knowledge, Skills, and Abilities
- Strong understanding of the challenges to education in settings of armed conflict and political violence
- Exceptional writing and critical thinking skills; strong proofreading skills
- Very strong attention to detail
- Advanced skills with Microsoft excel, including the use of formulas, data validation, sorting, and filtering functions
- Experience coding qualitative and quantitative data preferred
- Excellent inter-personal skills and ability to work within a coalition of organizations with differing mandates
- Strong organizational skills and ability to multi-task and focus on several projects simultaneously
- Fluency, including the ability to read, write, and converse, in a second language preferred, particularly Spanish, French, or Arabic
The Researcher will participate in frequent telephone and email interaction, and at least bi-annual face to face interaction with Steering Committee members. In addition she or he will communicate frequently with UN and nongovernmental organizations working in the education, humanitarian, or human rights fields who engage in similar issues as the Coalition.
The Researcher will spend up to seven hours a day sitting at a desk working on a computer or speaking on a telephone. He or she will travel to countries outside the US, including potentially in conflict affected environments. The position will require the ability to travel by plane for extended periods.
The work environment when not travelling is a shared office with natural light. The office is wheelchair accessible. When travelling, the Researcher will be required to adapt to the conditions in the environment and will need to work from hotel rooms or whatever work space may be available. Meetings with partner organizations or field based practitioners may occur in locations that are not wheelchair accessible
