Background

The International Treatment Preparedness Coalition (ITPC) is a global coalition of people living with HIV and community activists working to achieve universal access to optimal HIV, Hepatitis C and TB treatment of those in need. Formed in 2003 by a group of 125 HIV activists from 65 countries at a meeting in Cape Town, ITPC actively advocates for treatment access in eight regions across the globe. ITPC believes that the fight for treatment remains one of the most significant global social justice issues. 

The project Use of TRIPS Flexibilities to Increase Affordability of Treatment for HIV, Tuberculosis and Hepatitis C Virus in Middle-income Countries aims to address a critical gap in the global HIV response: access in some LMICs and in UMICs to newer, optimized antiretrovirals (ARVs) for preventing and treating HIV. Access to newer medicines that can cure tuberculosis (TB) and hepatitis C virus (HCV), two common, dangerous coinfections, among people living with HIV, is also necessary.  Optimized ARVs are essential to reaching global HIV treatment targets, enacting the WHO ‘treat all’ recommendation and addressing the growing threat of resistance to non-nucleoside reverse transcriptase inhibitors (NNRTIs), which are widely used in first-line treatment. In light of ongoing COVID-19 pandemic ensuring affordability of potential COVID-19 treatments in middle-income countries is important component of global response.


Service Provider Scope of Work 

ITPC wishes to engage a PR and digital communications agency to design and implement a media strategy and a digital campaign. The focus will be a on specific drug, with the aim of a) pressuring the patent holder to make the drug more affordable and available, and b) to highlight a common action that a number of countries have taken, in order to access treatment for everyone in need, and which is an example other countries can follow.

Duration of service provision

-   Start date: 16 November 2020

-   End date: 31 March 2021


Deliverables

1.     Design a media strategy that effectively reaches the intended audiences in order to achieve the goals of the ITPC. This shall include securing press coverage in major publications (ideally at least 2 major global media, e.g. NYT/Guardian level), as well as other outlets, and the newswires. 

2.     Content production. The agency will develop the raw materials into a number of compelling pieces that can be placed in publications over a period of time - e.g. a lead story; opinion pieces; trade pieces; and a photo-gallery.

3.     Design a digital campaign to work across relevant social media platforms, including Twitter, Facebook and Instagram. The agency will design the strategy and concept; create assets and copywriting; and fully implement the strategy.

4.     Share key milestones or achievements throughout the work, along with a final report on reach, success and key learnings.


In your financial proposal please detail/breakdown relevant portions of the budget that correspond to each task to be delivered.

If you wish to apply to some tasks and not all, please indicate the number of each task with a corresponding budget. 

Note that ITPC may choose one or several PR agencies depending on the proposals received.


Skills and experience required (selection criteria)

-   Established agency with a reputation for delivering high-profile PR campaigns, for both small and large clients.

-   A track record in securing headlines in major publications, and the knowledge of what resonates with different editors and how to present them with what they want. The selected agency must be able to take technical information, and make it compelling and current.

-   The agency will have key media contacts in the USA and UK. Contacts in other countries, particularly project countries are desirable.

-   A client base, and previous campaigns, that demonstrate a commitment to social justice and advocacy issues.


ITPC will provide the following:

- Background information, key messages, statistics.

- New data.

- Professional photography and personal testimonies. (May also include video, tbc)

- Spokespeople for interview, for opinion piece/s and media interviews.


Method of Selection

Quality and Cost-Based Selection method shall be used to determine the winner. The following selection criteria with relative weight of criteria showed in percentages shall be used for selection for the bidders’ proposals that meet all obligatory qualification/eligibility requirements above and that essentially meet the above scope and deliverables:

1.     Experience of PR agency in delivery high-quality digital campaigns (relative weight 25%) – shall be assessed based on description of experience and portfolio of example campaigns;

2.     Track record in achieving high impact PR, including press coverage, for non-profit organizations (relative weight 25%) – shall be assessed based on proposal and portfolio;

3.     Key media contacts in USA, UK, and ideally additional countries (20%) – shall be assessed based description of experience; and evidence of campaign impact in UK, USA and any other countries as relevant

4.     Demonstrated commitment to social justice (15%) – shall be assessed based on portfolio and mission statement 

5.     Value for money (relative weight 15%) – shall be assessed based on provided quotation and scope of the work possible within.


Compensation shall be provided in partial payments on a monthly basis for work completed, satisfactory to ITPC’s quality of service. Payment will be made within 30 days upon delivery of the monthly invoice.


Instructions to Tenderers

Tender proposal validity should be no less than 60 days. By submitting the tender proposal tenderer certifies that in relation to the company no bankruptcy procedure is commenced, no criminal investigation has been currently conducted in relation to professional conduct or business activity, there is no unfulfilled obligations relating to payment of taxes or social contributions. 


Before preparing the tender proposal, tenderer should acquaint him/herself with the Template of the Agreement that is attached hereto as Annex 1.


Tenderers shall have the right to seek written clarifications on any aspect of the tender documents and receive responses from ITPC in good time before the deadline for submission of tenders, not less than 14 days prior to the deadline. 


Any firm or individual who: 

●      is bankrupt or is being wound up, whose affairs are being administered by court, who has entered into an arrangement with creditors, who has suspended business activities or who is subject  to an injunctionagainst running business by court;         

●      is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by           court, or for an arrangement with creditors or of any other similar proceedings;

●      has been convicted of an offence concerning her/his professional conduct by a court;     

●      has been found guilty of grave professional misconduct; or 

●      has not fulfilled obligations relating to payments of taxes or social security contributions; 

would be excluded from the evaluation and the award of a contract. By submitting Technical and Financial Proposal bidder certifies that no above listed situation is applicable to him/her/legal entity of the bidder.


By submitting Technical and Financial Proposal bidder-vendors (only applicable to legal entities-bidders) certifies that:

-        it is registered by a national Registrars of Companies or corresponding national official   register;

-        is registered for declaration and payment of value added tax or a similar sales tax in       accordance with national legislation;    

-        has declared taxes for staff and employee contributions;            and

-        is free from debts regarding taxes and social security contributions.
