GENERAL SUMMARY: The SF LGBT Center’s Economic Development Team seeks an experienced Financial Services Program Manager. The candidate should approach the work with a racial equity lens and have experience supporting and managing staff with diverse communities with a wide range of needs and experiences. The candidate should exemplify our team leadership values that include:

The Financial Services Manager coordinates and supports the implementation of financial services programs with the support of the Director of Economic Development including our financial capability program, first time homebuyer program, and access to rentals program. In addition, this position will work with the Director to ensure that all our Economic Development programs are building the economic security of our participants.
This position reports to the Director of Economic Development and will be supervising two additional financial services staff as well as volunteers. Overall responsibilities include staff supervision, training and development; supporting day to day programming, events, and client services (one-on-one sessions and workshops); working with the team and funders to set up program goals, budgets, and progress reporting.
ESSENTIAL JOB FUNCTIONS:
Program Management: Under the general direction of the Director of Economic Development, design and implement initiatives specifically tailored for trans/GNC/LGBTQ community members and that build the financial security of low- and moderate-income participants. These initiatives may include programming which bundle workforce development, economic security, and/or small business services.
· Develop, track, and assess annual program plans for all financial services programs
· Ensure alignment of programming with grant deliverables and program priorities
· Ensure data collection and program evaluation that measure program impact and supports reporting requirements for grants, contracts, and federal oversight from HUD.
- Lead collaboration for program outreach strategies with financial services team and marketing team including planning and coordinating outreach events; drafting of outreach materials
· Maintain relationships with collaborative partners, professional networks, and other community groups supporting collaborative programs and activities, referrals, and initiatives (including Homeownership SF and other partner organizations)
- Maintain overall communication with funders and grantors in this work, including the Mayor’s Office of Housing, HomeownershipSF and corporate funders.
- Support fundraising for the program, including maintaining relationships with funders, preparation of grant report and documents, and liaising with grantwriters to develop and submit grant proposals.
Team Management: Model and cultivate a strong and healthy workplace culture with a whole-person approach to management and supervision. Directly supervise Financial Services Specialist(s) and Associate(s) as well additional financial services program staff, interns or volunteers that join the team as the program grows.
· Provide direct supervision that ensures each staff member has ongoing support for direct service work , including tools to work with vulnerable clients and community engagement
· Create an individual work plan for each staff supervised that supports sustainable capacity for program deliverables and includes professional development strategies
- Provide internal trainings and arrange external trainings to support the professional development and build the capacity of team members in financial services
Program Delivery: Work with the financial services team to support ongoing direct services and programs.
- Provide individual services to program participants, including intakes and assessment, and follow-up services through financial coaching, rental counseling, or homebuyer counseling in line with National Industry Standards.
- Assist clients in developing a budget and setting financial goals, and produce written action plans that support the course of action that promotes the clients' best interests or the clients' choices of action
- Help clients in the implementation of their action plan, and provide ongoing casework support as needed
- Provide information to clients, including, but not limited to: bankruptcy, collection action, court judgment, credit education, credit reports, housing issues, consumer protection laws, etc.
- Facilitate monthly workshops for our First Time Homebuyer Program: Budgeting and Savings, Managing Credit and Debt, Nuts and Bolts of Buying a Home
- Facilitate monthly workshops for our Access to Rental Program: The Prepared Renter, Rental Readiness Workshop
- Develop and facilitate additional workshops as needed to support participants in increasing their financial capability and knowledge on housing options and resources
Other Duties Coordinate economic development program activities with other agency departments including resource development, grant writing, communications, data management, volunteer program, and other program teams.
- Provide reports, statistics, written narratives, and other documentation to the Marketing and Development teams
- Research and stay informed about emerging trends and strategies in in the financial services sector and housing sector
- Participate in long-term program planning for the Economic Development Department which informs the long-term strategic goals of the SF LGBT Center
- Other related duties as assigned.
· Understanding of the needs of vulnerable LGBT communities, strategies to meet their needs, and ability work with a broad range of constituents, program participants, and stakeholders representing the full diversity of the LGBTQ and allied communities.
· Commitment to the mission of the SF LGBT Center and a strong commitment to racial, social, and economic justice.
- Minimum three years' experience working in financial education, first time homebuyer programs, access to rentals, asset building, or other experience building the financial security of low- to moderate-income individuals. Also, specific knowledge of the Bay Area housing landscape is essential.
- Must successfully pass NeighborWorks Certification within 6 months of hire.
- Knowledgeable on consumer protection laws, asset building, community economic development, financial empowerment principles. Familiarity with the concepts of behavioral economics highly desired.
· Demonstrated ability to work with a broad cross-section of the LGBT community. Strong competence in transgender issues and culture is highly desired.
· Strong communication and interpersonal skills and ability to maintain confidentiality.
· Ability to work both independently and within a team-oriented organizational structure.
· Innovative and entrepreneurial approach, including solution-oriented approaches to complex issues. Commitment to alternative organizational structures and leadership models that share power and decision making with team members effectively.
· Experience in supervising staff with a wide range of work styles and a racial equity lens.
· Ability to work in a culturally diverse and fast-paced environment.
· Excellent computer skills, including experience with Microsoft Office (Word, Excel, PowerPoint, Access, Outlook). Salesforce proficiency highly desired. Experience with project management tools.
· Availability on some weeknights and weekends, as some of our programs fall on evenings and some Saturdays.
