Founded in 1999, Maryland Coalition of Families (MCF) is a statewide nonprofit with a central office in Columbia, Md., and staff located in communities throughout the state. Using personal experience as parents, caregivers, youth, and other loved ones, we connect, support, and empower Maryland’s families. Our staff provide one-to-one support to parents and caregivers of individuals with mental health, substance use or gambling issues. We also advocate to improve systems that impact individuals with behavioral health challenges. 

Overview

This is an extraordinary opportunity for an individual with extensive human services leadership and management experience. The Chief Program Officer (CPO) oversees MCF’s growing portfolio of programs and serves as a member of our senior leadership team sharing joint responsibility for ensuring the successful implementation of the agency’s goals and objectives. A significant focus of the position is oversight of MCF’s provision of family peer support and navigation services, and the build-out and support of the leadership structure required to achieve the expansion of high-quality family peer support and navigation services throughout the state. The CPO will provide senior administrative leadership to achieve effective delivery of MCF’s entire portfolio of programs, and promote the use of data to plan, manage and evaluate programs, and drive quality management activities. The position offers the opportunity to be primarily home-based with the ability to travel to our Columbia office and occasionally to our regional offices or may be based in our Columbia office with a hybrid work schedule. This position will report to the Executive Director.


Essential Duties and Responsibilities

Strategic Program Development

·      Collaborate with program leadership in developing a vision and strategy for program growth and evolution; identify and evaluate program development opportunities.

·      Oversee coordination of effort and support throughout organization for build-out of new programming, including the planning and writing of proposals.

·      Ensure MCF programming anticipates and effectively responds to changing needs of families.

·      Oversee the ongoing assessment and training of program staff and collaborate with the Director of Innovation and Strategy and program leadership to ensure that staff training supports high quality services and new programming.

·      Establish performance indicators to measure program success, quality of services and outcomes for new programs. 

·      Ensure effective implementation of new and expanded programs and initiatives.

·      Identify opportunities to leverage cross-program collaboration to strengthen MCF’s programmatic impact and facilitate collaboration within MCF’s portfolio of programs and services.

·      Facilitate collaboration between program leadership and Director of Public Policy to inform and drive systems change advocacy and policy work.                                                                                                                                              

Program Oversight and Evaluation

·      Foster a service-driven, team-oriented, learning-focused, accountable work environment within the program team.

·      Support program leadership to build their skills to effectively supervise our statewide program workforce and effectively implement performance management process to build a high-performance workforce. 

·      Ensure effective implementation of new and expanded programs and initiatives.

·      Lead the ongoing effort to use our program data and evolve MCF’s database as needed to plan, manage, and evaluate services and programs.

·      Oversee development and implementation of evaluation plan for programs and services. Establish annual program and staff goals with programmatic performance indicators and track results.

·      Lead the development and implementation of a quality management plan with measurable indicators, lead quality improvement process. 

·      Oversee contractual compliance, including monitoring of deliverables, corrective action, funder reports and program audits.

·      Support collaboration between the CFAO and program leadership to facilitate budgeting and manage spending to make optimal use of financial resources.


Qualifications

  • A passion for MCF’s mission.

·      A minimum of 10 years of experience managing behavioral health or related human services in a non-profit organization, with at least 6 years of senior leadership experience. An understanding of the needs of low-income families and those impacted by trauma.

·      Masters’ degree in human services or related field.

·      Experience building partnerships with state agencies and managing state-funded contracts.

  • Experience developing and managing budgets of $1 million or higher.

·      Strategic thinking and demonstrated success in program innovation. Track record developing new programs and taking existing programs to higher levels.

·      Experience hiring and retaining program staff and leading through transitions and growth.

·      Exceptional managerial experience, with an inclusive leadership style, skills in group process and talent for working with diverse staff using a strengths-based approach.

·      Highly developed skills in coaching management staff to manage and develop high-performance teams and develop and implement program strategies.

·      Proven track record managing within a results-based framework, delivering high quality programs, and leveraging data to drive continuous learning and program improvement.

·      Skills in program planning, project management, reporting and measurement. 

·      Experience using data to inform program evaluation.

·      Experience implementing quality systems.

·      Is mission-driven, self-directed, and can function well in a complex and evolving organizational environment.

·      Strong written and verbal communication skills.

·      In-state travel is required, current Maryland driver’s license and access to own vehicle.

·      Successful completion of a background check is required for all MCF employees.


Hours/Compensation

·      Full-time

·      Location: flexible location that may be primarily home-based with the ability to travel to our Columbia office and occasionally to our regional offices OR may be based in our Columbia office with a hybrid work schedule.

·      Salary commensurate with experience with excellent benefits package.
