The Health District is seeking a talented and motivated Human Resource Manager who can develop effective relationships at all levels, think and plan strategically, and provide hands on HR support for the organization. This position reports to the Assistant Director of the Health District and manages all aspects of the HR function, including recruitment, employee relations, performance management, employee development and training, wellness and recognition programming, policies and procedures, and all other HR administration to ensure legal compliance and organizational effectiveness. May be directly responsible for one or more HR functions, and supervises a team of two HR specialists and the Employee Development and Wellness Coordinator.

Pay Range and Status

·        $89,440 to $92,400 per year DOQ

·        40 hrs/wk

Education and Experience

·        Any combination of training and experience that would provide the equivalent of:

o  A Master’s degree from an accredited college or university with major coursework in human resources management, business or public administration, or a related field.

o  A minimum of five (5) years of professional level experience in senior level human resource management, two (2) of which should be in a supervisory role.

·        Experience in non-profit and/or government organizations desired.

·        Experience with in-person and virtual training is strongly desired.

·        Advanced HR certification is strongly desired.

·        Experience with contract administration, management, and monitoring strongly desired.

 Key Responsibilities

The Human Resources Manager:

·        Develops and implements a strategic plan for human resource management, including standard operating procedures for the organization as it relates to HR management.

·        Leads a small HR team (two HR Specialists and the Employee Development and Wellness Coordinator) and manages all aspects of Human Resources, including recruitment and selection, classification and compensation, training and development, centralized personnel records system, employee relations, employee wellness and recognition programs, performance management, and administration of various human resources management systems.

·        Directly responsible for select HR functions.

·        Ensures compliance with state and federal employment laws, including Equal Employment Opportunity, FMLA and ADA compliance, and manages the development and implementation of organizational human resources’ practices and policies.

·        Works with the Assistant Director to develop human resource policies and practices to ensure that the Health District has a diverse, qualified, productive workforce that is capable of delivering effective, efficient services.

Benefits

The Health District offers benefits to eligible employees. Additional coverage for dependents of eligible employees may be purchased.

Health

Currently, we have 3 basic plan options available to our employees for medical coverage. 

Dental

The Health District has a mandatory group dental plan for eligible employees.

Vision

A vision plan is available to employees. The Health District does not contribute towards the monthly premium for this coverage.

Retirement

The Health District offers a 401a to eligible employees. The Health District contributes 5% and the employee is required to contribute 3%. There is also a voluntary 457 plan available for the employee to designate an amount that they wish to contribute subject to the annual maximum amount allowable.

Holidays

Currently, we have 9 paid holidays available to our employees along with 2 floating holidays.

Flexible paid time off

Time off with pay is available to eligible employees to use as they choose for vacation, sick leave, or other personal needs. Flex time is earned and varies depending upon the number of hours worked weekly and the number of service years.

Employees working 30 hours or more receive 100% coverage for their premiums. Premiums for regular part time employees (between 20 and 29 hours per week) will be prorated according to the number of hours worked.
