The National PREA Resource Center (PRC) is a project of Impact Justice (IJ), funded through a cooperative agreement with the Bureau of Justice Assistance (BJA), Office of Justice Programs (OJP), at the Department of Justice (DOJ). The PRC serves as the national source for online and direct support, training, technical assistance, and research to assist adult and juvenile corrections, detention, law enforcement, and other professionals in their ongoing work to implement the National Prison Rape Elimination Act (PREA) Standards and reduce sexual abuse in confinement settings.

Summary Position Description

The PRC seeks a qualified person to serve as a Program Associate II or Senior Program Associate (depending on experience) in IJ’s Oakland, California; Madison, Wisconsin; or Washington, DC offices. PRC will also consider remote candidates who are highly qualified. This position will assist PRC staff and the Field Training Program’s (FTP) Senior Program Manager with the operation and oversight of the FTP, as well as with conference presentations and outreach on behalf of the PRC. 

 

Major Duties and Responsibilities

Under the supervision of the PRC FTP Senior Program Manager and working in collaboration with the PREA Management Office at BJA, the Program Associate II will assist the FTP Senior Program Manager and participate in all aspects of the FTP. Participation in and facilitation of FTP audits may include:

·        Planning, leading, and coordinating teleconference meetings during all phases of FTP audits, to include meetings with audit team members and host facilities

·        Providing one-on-one support and technical assistance to auditor trainees (ATs) during all phases of the FTP audit, including during onsite training audits

·        Reviewing, commenting, and providing feedback to ATs on assignments and interim draft reports

·        Assisting the lead Field Training Auditor (FTA) by writing portions of the interim audit report to be provided to the facility

·        Completing evaluation and assessment reports on ATs’ performance and conduct during the FTP audit

·        Completing post site-audit summary report

·        Working with facilities post-audit to provide explanatory detail and follow-up technical assistance. 

·        Presenting on a range of PREA topics at various conferences

·        Conducting outreach to professional associations and other organizations and individuals invested in PREA implementation and sexual safety in confinement

·        Other duties as assigned.


Level of Authority:

This position requires a high level of autonomy, communication, mentoring, and accountability. The Program Associate II will report primarily to the FTP Senior Program Manager, but will also work closely with other programmatic and administrative staff, and with consultants and advisors to the PRC.


Knowledge/Skill Requirements:

Required:

·        Advanced degree and/or 5-10 years relevant professional experience

·        Demonstrated background and/or interest in criminal justice reform and the mission of Impact Justice

·        Commitment to the human rights and safety of people in confinement

·        Advanced knowledge of the PREA standards, implementation issues, and of the Department of Justice (DOJ) implementation guidance on the PRC website FAQ page

·        Demonstrated understanding of the dynamics of sexual abuse, sexual harassment, and sexual victimization in confinement settings

·        Demonstrated knowledge and understanding of the PREA audit methodology, and at least some relevant training on the PREA audit (preferably the PREA auditor certification training)

·        Refined critical, analytical, and interpretive thinking and problem-solving, and the ability to execute assignments in a way that demonstrates a comprehensive understanding of project and task objectives

·        Strong ability to communicate orally and in writing

·        Strong organizational skills

Preferred:

·        PREA auditor certification

  • Experience conducting PREA audits and developing corrective action plans

·        Experience directing training and technical assistance service delivery

  • Experience developing and delivering in person criminal justice training

·        Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint

·        Proficiency in either Windows or Apple OS
