Position Title: Operations Manager

About The Bail Project:
The Bail Project is a national nonprofit organization that combats mass incarceration by disrupting the money bail system—one person at a time. We restore the presumption of innocence, reunite families, and challenge a system that criminalizes race and poverty. We’re on a mission to end cash bail and create a more just, equitable, and humane pretrial system.
Through our model of Community Release with Support, we connect those we help to voluntary services and resources based on their needs, and provide them with court reminders and transportation assistance for the duration of their case. As cases are resolved, bail payments return to our National Revolving Bail Fund and we reuse them to help more people. Along with providing bail assistance, we use the power of human stories and data to make the public case for ending cash bail and investing in communities.
We’re a community of advocates committed to ending mass incarceration and advancing racial and economic justice. Our organization consists of a support hub in Los Angeles, CA and community-based teams in more than two dozen cities where we provide free bail assistance and Community Release with Support.
The Operations Manager will be a part of the Operations Team and will report directly to the Regional Director of Operations. The Operations Manager will work with the Regional Director of Operations to advance TBP’s site operations to support the mission to eliminate cash bail and secure pretrial reform, working with local and statewide stakeholders. The Operations Manager possesses a strong ability to improve processes, coach, mentor, and manage complexity as well as speak on behalf of The Bail Project to advance TBP’s mission. This position has management responsibilities over site staff, interns, and volunteers.
This position will be responsible for the planning, organizing, staffing, leading and oversight of 2-5 TBP sites ensuring sites and employees are meeting their goals and the objectives of the organization.
- Supervise 2-3 TBP site teams with 2-5 staff each in the daily execution of their duties
- Hold weekly 1:1 meetings and routine team meetings with staff
- Ensure staff understand their essential duties of their job descriptions and standard operating procedures
- Provide direct training on operational standards and data collection for new and existing staff
- Ensure that all day-to-day activities are carried out in a systemized manner
- Formally evaluate staff performance bi-annually and implement other tools and processes to give and receive feedback routinely
- Have ongoing dialogue with staff members to ensure they understand how their individual roles contribute to the results TBP aims to achieve
- Model the the breakthrough action leadership principles with staff to enhance individual and collective responsibility, feedback and leadership
- Take responsibility for all aspects of local site operations and ensure the effective day-to-day operation of 2-5 TBP sites across the following categories:
- Posting bail for clients: identifying potential clients, reviewing client eligibility, interviewing clients, and posting their bails
- Documentation and data use for generating proof points and staff learning
- Uploading required documentation (e.g., bail and bank receipts) to a shared drive in a timely manner
- Review weekly, monthly and quarterly operational performance metrics in Salesforce (and other reports) with staff to understand what’s working and what’s not, optimize bailouts, and to develop action plans, performance goals, and learning goals for each of your sites
- Lead data-informed discussions with staff, teams and TBP leadership to improve program quality and facilitate a culture of support, accountability, creativity, celebration, and innovation
- Hold your site teams accountable to meeting data quality and timeliness standards for all information required to achieve TBP’s mission and goals;
- Ensure the site path of the case is accurate and updated as conditions change
- Client support
- Ensure client needs are appropriately documented and service gaps are identified.
- Monitor service gaps and develop strategies for ensuring client supports are met in a timely and effective manner.
- Create workflows and processes that ensure prompt communication with clients post-release and ongoing supports throughout the duration of case.
- Continually analyze the impact that client supports have on case outcomes and adjust accordingly.
- Bail fund
- Establish and execute processes for requesting and retrieving bail refunds
- Establish and execute processes for contesting bail forfeitures, including engaging with attorneys as necessary
- Build effective local partnerships at each site
- Work with the Regional Director and Director of Client Support Services to build a coalition of local community support providers to meet the needs for pre-trial population and create the architecture of the local support coalition to serve people released from jail including branding, meeting cadence, agenda, etc.
- Ensure local community support organizations are identified and contacted to serve pre-trial populations; update jurisdictional asset map to ensure social service infrastructure is documented and updated over time
- Develop and maintain positive relationships with local stakeholders, including institutional decision makers, local elected officials, community-based organizations, and relevant grassroots coalitions
- Improve site compliance and outcomes by formulating strategy and securing needed resources and/or training for execution;
- Implement organizational directives and ensure organizational policies and procedures are locally adapted, responsive, and consistently followed;
- Assist with the hiring and on-boarding of new site staff
- Collaborate with Policy and Advocacy teams to identify and prioritize local opportunities for reform and systems change
- In collaboration with the Policy Team, establish policy goals at the local site level and at the state level
- In partnership with the Policy Team, cultivate and maintain relationships with key stakeholders, coalitions and constituents, and support achievement of TBP policy goals locally and statewide
- Monitor status and progress of ongoing reform efforts and, in consultation with the Policy Team, participate on behalf of TBP as needed
- Share updates on reform movement with Central Support Hub, and occasionally represent TBP at meetings or events with local stakeholders and media outlets
Communications and Media
- Share updates on site activities with Central Support Hub, and occasionally represent TBP at meetings or events with local stakeholders and media outlets
- In collaboration with the Communications Team, help develop narratives for client storytelling and bail reform for distribution on social media and to local and statewide press outlets;
- Travel to sites to work with staff and speak with local stakeholders and system players about TBP’s mission and model
- Management strategies on staffing and process structures are informed and justified with data and supported by outcomes
- Sites have a culture of learning and improvement, as evidenced by regular use of reports and dashboards and fluency with data
- Data quality and timeliness standards are consistently met
- Sites are meeting or exceeding goals and objectives
- Organizational directives, policies, and procedures are adopted and operationalized
- Policy and Communications initiatives fully incorporated
- 1-2 years of management experience
- You have the ability to travel
- You live in Tulsa, OK or are willing to relocate there
- Exceptional interpersonal skills, including an ability to navigate and resolve conflict in a manner that values and respects relationships with colleagues inside and outside TBP
- Experience utilizing data to monitor and improve operational performance
- Strong ability to provide timely communications through emails, memos, and other written products that summarize information and present options for action; can communicate with internal and external stakeholders clearly and with empathy
- Strong ability to represent departmental and organizational positions in internal and external communications to achieve objectives
- Strong interest in expanding policy knowledge and influencing skills to achieve policy objectives that improve pretrial justice
- Flexible schedule and ability to work non-traditional hours as needed
