OPEN JOB TITLE: Bilingual Staff Attorney


JOB PURPOSE: ICS seeks an attorney to provide zealous legal advocacy and legal support to unaccompanied children in the custody of the Office of Refugee Resettlement and Oregon Foster Care.


ABOUT IMMIGRATION COUNSELING SERVICE: Immigration Counseling Service has been dedicated to defending the rights of immigrants for 40 years. We are a group of diverse individuals committed to providing high-quality immigration advocacy and representation to over 90 low-income immigrant communities throughout Oregon and Southern Washington. Our staff have extensive experience in immigrant and refugee communities (many being from immigrant families themselves) and trauma-informed care and are bilingual in English and Spanish. ICS encourages collaboration and is a supportive environment where our attorneys and staff constantly learn and grow.


RESPONSIBILITIES AND DUTIES: 

  • Conduct legal screenings and interviews with children in ORR custody, help them to understand their legal options, and appear as a Friend of Court on their behalf.
  • Engage in oral and written advocacy on behalf of children as a part of representing them in Portland Immigration Court, USCIS, and state court proceedings.
  • Communicate with the Office of Refugee Resettlement to provide representation and services to children in custody and ensure adherence to children’s rights.
  • Provide legal consults and pro bono referrals for UCs reunified with sponsors throughout the U.S.
  • Supervise support staff on case-related work.


QUALIFICATIONS/SKILLS 

  • Graduate of U.S. ABA-accredited law school
  • Licensed by a state bar, preferably Oregon
  • Spanish fluency
  • Excellent communication and advocacy skills

REPORTS TO: UAC Managing Attorney

NUMBER OF EMPLOYEES SUPERVISED BY THIS POSITION: None. This is a Union Position



SALARY AND BENEFITS: Salary is subject to a Collective Bargaining Agreement (CBA) and ranges from $48,000 to $59,700 DOE. Generous benefits package, including health and dental insurance, 20 hours of paid time off in addition to holidays, and a 35-hour standard work week.

WORKING CONDITIONS: During Oregon’s COVID-19 Stay at Home, Stay Safe order, work will be conducted via a home office, with computer and printer provided. Otherwise, work will be conducted primarily from ICS’ Portland Office with periodic evening and weekend work and travel to the shelters, the court, USCIS, and other areas in Oregon and Southern Washington.
