The Center for Community Alternatives (CCA) is a leader in the field of community- based   alternatives to incarceration. CCA promotes re-integrative justice and a reduced reliance on  incarceration through advocacy, services and public policy development in pursuit of civil and human rights.

Job Summary: Responsible for day-to-day management of all jail-based services CCA provides at the Onondaga County Correctional Facility (OCCF) including supervision of program staff and coordination with collaborating agencies (including Crouse Chemical Dependency Treatment Services – CCDTS) and other CCA programs. Ensures the achievement of program goals and objectives consistent with agency mission and contracts. Oversees program direction, policy and procedures development, development of curricula, coordination of staff training, and grant management. Contributes to development of continued funding applications, budgets and funder reporting. Ensures successful coordination and participant flow between with CCA’s workforce programs, legal services, recovery services, and housing service.

Duties and Responsibilities:

Directs and evaluates all CCA’s jail-based programs and coordinate services of collaborating partner agencies. Provide on-site oversight of the CCDTS Clinical Counselor assigned to work out of the CCA offices and supervise all jail-based program staff.

Ensures recruitment for jail-based programs so that eligibility and enrollment goals are met, coordinating with other services providers as appropriate.

Conducts enrollment conferences to ensure participant goals are in alignment with program goals before services are provided.

Oversee the implementation of Thinking for A Change (T4C) and other curricula at the jail to ensure fidelity.

Oversee and approve the administration of Substance Use Disorder assessments and the administration of COMPAS at the jail, as appropriate.

Ensures jail-based staff utilize Motivational Interviewing principles to create collaborative transitional plans with participants resulting in increased stability and elimination of barriers to success.

Ensures that less than 20 percent of participants are convicted of a new crime within a year as a program Key Performance Indicator (KPI).

Ensures that all goals and objectives associated with grants funding jail-based programs and relevant agency key performance indicators are achieved, including maintaining SAMSHA required GPRA rates (100% intake, 80% follow-up.)

Maintains up-to-date knowledge of local, state, and federal guidelines and policies governing substance use and recovery programs, as well OCCF policies, to drive program direction.

Hires, supervises, develops and manages staff to ensure that the department has a productive and qualified team.

Facilitates effective program and staff collaboration with all Reintegration Services programs and CCA departments, including RS workforce programs, Reentry Clinic, CUSE Center, Freedom Commons and others in order to assure participant post-release engagement.

With the Director, Reintegration Services serves as liaison with funders, OCM BOCES, OCCF, treatment providers and other programs as appropriate.

Assists with the development of funding applications and development and monitoring of budgets.

Assists in the development of policy and procedure manuals for jail-based programs, revising as necessary.

Prepares regular reports for funders, internal stakeholder and others as needed.

Monitors the implementation of jail-based program data collection and maintenance of client, program and database records (including GPRA and COMPAS); conduct regular file audits and case conferences to ensure program quality control.

Provides innovative program development and operational ideas and solutions for current and future contracts/grants.

Participate in in-service and outside training, some of which involve overnight travel, including “Thinking for a Change” or other Cognitive Behavioral Interventions, COMPAS and Motivational Interviewing.

Represent agency and programs to the public as requested. Performs other duties as assigned by supervisor.

Qualifications: Experience in working with adults with diverse cultural backgrounds who are involved with the criminal justice system, preferred; Master's degree in public administration, health, social work or criminal justice preferred; personal experience with recovery (5 years or more of sustained sobriety) and/or criminal justice issues preferred; training in “Thinking for a Change” a plus; Bi-lingual (English/Spanish a plus); CASAC required; excellent management, supervisory, communication, writing and computer skills, required; valid NYS Driver’s License, access to registered and insured vehicle, and transporting participants in own vehicle, required; occasional travel to out of town/state conferences and meetings, required; ability to gain clearance to Onondaga County Correctional Facility, required.
