POSITION SUMMARY:

The Building Superintendent is the onsite building manager responsible for the maintenance and janitorial services at Coalition Houses (West 77th Street) and Bridge Building (East 124th Street), including the maintenance of building systems and equipment. The Building Superintendent ensures that all building structures, systems and equipment are consistently maintained to provide a safe, secure and sanitary environment. The Building Superintendent provides basic carpentry, plumbing, electrical and other apartment repair services so as to ensure that all units are in good repair and well-maintained. The Building Superintendent is the onsite building manager responsible for the operation, maintenance and janitorial services, including the maintenance of all building systems and equipment, including heating systems and boilers, and serves as an in-house technical expert. In addition, the Building Superintendent serves as a liaison between the Coalition’s Operations and Programs Staff, and Tenants. The Building Superintendent ensures compliance, at the direction of Management, with all HUD, DOB, HPD, FDNY, DEP, DSNY and other regulatory laws, rules, and regulations. The Building Superintendent performs job duties consistent with the mission and goals of the Coalition for the Homeless, and in accordance with the terms of any agreements with the NYC Department of Homeless Services (“DHS”), Human Resources Administration (“HRA”), Department of Housing Preservation and Development (“HPD”) and the New York City Housing Authority (“NYCHA”), among others.


QUALIFICATIONS: 

1)    High school diploma or GED required, AA/AS strongly desired;

2)    Ability to communicate fluently in English, both verbally and in writing. Proficiency in Spanish is desirable;

3)    FDNY Certificate of Fitness, boiler technical training, sprinkler certificates and other relevant technical training, certifications and experience a plus;

4)    Five years of related experience in construction and/or building maintenance and repair required; 

5)    Experience operating and maintaining modern heating systems, building fire suppression and alarm systems required; 

6)    Knowledge of occupational hazards and necessary safety precautions required;

7)    Knowledge of NYC law, rules and regulations regarding building maintenance and safety, including but not limited to HPD, FDNY, DEP, DSNY and DOB;

8)    Must demonstrate skills in basic carpentry, plumbing, electrical, mechanical, sheetrock plastering and painting;

9)    Willingness to live onsite with the ability to work independently and to appropriately interact with all tenants and other Coalition staff and vendors; 

10) Possession of a valid New York State driver’s license is preferred. Possession of a vehicle is a plus.


DUTIES and RESPONSIBILITIES:


The Building Superintendent shall:

1.    Live onsite at Coalition Houses and be onsite there, Monday through Friday, between 8 a.m. and 5 p.m., except when at the Bridge Building, as per item #2 below. During all other hours, Superintendent is to be "on-call" and respond to emergencies and other building needs 24-hours a day, 7 days a week. Employee must be reachable at all times via mobile telephone and readily available to work, at both sites, in a timely manner;

2.    Visit and maintain the Bridge Building location on a regular schedule to be determined by Management;

3.    Provide timely, complete, and proper apartment repairs, maintenance and renovation as directed by Management;

4.    Maintain the buildings in such a manner as to prevent issuance of violations by any City agency (Sanitation, NYCHA, HPD, ECB, etc.) due to building/apartment conditions, trash, ice or snow accumulation;

5.    Maintain detailed and accurate records on tenant service requests, including purchase orders and receipts;

6.    Maintain an organized, secure and up-to-date inventory at each building of all maintenance-related tools, hardware, paint, supplies and furnishings, and assist Management in maintaining adequate stock and supply reorders;

7.    Obtain direction and guidance from Management with regard to each day’s duties and activities, and maintain contact with Management during the day, as indicated and necessary;

8.    Together with Management and Program Staff, assist with coordination of tenant move-ins, move-outs or transfers;

9.    Alert Management, onsite Program Director, and/or assigned Case Manager (“Program Staff”) regarding tenant emergencies, or other immediate needs, and assist in efforts to deliver proper services;

10. Appropriately respond to emergency situations as alerted by Management or Program Staff;

11. Ensure that snow and ice are removed, as required by the NYC Department of Sanitation;

12. Consistently maintain appropriate and professional conduct and interactions with tenants, supervisor, vendors, and other Coalition staff, among others;

13. On a regular and consistent basis, provide janitorial services throughout the buildings, sweeping, mopping, waxing, vacuuming, dusting/polishing, including but not limited to, office cleaning, and trash disposal;

14. Develop, implement, and evaluate a Preventative Maintenance Program for building and equipment including, but not limited to, boiler/heating units, exhaust fans, hot water heaters, pneumatic controls, sprinkler/fire alarm systems;

15. Provide direction and assistance to tenants on installation and removal of window air conditioners;

16. Conduct weekly, monthly, and annual inspection programs for equipment and buildings and maintain appropriate logs of same; 

17. Determine method and source of repair required and assist in developing bid specification documents for work to be performed by contractors;

18. Assist Management in determining the cost-benefit of contract versus in-house maintenance, including cost estimates for all such work, and prioritize maintenance projects;

19. Serve as primary agency contact onsite with maintenance and service contractors, including an evaluation of the stated needs and work the contractors propose to perform, as well as, supervise all contractors engaged in installation, repair, operation, testing and/or maintenance of building systems and equipment;

20. Attend regular (no less than weekly) supervision with Management or designee;

21. As requested, participate in weekly staff and other meetings, such as in-service training and staff development and orientation activities;

22. Perform all other duties as may be assigned by Management or designee.


REPORTS TO:    Manager of Office and Residential Building Operations (“Management”)

SALARY: $46,000 - $50,000 commensurate with experience and education
