LISC’s national Economic Development team supports our colleagues in the LISC field offices and in the Rural LISC program in deploying an inclusive economic development framework that expands the ability of people, places, and businesses to contribute to equitable prosperity, so that all can thrive. Our work creates accessible opportunities for people to find jobs that increase their income and assets, and at the same time, it grows businesses and rebuilds neighborhood economies through integrated strategies that develop people, places and businesses. Under the umbrella of Economic Development, LISC’s Family Income & Wealth Building (FIWB) program oversees a national network of nearly 120 community-based partners implementing the Financial Opportunity Center® (FOC) model. FOC partners deliver an integrated set of career coaching, financial coaching, and income supports access services to help community residents access family-sustaining jobs, access financial products and build credit, and build assets. Implemented in select FOCs, the Bridges to Career Opportunities (Bridges) initiative builds on this model by incorporating contextualized adult basic education and a career pathways focus on middle-skills jobs with opportunities for career and wage advancement. Additionally, the Family Income & Wealth Building program oversees additional workforce development and asset-building strategies through our network of partners to build wealth and create opportunities for participants. 

 

Position Description:

LISC is seeking an experienced Program Officer to manage a new, national capacity-building initiative. Through this initiative, LISC will build our expertise and capacity to assist FOCs and community-based partners to access federal employment and training dollars for their programs. The program officer will manage the program implementation of this grant with support from the Family Income & Wealth Building team.

 

After launching the capacity-building program, the Program Officer role will include additional responsibilities such as leading the strategy development of LISC’s nascent apprenticeship programming and developing a national employer engagement strategy. The Program Officer will lead and develop new programming.

 

Responsibilities:

The Program Officer will support the FIWB program to launch the new capacity-building programming and develop apprenticeship and employer engagement strategies. Responsibilities include:

 

  • Manage a multi-year federal contract to ensure successful implementation, creation of technical assistance plans, and attainment of program outcomes measures. Communicate and share best practices and successes.
  • Lead research and technical consultants to provide timely, high-quality deliverables. Steward and foster consultant relationships to achieve grant outcomes and create impact for partners organizations.
  • Provide training on federal regulations, workforce development, and service integration as needed in partnership with consultants and FIWB staff. Develop content or manage consultants to develop content for LISC’s Learning Management System.
  • Analyze and disseminate program outcomes and community impact through reporting from LISC’s data system. Understand and communicate data trends and outcome attainment.
  • Develop apprenticeship strategies based on best practices from existing FOCs. Create opportunities to deploy and/or scale promising strategies throughout LISC’s Bridges to Career Opportunities network.
  • Cultivate relationships with national employers to build pathways to employment for FOC and Bridges graduates. Design and amplify a national employer engagement strategy to be replicated by local offices.


Qualifications:

  • Bachelor’s degree from an accredited college or university; however, experience may be considered a proxy
  • Strong understanding of community-based organizations, intermediaries, and the broader workforce development field
  • Prior experience managing federal funding
  • Experience with capacity-building, training, employer engagement, and/or apprenticeship programming
  • Ability to communicate effectively with team members who have varying levels of technical knowledge
  • Flexibility and willingness to learn, improve and iterate
  • Experience working effectively in a team environment; comfort and willingness to interact with colleagues across departments and office locations, in either in-person or remote work settings
  • Good writing and documentation skills
  • Proficient in MS Office Suite
  • National travel will be required consistent with COVID-19 safety considerations, ~25% annually
