The New York City Criminal Justice Agency (CJA) is a not-for-profit pre-trial and research service organization. We provide pre-trial services to the courts and about 250,000 persons arrested annually in New York City. CJA’s primary operation consists of conducting face-to-face pre-arraignment interviews with criminal court defendants arrested within the five boroughs of the City to screen them for pre-trial release. CJA operates 24 hours a day, conducting release recommendation interviews in police department detention facilities throughout the city.

Pretrial 20/20 Program Summary

Pretrial 20/20 is CJA’s undertaking of the modernization and transformation of its legacy technology through the strategic implementation of a new data management system and the migration of CJA’s legacy database to a Microsoft SQL database. With the goal of full transformative integration of a new data system in 2020, the IT Senior Director for Pretrial 20/20 will lead this critical project to fruition of a live data analysis platform. This ability to provide live data analysis will allow CJA to cull, extract and report on current and new initiatives and is integral to the agency’s IT goals and organizational mission, including the management of CJA’s efforts to revamp its data systems to meet the service demands or opportunities.

Primary Responsibilities

As part of an interdisciplinary team of senior leaders, including Operations and Research, the Sr. Director will work in concert to plan, execute, and finalize projects in accordance with agreed deliverables and contractual obligations. The Sr. Director will define the project’s objectives and oversee quality control throughout its life cycle; maintaining system and project documentation and tracking of overall progress and work product. A key responsibility of this position includes acquiring resources and managing RFS and vendor relations relating to 2020 data migration goals and assuring the success of the modernization project plan for future contractual work.

Strategic Project Management & Planning

  • Assumes full ownership of CJA’s Pretrial 20/20 migration project and leads the process and collaborators through the implementation and post evaluation phase
  • Defines project scope, full scale plans, goals and deliverables in collaboration with senior management and key stakeholders
  • Proactively identifies emerging risks and issues, providing risk management and solutions driven recommendations or corrective plans
  • Plans and schedules project timelines and milestones using appropriate tools
  • Determines the frequency and content of status reports from the project team, analyze results, and troubleshoots problem areas
  • Defines project success criteria and disseminates them to involved parties throughout project life cycle
  • Conducts project post mortems and creates a recommendation report in order to identify successful and unsuccessful project elements
  • Identifies and manages project dependencies and critical paths
  • Develops and delivers progress reports, proposals, required documentation, and presentations
  • Devises contingency plans and manages changes in project scope
  • Develops best practices and tools for project execution and management
  • Coordinates the resources and participants needed to achieve project goals
  • Drafts and submits budget proposals, and recommends subsequent budget changes where necessary
  • Determines and assesses the need for additional staff and/or consultants making the appropriate outreach or recommendations during project cycle, if necessary

Operational & Stakeholder Management

  • Effectively communicates project expectations to team members and stakeholders timely and clearly
  • Liaises with project stakeholders on project completions and tracks project milestones and deliverables
  • Sets and continually manages project expectations with team members and other stakeholders
  • Delegates tasks and responsibilities to appropriate personnel
  • Identifies and resolves issues and conflicts within the project team
  • Coaches, mentors, motivates and supervises project team members and contractors, using influence strategies towards positive action and accountability for their assigned work
  • Builds, develops, and grows business relationships vital to the success of the project

Required Education & Professional Certification

  • Bachelor’s degree in the field of computer science, information systems, or computer engineering and/or 5 years equivalent work experience
  • PMP Project Management Professional Certification, CSM Certified Scrum Master or relevant Certification required

Knowledge & Experience

  • 5 years direct work experience in a project management capacity, including all aspects of process development and execution
  • Agile Project Management experience, required
  • Experience with migrating Database platforms
  • Experience with vendor selection process
  • Strong familiarity with Microsoft Project and other project management software
  • Familiar with programming languages, including SQL,C# & .net
  • Database and operating systems experience with Microsoft SQL and SQL Server
  • Experience in the Criminal Justice field or experience in the non-profit industry, preferred

Other Requirements

  • Extended hours may be required to meet project deadlines
  • Travel may be required for the purpose of meeting with clients, stakeholders, or off-site project or personnel management
