United Community has a 50-year history pursuing a mission of empowering adults, children, and families to transform their lives. As the region’s “Anchor Agency” providing comprehensive human services to low-income and disadvantaged residents in southeastern Fairfax County, United Community typically serves an average of 6,000-8,000 unduplicated residents annually through multiple programs in support of our aspiration to end or prevent multigenerational poverty in our region, or #DefytheGravityofPoverty. United Community is a complex operation that includes nine facilities, 40+ staff, and a $4.2 million budget.
Chief Programs Officer
The Chief Program Officer plays a critical leadership role and serves on the Executive Team of the organization. S/He will have an unparalleled opportunity to contribute to a fast-paced, big-thinking, mission-driven organization that, at 50+ years of service, is at an inflection point -- moving beyond providing basic needs and other services to our neighbors in need, but working to lay the groundwork for systemic changes that promote equity and create opportunities from womb to wealth.
At an organizational inflection point and with forthcoming organizational investments, this is a unique opportunity to lead the evaluation and redesign of programs, initiatives, and projects. Your responsibilities will vary and require you to prioritize effectively, act quickly, maintain confidentiality, and bring others along. This position will have a significant influence on United Community’s impact in the community we serve by ensuring maximum execution and value from all programmatic activities.
The Chief Programs Officer will have overall strategic and operational responsibility for all program areas. This person provides leadership and support by creating efficiencies and assists the Chief Executive Officer in the formulation and implementation of programs and their policies and procedures that will further the goals and objectives of United Community.
The Chief Programs Officer must have or develop deep knowledge of the United Community’s service area, and possess the ability to assess changing trends and client needs. Strong knowledge of Fairfax County and Virginia (or other state) human services programs is a strong plus, and will be a key developmental priority if this knowledge is not in the Chief Program Officer’s wheelhouse. The Chief Programs Officer is responsible for the successful development, implementation, and achievement of outcomes and goals for each program. United Community is diverse in it's programs, and there is no one-size fits all model that combines the multiplicity of goals, needs, assets of our diverse communities. The Chief Programs Officer and her/his direct reports are encouraged to develop new programs initiatives and sustainable alternative revenue generating opportunities that are in line with United Community’s aspiration -- to end multigenerational poverty, and to work collaboratively across all agency program areas and with community partners to integrate service and maximize operational efficiency.
Reporting and Supervision
The Chief Programs Officer position reports to the Chief Executive Officer.
The Chief Programs Officer supervises the Director of Self-Sufficiency Services (Stepping Stones), Director of Early Learning Center, Healthy Families Program Manager, Director of Progreso Literacy & Citizenship, and Director of Community Empowerment.
If a hurricane can be a metaphor for the impact of the ongoing Covid-19 crisis and the Black Lives Matter movement, United Community needs to both redesign and rebuild its house after being hit by a Category 5 storm. Just rebuilding what we have now is not going to be effective in achieving our aspiration of ending multigenerational poverty in southeast Fairfax County.

They are process oriented, strategic in their planning and thinking. This candidate is known for being proactive, for demonstrating professionalism, for understanding and effectively navigating the nuances of collaboration, and for leading in ways that value diversity, equity, inclusion, and excellence toward building an organizational culture of support and achievement.
The United Community work environment is fast-paced and work commitments at the executive level may extend beyond a traditional 40-hour work week and include evening and weekend hours to accommodate meetings and events.
