United Community has a 50-year history pursuing a mission of empowering adults, children, and families to transform their lives. As the region’s “Anchor Agency” providing comprehensive human services to low-income and disadvantaged residents in southeastern Fairfax County, United Community typically serves an average of 6,000-8,000 unduplicated residents annually through multiple programs in support of our aspiration to end or prevent multigenerational poverty in our region, or #DefytheGravityofPoverty. United Community is a complex operation that includes nine facilities, 40+ staff, and a $4.2 million budget.

 Chief Programs Officer

The Chief Program Officer plays a critical leadership role and serves on the Executive Team of the organization. S/He will have an unparalleled opportunity to contribute to a fast-paced, big-thinking, mission-driven organization that, at 50+ years of service, is at an inflection point -- moving beyond providing basic needs and other services to our neighbors in need, but working to lay the groundwork for systemic changes that promote equity and create opportunities from womb to wealth. 

At an organizational inflection point and with forthcoming organizational investments, this is a unique opportunity to lead the evaluation and redesign of programs, initiatives, and projects. Your responsibilities will vary and require you to prioritize effectively, act quickly, maintain confidentiality, and bring others along. This position will have a significant influence on United Community’s impact in the community we serve by ensuring maximum execution and value from all programmatic activities.

The Chief Programs Officer will have overall strategic and operational responsibility for all program areas. This person provides leadership and support by creating efficiencies and assists the Chief Executive Officer in the formulation and implementation of programs and their policies and procedures that will further the goals and objectives of United Community.

The Chief Programs Officer must have or develop deep knowledge of the United Community’s service area, and possess the ability to assess changing trends and client needs. Strong knowledge of Fairfax County and Virginia (or other state) human services programs is a strong plus, and will be a key developmental priority if this knowledge is not in the Chief Program Officer’s wheelhouse. The Chief Programs Officer is responsible for the successful development, implementation, and achievement of outcomes and goals for each program. United Community is diverse in it's programs, and there is no one-size fits all model that combines the multiplicity of goals, needs, assets of our diverse communities. The Chief Programs Officer and her/his direct reports are encouraged to develop new programs initiatives and sustainable alternative revenue generating opportunities that are in line with United Community’s aspiration -- to end multigenerational poverty, and to work collaboratively across all agency program areas and with community partners to integrate service and maximize operational efficiency.

Reporting and Supervision

The Chief Programs Officer position reports to the Chief Executive Officer.

The Chief Programs Officer supervises the Director of Self-Sufficiency Services (Stepping Stones), Director of Early Learning Center, Healthy Families Program Manager, Director of Progreso Literacy & Citizenship, and Director of Community Empowerment.

Responsibilities

  • Works with the Chief Executive Officer and other Executive Leadership team members in providing visibility, leadership and accountability for United Community.
  • Assures the organization and its mission, programs, and services are consistently presented in a strong positive image to the community, organizations, and governmental agencies.
  • Attracts, develops, coaches and retains high-performing team members that support the United Community mission and aspiration based on innovation, collaboration, accountability, and continuous improvement.
  • Oversees planning and implementation of all programs, including developing the resource requirements and establishing strategies to approach sources for support.
  • Provides leadership and oversight of the daily operation of United Community’s programs as Directors/direct reports operationalize program plans that are developed annually.
  • Ensure readiness of programs in demonstrating areas of functional excellence. Recommend and execute workflow adjustments as needed maximizing the use of internal resources.
  • Regularly monitor the collective metrics/results of programs, ensure the integrity of data collection, perform gap analysis, and recommend/implement realignment of program workflow.
  • Leads efforts across the agency with Program Directors to design new or enhance current programs and services, based on best practices and from lessons learned from evaluations.  
  • Actively promote intra-agency referrals as well as external referrals on an ongoing basis.
  • Develop the necessary systems, processes and tools to better support the facilitation, collection and sharing of knowledge that is generated by the programs.
  • Keep Chief Executive Officer informed of programmatic issues, problems, successes, and/or needed changes.
  • Report monthly to the Board of Directors significant programmatic highlights via a Programmatic Dashboard.
  • Participate in the preparation of grant applications for program funding sources in collaboration with the Development Department.
  • Ensure program outcomes and funder/grantor expectations are met, including completion of required reports, preparation for program audits, and participating in site visits 
  • Keep abreast of legislative or regulatory activity and developments which may impact United Community programs.
  • Implement other systems that facilitate timely and strategic decision-making and communication, and define what issues the Chief Executive Officer and Chief Operating Officer needs to address.
  • Work with Program Directors or leads to ensure that a professional development plan is created and implemented for each member of the staff, ensuring that a learning culture is created and implemented at United Community.
  • Annually review all program operating policies and procedures for adherence to best practices.
  • Other duties as assigned

Candidate Attributes

If a hurricane can be a metaphor for the impact of the ongoing Covid-19 crisis and the Black Lives Matter movement, United Community needs to both redesign and rebuild its house after being hit by a Category 5 storm. Just rebuilding what we have now is not going to be effective in achieving our aspiration of ending multigenerational poverty in southeast Fairfax County.

The United Community work environment is fast-paced and work commitments at the executive level may extend beyond a traditional 40-hour work week and include evening and weekend hours to accommodate meetings and events.

General Qualifications

  • Level of Education – Bachelor’s degree (Master’s preferred) in a related field, such as Social Work, Education, Counseling, and Psychology.
  • Level of Experience –
  •  At least ten (10) years of related senior management experience administering agency-wide efforts in human services

Skills Required

  • Demonstrated knowledge of and experience in: best practices in program development, implementation, and administration; public and private grant research, writing and administration; budget preparation and administration; staff orientation, training, supervision, and evaluation.
  • Knowledge of working with mulit-ethinic communities in areas of race, gender, sexual orientation, identity, religion, and disability. 
  • Successful experience with setting budget priorities, budget management and fundraising.
  • Proven track record of leading multicultural teams of professionals and an ability to foster strong working relationships internally and externally.
  • Computer savvy including database experience and Microsoft Office suite
